Performs intermediate skilled human support work planning, developing, and implementing the daily activities of the Public Housing Family Self-Sufficiency Program by providing information and support to the agencies that assist low-income families and prepare families for homeownership, and related work as apparent or assigned. Work is performed under the limited supervision of the Resident Services Director.

These duties and responsibilities pertain to the Durham Housing Authority (“DHA”, “Authority” or “Agency”), and all Affiliates. Work is performed under the supervision of the Director of Administration. All activities must support HUD and DHA’s mission, strategic goals, and objectives.

Essential Functions

 

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Other responsibilities, duties and skills may be required and assigned, as needed.

• Assists with the coordination of the Public Housing Family Self-Sufficiency (FSS) program; counsels clients regarding various personal issues and available training programs.

• Recruits Section 8 residents for participation in the FSS and Homeownership Programs.

• Coordinates workshops for FSS and Public Housing Homeownership programs including educational, employment, credit counseling, job training, job retention, budgeting, parenting, and individual development; monitors programs to ensure efforts to increase client participation.

• Monitors local service providers to ensure that program participants are linked to appropriate supportive services to achieve self-sufficiency.

• Assists Section 8 homeowners through the home buying process and attends all closings; advises clients concerning homeownership, mortgages, interest rates, lending institutions, and related loan information.

• Conducts assessment of participants to determine current educational, job training, transportation, personal/family, and other needs covered by the program; works with participants to develop action plans and goals; evaluates client progress toward established goals through personal contact.

• Conducts recertification interviews to determine eligibility; enters and updates various information into computer system; processes annual and interim changes/certifications.

• Audit FSS files monthly; and process needed adjustments for inherited files, while issuing correspondence letters for upcoming workshops.

• Prepares and maintains participant and program files and records; prepares and maintains a variety of program reports; prepares program flyers and brochures.
QualificationsEducation and Experience Bachelor's degree with coursework in social sciences, business administration, or related field and moderate experience in human services, case management, social work. An equivalent combination of education and experience may be considered.

Must possess a valid NC State issued driver’s license and be insurable under the Authority’s plan
