The CQI & Compliance Manager is responsible for overseeing the agency's Continuous Quality Improvement (CQI)
program and ensuring compliance with all federal, state, licensing, contract, and accreditation requirements. This
position leads internal audits, quality assurance reviews, corrective action plans, policy monitoring, and performance
improvement initiatives to support positive outcomes for children, families, foster homes, and agency operations.
The CQI & Compliance Manager works closely with leadership, case management, foster home development, clinical
staff, interns, and external stakeholders to ensure Houston Strong Children Services maintains compliance while
continuously improving service delivery and placement outcomes.

ESSENTIAL DUTIES & RESPONSIBILITIES

Compliance & Regulatory Oversight
• Monitor compliance with Texas DFPS Minimum Standards, SSCC requirements, Medicaid regulations, and
agency policies.
• Conduct routine audits of foster home records, youth files, personnel files, and provider documentation.
• Track licensing deficiencies and ensure corrective actions are implemented.
• Maintain agency readiness for licensing inspections, desk reviews, and monitoring visits.
• Review incident reports, investigations, and corrective action documentation for compliance.
Continuous Quality Improvement (CQI)
• Develop and implement the agency's CQI Plan.
• Analyze performance data and identify trends, risks, and opportunities for improvement.
• Lead quarterly quality assurance reviews.
• Prepare CQI reports for leadership, board members, and funding agencies.
• Monitor agency outcomes including:
◦ Placement stability
◦ Licensing timelines
◦ Foster parent retention
◦ Permanency outcomes
◦ Youth satisfaction
◦ Referral response times
◦ Training compliance

File Review & Auditing
• Conduct monthly audits of:
◦ Foster Home Files
◦ Home Studies
◦ Personnel Files
◦ Youth Placement Records
◦ Clinical Documentation
◦ Contract Files
• Ensure all required signatures, assessments, training records, and documentation are complete.
• Develop audit tools, scorecards, and tracking systems.
Corrective Action Management
• Develop corrective action plans when deficiencies are identified.
• Monitor completion of corrective actions.
• Provide technical assistance and coaching to staff regarding compliance requirements.
• Follow up on repeat deficiencies and performance concerns.
Training & Staff Development
• Train staff, interns, and supervisors on compliance standards and documentation requirements.
• Develop quality improvement training materials.
• Provide ongoing coaching regarding documentation best practices.

Data & Reporting
• Maintain compliance dashboards and performance metrics.
• Prepare monthly compliance reports.
• Track key performance indicators (KPIs).
• Present findings and recommendations to leadership.
Intern Oversight Support
• Assist with compliance monitoring of internship documentation.
• Review intern case documentation for quality and completeness.
• Coordinate with clinical supervisors regarding intern compliance requirements.

MINIMUM QUALIFICATIONS

Education
Bachelor's Degree required in one of the following fields:
• Social Work
• Human Services
• Public Administration
• Psychology
• Business Administration
• Related Field
Master's Degree preferred.
Experience
• Minimum 3 years of experience in foster care, child welfare, behavioral health, quality assurance, or compliance.
• Experience with DFPS licensing standards preferred.
• Experience conducting audits and compliance reviews preferred.
• Experience with CQI methodologies preferred.
