Position Summary:

The Tribal Youth Case Manager supports Native youth and families by addressing truancy, juvenile delinquency, behavioral concerns, and related social challenges. This position collaborates with the Quapaw Nation Court, schools within the Quapaw Nation Reservation, law enforcement agencies, the Quapaw Nation Prosecutor’s Office, child welfare programs, and community organizations to promote school engagement, reduce justice involvement, and build positive life skills grounded in cultural values and restorative practices.

This role provides direct case management, intervention services, referrals, prevention programming, and family support services using culturally appropriate and trauma-informed approaches.

Essential Job Functions:

Case Management

 


Provide case management services for tribal youth involved in truancy or juvenile delinquency matters.



Accept and process truancy referrals involving minors.
Meet regularly with youth and families to assess needs, establish goals, and monitor progress.
Develop individualized case and truancy elimination plans in collaboration with families, schools, and Tribal Court personnel.
Monitor attendance, academic performance, behavior, and compliance with court or program requirements.
Conduct regular home visits and maintain communication with parents or guardians.
Provide crisis intervention and conflict resolution when needed.
Facilitate restorative justice meetings and family group conference sessions.
Assist youth in developing educational, behavioral, cultural, and personal success plans.
Provide or coordinate referrals for counseling, mentoring, tutoring, substance abuse treatment, and cultural programming.
Coordinate and document community service assignments and ensure completion.


 

Court & Interagency Coordination


Coordinate services with schools, court personnel, behavioral health providers, law enforcement, detention centers, and community organizations.
Attend court hearings, school meetings, case conferences, and Coordinated Service Team meetings.
Prepare reports and provide testimony to the Quapaw Nation Court and Prosecutor’s Office.
Assist with preliminary inquiries, investigations, and case studies.
Collaborate with tribal, county, state, and neighboring agencies to ensure coordinated and culturally relevant service delivery.
Maintain relationships with schools and School Resource Officers (SROs).


 

Documentation & Compliance


Maintain accurate, organized, and confidential case files (electronic and hard copy).
Ensure compliance with tribal, state, and federal confidentiality requirements.
Review records for accuracy and completeness.
Comply with grant requirements and reporting standards.
Assist with grant applications, documentation, audits, and program monitoring.
Collect, track, and submit required transportation and court-related documentation.


 

Community Outreach & Prevention


Organize and participate in prevention programs, workshops, and community outreach events.
Coordinate annual focus groups for juvenile offenders.
Facilitate youth talking circles and engagement activities.
Provide education on accountability, life skills, cultural identity, decision-making, and restorative practices.
Educate families and the community about available resources.
Promote collaboration among programs, services, and staff.


 

Additional Duties

Collect and track program data and performance measures.
Prepare monthly, quarterly, and annual reports.
Assist with statistical and narrative reporting.
Perform other duties as assigned.


 

On-Call Responsibilities


Participate in an after-hours on-call rotation to respond to urgent juvenile matters.
Respond to calls from law enforcement, detention centers, court staff, and service providers.
Review and assess juvenile eligibility for detention or alternatives to detention in accordance with applicable policies and procedures.


 


Non-essential Job Functions:



Attend meetings, seminars, workshops, and training sessions as required to support professional development and program objectives.
Participate in youth determination meetings and planning sessions.

QualificationsJob Specifications:

Ability to respond effectively in high-pressure situations.

Knowledge of juvenile justice systems, behavioral management, and intervention strategies.
Understanding of trauma-informed care and restorative justice practices.
Ability to recognize and respond to emergencies or safety risks.
Strong communication (written and verbal) skills.
Ability to work with diverse cultural, social, and economic groups.
Knowledge of tribal culture, sovereignty, and culturally appropriate service delivery.
Ability to maintain confidentiality and professional boundaries.
Proficient in Microsoft Office and case management systems.

Ability to work independently and as part of a team.
Ability to travel locally.
Engage in continuing education to maintain professional standards.
Must successfully pass a tribal background investigation and drug screening.
Must maintain a valid driver’s license in good standing and qualify under the Quapaw Nation Motor Vehicle Policy.


 

      Experience:


Minimum of one (1) year of relevant experience is required.
Three (3) years of experience in juvenile justice, social services, counseling, probation and parole, correctional case management, community-based prevention, or related fields preferred.


      Education:


Associate or bachelor’s degree in social work, Criminal Justice, Psychology, Native American Studies, Human Services, or a related field is required.
Master’s degree is preferred.
Equivalent combinations of education and relevant experience may be considered.


 

Physical Abilities:


Ability to sit or stand for extended periods and perform tasks that require reaching above shoulder level.
Ability to push, pull, squat, kneel, bend, and safely lift and carry up to 50 pounds without discomfort.
Visual acuity sufficient to perform essential job functions, with or without reasonable accommodation.
Ability to travel occasionally for meetings, training, seminars, or professional development opportunities.


 

Working Conditions:


Work is performed in a variety of settings, including office, court, school, community, and home environments. 
The position may require evening and weekend hours. 
Frequent travel within the Quapaw Nation Reservation and surrounding areas may be required. 
The role may involve exposure to stressful or emotionally challenging situations.
Transportation of youth or clients may be required as part of job duties.
