The Division of Protection and Permanency seeks a BH/DID Program Administrator who is driven to support front line staff in ensuring that the behavioral health needs of youth placed in out-of-home care are met. This position serves as a clinical expert for the front-line staff to provide consultation regarding the behavioral health needs of youth placed in out-of-home care. This role requires clinical experience, an understanding of child welfare work, and the ability to articulate and advocate for the behavioral health needs of the clients served.

Responsibilities include but are not limited to:
- Facilitates and completes clinical consultations regarding youth in Out of Home Care with complex behavioral health needs. This includes identifying appropriate treatment options and assisting in advocacy to get these needs met.
- Negotiates, monitors, and administers contracts that include three large statewide victim's advocacy programs, clinical services, and specialized placement programs. Serves as a liaison to placements in and out of state serving the high acuity and medically complex youth. Oversees monitoring of outcomes for specialized placement programs and reports to the Director. Requires in-person and virtual work.
- Participates in task forces, work groups, and committees as requested by the Office of the Director. Serves as a liaison for the Division of Protection and Permanency, working across organizational lines to close gaps in programmatic work. Requires in-person and virtual work.
- Prepares reports, documents, and other materials to brief the Office of the Director and Office of the Commissioner regarding the programmatic work. Presents information to legislators, agency leadership, and leadership across partner agencies. Requires in-person and virtual work.
- Evaluates the quarterly and annual data reports from domestic violence programs, rape crisis centers, children's advocacy centers, and other clinical programs administered within the Division of Protection and Permanency. Requires in-person and virtual work.
- Perform other duties as assigned.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs.
Substitute EDUCATION for EXPERIENCE:
A master's degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience.
Substitute EXPERIENCE for EDUCATION:
Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis.

Works primarily in an office setting within a behavioral health or intellectual disabilities program.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
