Position Summary
The Community Based Services (CBS) Manager provides operational, financial, and programmatic leadership for Concilio’s community-based programs. Reporting to the Chief Program Officer (CPO), the Manager is accountable for effective service delivery, contract compliance, departmental financial stewardship, staff supervision, performance measurement, and continuous improvement. The position ensures that services are culturally responsive, trauma-informed where applicable, client-centered, and aligned with Concilio’s mission and approved organizational priorities. The Manager contributes to program design, partnerships, and sustainable growth within delegated authority.
Essential Duties and Responsibilities
1 | Program Operations and Service Outcomes
• Lead day-to-day implementation of assigned CBS programs and ensure services meet approved scopes, eligibility rules, quality standards, and documented service objectives.
• Maintain program workplans, service-delivery procedures, staffing coverage, referral pathways, and continuity plans; promptly address operational barriers.
• Monitor service volume, timeliness, participant outcomes, and documentation quality; investigate performance gaps and implement documented corrective actions.
• Coordinate appropriate referrals and service integration with other Concilio departments and external partners while preserving program-specific confidentiality and eligibility requirements.
2 | Contract Compliance, Quality, and Risk
• Maintain an accurate departmental inventory of grants and contracts, including deliverables, performance measures, reporting dates, renewal dates, and closeout requirements.
• Ensure complete, accurate, timely submission of funder reports and supporting records, in collaboration with Finance and designated compliance/quality staff.
• Monitor requirements of assigned government and foundation-funded programs, including applicable victim-services confidentiality, client safety, and documentation standards.
• Prepare for monitoring visits and audits; track findings, remediation owners, deadlines, and evidence of closure; escalate material risks or potential noncompliance promptly.
3 | Departmental Financial Stewardship
• Develop departmental budget requests and staffing plans with the CPO and Finance; manage program operations within approved budgets and delegated spending authority.
• Review monthly budget-to-actual results, staffing allocations, spending trends, and restricted funding conditions; explain material variances and propose corrective action.
• Validate operational information supporting invoices, reimbursement requests, service units, and financial forecasts, without assuming Finance’s accounting or reconciliation functions.
• Identify funding gaps, cost pressures, and resource efficiencies; secure approvals before making unbudgeted commitments or changes affecting contract scope.
4 | People Leadership and Accountability
• Supervise assigned program leaders and staff through regular documented supervision, clear work expectations, coaching, and timely performance evaluations.
• Monitor workloads, productivity, staffing coverage, training completion, and employee development; collaborate with HR on hiring, performance concerns, and employee relations.
• Build staff capability in contractual requirements, service standards, data quality, trauma-informed practice where applicable, and professional communication.
• Create succession and cross-training plans to reduce disruption during vacancies or program transitions.
6 | Partnerships and Program Development
• Maintain constructive relationships with funders, referral sources, community partners, and other stakeholders within approved communication and decision-making protocols.
• Support the CPO in assessing emerging needs and developing feasible program models, staffing plans, service budgets, narratives, and implementation plans for prospective funding.
• Participate in cross-functional planning with CUA3, FSS, Finance, HR, QAQI, Marketing, and other teams to improve service coordination and organizational impact.
• Represent CBS professionally at meetings and community initiatives as assigned; do not execute agreements or commit organizational resources without authorization.
Decision-Making and Escalation
The Manager exercises independent judgment over routine departmental operations within approved budgets, contracts, policies, and delegated authority. Material compliance concerns, significant financial variances, safety incidents, proposed staffing changes, unbudgeted expenditures, contract amendments, and substantial program redesign must be escalated to the CPO and appropriate control functions. The CPO retains portfolio-level strategy and oversight; Finance retains accounting and financial-control responsibilities; HR retains employment-policy oversight.
Qualifications: Minimum Qualifications
• Bachelor’s degree in social work, public administration, nonprofit management, human services, business administration, or a related field; an equivalent combination of education and directly relevant experience may be considered.
• At least five years of progressively responsible nonprofit or human-services program experience, including demonstrated supervision and oversight of government- or foundation-funded programs.
• Demonstrated ability to manage multiple deliverables, interpret program budgets, identify financial and compliance risks, and use performance data to improve results.
• Knowledge of culturally responsive service delivery, confidentiality, trauma-informed practices, and community-based program operations.
• Strong written communication, judgment, staff coaching, analytical, and external relationship-management skills; proficiency with common office and reporting systems.
• English/Spanish bilingual capability preferred; relevant graduate degree preferred.
Performance Expectations
Performance will be evaluated through documented supervision and organizational performance processes, with measures established against approved contracts, staffing, and baseline data. Core expectations include timely funder reporting, reliable monthly dashboards and budget variance reviews, achievement of contract-specific service targets or documented corrective plans, timely employee supervision and evaluations, and prompt closure or escalation of compliance and operational issues.
Working Conditions and Essential Functions
Work is primarily performed in an office and community-service environment, with periodic travel to program locations and partner meetings and occasional evening or weekend responsibilities. The position requires routine use of computers and communication tools, participation in meetings, and review of records. Concilio will provide reasonable accommodations to qualified individuals with disabilities in accordance with applicable law. HR will validate any role-specific physical requirements before publication.
Equal Employment Opportunity and Acknowledgment
Concilio is an equal opportunity employer. This description summarizes the role’s principal responsibilities and is not an employment contract or exhaustive statement of duties.
