  • Reports To: Director of Contracts and Housing Stability

  • Work Schedule & Location: This is an in-office position, with flexibility for occasional remote work or adjustments to daily schedule as operational needs allow. Core working hours fall between 8:00 a.m. and 6:00 p.m., with flexibility in start and end times.

Program Manager - Housing Stability, South

Position Overview:

The Program Manager - Housing Stability, South provides leadership, supervision, and program oversight for Agate's resident services at assigned Minneapolis Public Housing Authority (MPHA) Asset Management Projects (AMPs) and properties in the South Team service area. The position supports a consistent, housing-focused approach to resident engagement, case management, eviction prevention, resource coordination, and housing stability across properties serving varied resident populations.


The Program Manager supervises assigned Case Managers and other designated South Team staff, partners closely with MPHA regional and onsite property management teams, and ensures that resident services align with contract requirements, agency practices, and the needs of each community. The role includes scheduled resident-facing presence, staff coaching and case consultation, and coordination with Agate's specialized crisis, targeted intervention, and benefits staff when residents need additional support.


Position Responsibilities:

  • Provide day-to-day supervision, leadership, coaching, and performance support to assigned MPHA South Team staff; set clear expectations for resident engagement, housing stabilization, responsiveness, and documentation.
  • Conduct regular individual supervision, team meetings, case consultation, and professional development activities that promote consistent, high-quality services and staff accountability.
  • Oversee service delivery across assigned AMPs and properties, adjusting staff priorities and resident engagement approaches to the needs of senior and disability housing, family housing, mixed-population communities, and other assigned properties.
  • Maintain active, collaborative relationships with MPHA regional and onsite property management teams; establish clear communication, referral, escalation, and follow-up practices.
  • Support staff in early identification of housing stability concerns, including lease compliance, rent or income changes, resident conflict, and barriers to accessing services; coordinate prevention-oriented responses and follow-through.
  • Maintain scheduled resident-facing hours at assigned properties through outreach, resident meetings, service coordination, or direct support appropriate to the managerial role.
  • Provide case consultation and assist staff with complex resident needs, conflicts, and situations requiring coordinated involvement of property management, specialized Agate staff, or community providers.
  • Coordinate with the LICSW Program Manager and Crisis & Float Team on urgent resident concerns, targeted interventions, temporary coverage, and transitions back to assigned AMP Case Managers.
  • Build working relationships with resident leaders and relevant community organizations, and incorporate resident feedback into service planning and continuous improvement.
  • Monitor workload, scheduling, onsite coverage, staff availability, and cross-coverage needs; identify gaps and communicate staffing or service adjustments to the Director.
  • Review case management documentation and service data for accuracy, timeliness, and quality; provide staff feedback and corrective coaching when needed.
  • Monitor service outcomes, contract deliverables, and program reporting; help prepare timely and accurate information for leadership, MPHA, and funder reporting as assigned.
  • Support budget stewardship, staffing plans, and responsible use of program resources in coordination with the Director, Finance, and other agency partners.
  • Ensure assigned services follow applicable federal, state, local, agency, and MPHA contractual requirements and maintain appropriate confidentiality and professional boundaries.
  • Participate in program planning, implementation, evaluation, and ongoing refinement of the MPHA resident services model; identify opportunities to strengthen housing-focused, accessible services.
  • Represent Agate in MPHA operational meetings, resident service discussions, and community partnership meetings as assigned; elevate significant issues and decisions to the Director.
  • Travel to assigned MPHA properties and community service locations, including resident-facing visits when scheduled or appropriate.
  • Perform other related duties as assigned.

Required Qualifications:

  • Bachelor's degree in Social Work, Human Services, Psychology, Sociology, Public Administration, or a related field; or a minimum of three years of relevant professional experience in case management, housing stabilization, resident services, or related human services.
  • Minimum two years of experience managing human services or housing programs and supervising direct service staff.
  • Demonstrated ability to lead and support staff through clear expectations, respectful coaching, case consultation, accountability, and performance management.
  • Experience working with individuals and families facing housing instability or complex service needs, using trauma-informed, person-centered, and strengths-based approaches.
  • Ability to oversee multiple areas of program operations, including service quality, staff supervision, program evaluation, contract compliance, and resource oversight.
  • Strong relationship-building, communication, conflict-resolution, problem-solving, and organizational skills.
  • Ability to work collaboratively with MPHA property management, residents, community partners, agency leadership, and interdisciplinary service teams.
  • Ability to review documentation and program data for completeness and quality, manage competing priorities, and use information to support service coordination and program oversight.
  • Proficiency with Microsoft Office products and ability to learn required case management and reporting systems.
  • Ability to accompany staff on home visits and provide direct resident support at assigned MPHA properties as needed.
  • Must possess a valid Minnesota driver's license, have access to a safe and reliable insured vehicle, and meet applicable driving and background screening requirements.
  • Have a valid Driver's License and access to a safe and reliable vehicle. 

This position requires use of your own personal vehicle and will require insurance liability coverage of at least one hundred thousand dollars per person and three hundred thousand dollars per occurrence and must have a valid Driver's License and pass a driving record background check.


Preferred Qualifications:

  • Experience working in public housing, subsidized housing, supportive housing, or other community-based housing programs.
  • Familiarity with Minneapolis Public Housing Authority (MPHA) operations, public housing lease requirements, and resident support services.
  • Experience implementing new programs, leading service transitions, or supporting organizational change.
  • Experience coordinating eviction prevention, housing loss prevention planning, and specialized interventions for residents with complex service needs.
  • Experience using program data, service outcomes, and quality assurance processes to improve service delivery and staff performance.
  • Familiarity with Minneapolis and Hennepin County housing, benefits, behavioral health, aging, disability, and community support resources.
  • Knowledge of Housing First and Harm Reduction principles.
  • Master's degree in Social Work, Human Services, Public Administration, or a related field.
  • Minnesota social work licensure (LSW, LGSW, LISW, or LICSW).
  • Fluency in languages used by residents, including Spanish, Amharic, Oromo, Somali, or American Sign Language (ASL).
