GENERAL DESCRIPTION:

The Director of Behavioral Health Services is the senior level manager responsible for management of Episcopal Community Services (ECS) Behavioral Health Services Division. This position is under the supervision of the Chief Programs Officer (CPO).  

ESSENTIAL FUNCTIONS:

  • Overseeing the day-to-day operations of the ECS’ Behavioral Health Services programs to ensure the delivery of high-quality services that meet or exceed industry standards and are operated in compliance with all applicable contracts, regulations, laws, and ECS policies.
  • Ensure program services align with ECS Mission and Core Values.
  • Directly recruiting, retaining, and supervising management and staff. Develop management of the Behavioral Health Services programs.
  • Ensuring that all funds for Behavioral Health Services department are expended efficiently and effectively, in a manner that ensures the highest quality of services and their maximum impact on the consumers and community, and follows contract provisions, regulations, laws and agency policies. Participate in budget planning and forecasting. 
  • Developing and implementing at the program level, operational and strategic plans and practices to ensure that the Behavioral Health services and environments of care delivered by the agency are of the highest quality, achieve the maximum benefit for consumers and the community, and improve program and productivity outcomes.
  • Collaborate with executive leadership on organizational planning and growth.
  • Lead program expansion, innovation, and quality improvement initiatives. 
  • Actively, assertively, and strategically pursuing funding to support current program operations, improve their quality and impact on consumers and the community, and expand them to achieve strategic goals. 
  • Establish, manage, and maintain strategic relationships with the appropriate representatives of the Agency’s external and internal stakeholders.
  • Actively, assertively, and strategically pursuing relevant and applicable industry accreditation of the quality of the agency’s Behavioral Health Services programs. 
  • Actively and conscientiously participating in, collaborating with, and, where applicable, lead agency wide and cross departmental projects as needed by Senior Management, Administrative Staff and/or the agency Board of Directors. 
  • Support the Behavioral Health Committee by facilitating meetings, tracking action items, and promoting collaboration to advance behavioral health goals and program improvement.
  • Actively and conscientiously complying with, participating in, and collaborate with agency-wide efforts to establish, implement, and maintain interdepartmental systems and metrics for monitoring and measuring the quality, quantity and impact of the services provided by the agency.
  • Preparing, overseeing the preparation of, and ensuring the quality, accuracy and timely delivery of all reports on Behavioral Health Services program operations and expenditures as required by the Agency’s external stakeholders and internal stakeholders. 
  • Perform other duties as assigned by CPO.

EDUCATION & EXPERIENCE / LICENSES & CERTIFICATIONS:


  • Required: Bachelor’s in non-profit management or a related field. Master’s preferred
  • A valid CA license (LCSW, LMFT, LPCC) is required.
  • 7-10 years of documented success in senior or executive level management of social service programs/services.

SPECIAL/OTHER:

Ability to pass a physical examination, tuberculin skin test, alcohol and drugs, including marijuana. Must have medical clearance certifying absence of TB. Fingerprint clearance and criminal check required. Free from exclusion and debarment. Verification of current driver’s license and automobile insurance required for personal car usage.​
