Behavioral Health Office Manager
Tule River Indian Health Center IncPOSITION SUMMARY: The Behavioral Health Office Manager is responsible for thoughtfully organizing and coordinating office operations and procedures to ensure the effectiveness and efficiency of the Behavioral Health Department. They will also be responsible for the oversight of the day-to-day operations of the Behavioral Health department, directly and indirectly, related to supporting all staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Develops and maintains office policies and procedures of all the programs within the Behavioral Health department and collaborates with Behavioral Health Director on a daily basis.
- Defines and ensures procedures for clients’ chart record retention and storage, maintains the strictest confidentiality; adheres to all HIPAA guidelines/regulations of clients' files and records.
- Review billing reports for accuracy on a regular basis to ensure the meeting of all contracts and appropriate expenditure of funds.
- Initiates hiring, training, and supervision as needed to behavioral team.
- Keeps track of current forms and templates for TRIHCI, in soft copy and hard copy as needed and appropriate. Updates forms, binders, and manuals as changes occur on a regular and consistent basis.
- Responsible for tracking and entering data to measure the outcomes of the services provided within the department..
- Prepares and develops master calendar of all events, meetings, and training.
- Helps facilitate training registrations for all Behavioral Health staff.
- Registration of staff in all electronic training portals.
- Maintains Behavioral Health contract and tracks all expenses and ensures all invoices and materials are allocated to the correct funding source.
- Responsible for the maintenance and development of new forms and reports to track data and demonstrate outcomes.
- Establish vendor relationships with various entities that support Behavioral Health department to ensure the efficiency of services for the department.
- Schedule and facilitate monthly staff meetings.
- Identifies, recommends and works closely with providers on revisions to policies and procedures.
- Ensures staff adheres to company policies and procedures, departmental policies and procedures, as well as accreditation guidelines.
- Supports quality improvement activities and initiatives.
- Oversees the recruitment process for vacancies, ensuring department fully staffed.
- Responsible for maintaining confidentiality, including information covered by HIPAA.
- With recognition of the cultural needs of the Native American community, develop, administer, evaluate and improve the behavioral health and social services programs.
- Select, train, supervise, evaluate, and discipline if necessary, behavioral health and social services staff.
- Assist with Behavioral Health section of Clinic strategic plan, and develop and oversee budget for all programs in the department and assists with the AAAHC accreditation process.
- Monitor and administer current grants of the department.
- Participate in the management team.
- Represent and act as liaison between TRIHCI and other community education agencies involved in behavioral health and social services needs and maintains and expands the community referral system based on these contacts.
- Collaborate and act as a behavioral health resource, and coordinates services with medical, mental health and substance abuse providers.
- Maintain and adhere to confidentiality and privileged communication (patient, employee, and company).
- Ensure all referrals received are forwarded to the Clinical Psychologist.
- Ensures all treatment plans are followed per Clinical Psychologist evaluation.
- Other duties as assigned.
Additional Responsibilities may include:
- Participate in all required TRIHCI staff meetings.
- Performing of general office duties or other related responsibilities as needed and assigned.
- Be available to travel for trainings and meetings.

- Knowledge of 638 or IHS Contracting Program and organizational structure, tribal involvement, and clerical support services.

QUALIFICATIONS:
- Possess a Valid California Driver’s License and be insurable with the Tule River Indian Health Center Inc. insurance agency throughout employment.
- Must pass pre-employment drug & alcohol test.
- Must pass pre-employment physical and pass background check.
- Must maintain absolute confidentiality regarding patients per HIPAA and TRIHCI policies.
- Ability to demonstrate basic levels of computer literacy, with a functional understanding of Microsoft Windows Operating Systems in an office setting.
- Familiar with entering data into a healthcare database program.
- Must have effective oral and written communication skills (typing 40 wpm), being able to effectively reach diverse populations and entities.
- Must have the ability to maintain accurate records and preparing clear and accurate reports for informational, auditing, and operational use, including capacities for attention to detail and for reviewing and verifying accuracy of data.
- Maintain confidentiality in the workplace and when transporting patients.
- Must possess good communication skills, be able to effectively communicate with diverse populations, and be willing to convey responsibilities to patients.
- American Indian preference in accordance with Indian Preference Act (Title 25, U.S. Code, § 472 & 473).
Supervisory Duties:
This position will supervise the Behavioral Health Staff at Visalia site.
Education and/or Experience:
Bachelor’s Degree in a Health-related field with five years’ experience in HIS and/or Licensure in related field.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possess valid First Aid/CPR certification at the BCLS level or obtain within 3 months of hire.
PREFERRED QUALIFICATIONS AND CONTINGENCIES:
4 years preferred background or experience in the behavioral health field.

While performing the duties of this position, the Behavioral Health Office Manager is situated in a standard office environment within the health center as well as in a vehicle to travel through the community; there is little exposure to variations in the weather or other similar elements. The Behavioral Health Office Manager will primarily be stationed in the Behavioral Health area of the health center, in the community or on transport but will also move about the health center to meet with physicians, patients, and co-workers. The clinical setting at TRIHCI is categorized by OSHA as a Blood-borne Pathogen Category I facility. Consequently, there exists the potential for exposure to blood, body fluid/tissue, and infectious wastes. There also exists the potential for exposure to chemicals, biologicals, toxicants, and irradiants found on-site.
