Position Summary

Under the supervision of the Chief Health Operations Officer, the Vice President of Clinical and Therapeutic Services provides leadership and oversight of clinical programs and delivers clinical supervision to core staff. This role is responsible for developing and implementing clinical goals and objectives across non-medical behavioral health and social service programs, with a focus on value-based care and enterprise risk management.

Essential Duties & Responsibilities

  • Partner with executive leadership to develop and execute a strategic vision for non-medical behavioral health services aligned with organizational goals and community needs
  • Implement care delivery strategies aligned with value-based care principles, improving outcomes while reducing cost of care through data-driven decision making
  • Oversee behavioral health teams to ensure clinical quality outcomes, productivity, and performance benchmarks are met
  • Provide clinical leadership and guidance to community-based and child wellness programs with a focus on risk mitigation
  • Ensure delivery of evidence-based, culturally competent, and trauma-informed care
  • Integrate behavioral health services across internal programs and divisions
  • Design and oversee a comprehensive behavioral health risk management framework
  • Analyze data trends to proactively identify and mitigate risk
  • Lead quality improvement initiatives to enhance outcomes and reduce risk exposure
  • Develop and update policies and procedures to support patient safety and best practices
  • Ensure compliance with federal, state, and local regulations (HRSA, HIPAA, Medicaid, Joint Commission)
  • Oversee quality, compliance, and performance improvement processes, including committee participation or leadership
  • Monitor and mitigate clinical risks, including documentation standards and incident reporting
  • Lead internal audits, risk assessments, and corrective action planning
  • Collaborate with legal, compliance, and risk teams on regulatory matters and investigations
  • Implement innovative tools and technologies to improve operational efficiency
  • Recruit, develop, and manage high-performing clinical staff
  • Build and maintain relationships with external stakeholders, including community organizations and regulators

Supervisory Responsibilities

Directly oversee clinical staff and leadership, including hiring, training, performance management, and employee development in accordance with organizational policies and applicable laws.

Qualifications

Education & Experience:

  • Advanced degree in behavioral health, social work, public health, healthcare administration, or related field required
  • Active clinical licensure (LCSW, LCPC, or equivalent) required
  • Minimum of 3 years of progressive leadership experience in an FQHC or similar setting
  • Demonstrated experience in enterprise risk management, compliance, and regulatory oversight
  • Strong knowledge of healthcare regulations, quality standards, and best practices
