Founded in 1953 to meet the needs of children with cerebral palsy and their families, Pillar Care has steadily grown and now delivers life-affirming services to infants, children, adults and their families throughout northern New Jersey through 27 program locations. Pillar Care provides specialized programs to meet a wide range of educational, therapeutic, and social needs of people with various disabilities. The agency serves over 1,650 families each year and employs 700 full- and part-time employees.


ABOUT THE OPPORTUNITY

PCC is seeking an experienced Training Manager to strengthen organizational learning, support workforce readiness, and advance staff competency across programs. This role offers an opportunity to make a visible impact within a growing nonprofit agency dedicated to supporting individuals with disabilities.

The ideal candidate will bring strong experience in learning strategy, program management, workforce development, and training delivery, preferably within New Jersey IDD programs serving students and adults. This position designs, implements, and evaluates learning, compliance, onboarding, role-based development, and employee growth programs aligned with PILLAR’s Culture of Excellence and person-centered care.

The Training Manager delivers education and training programs that equip staff at all levels to provide high-quality services while supporting regulatory compliance, workforce development, and program excellence.


Key Responsibilities

This role shapes and advances PCC’s agency-wide learning portfolio and provides oversight and direction for all agency programs. Learning initiatives must support regulatory compliance, accreditation readiness, quality outcomes, employee engagement, professional growth, and a high-quality experience for individuals served, families, and stakeholders.


Learning Management Strategy & Program Delivery

  • Develop and implement a forward-looking learning and development strategy aligned with PCC’s organizational goals, workforce needs, regulatory requirements, accreditation standards, and talent priorities.
  • Design, develop, and deliver scalable learning programs that address compliance, clinical and non-clinical education, New Employee Orientation (NEO), competency development, leadership development, and role-based training needs across the agency.
  • Manage the end-to-end delivery of learning and leadership development programs, including needs assessment, learning design, scheduling, logistics, facilitation support, evaluation, and continuous improvement.
  • Oversee the Learning Management System (LMS) and required training compliance process, including course assignments, completion tracking, escalation, reporting, and efficient delivery of state, federal, accreditation, and role-specific training requirements.
  • Lead curriculum strategy and execution for PCC Learning Academy, including program scheduling, curriculum confirmation, trainer coordination, facilitator preparation, stakeholder communication, and participant experience.
  • Develop and maintain learning content, learning paths, standardized training resources, facilitator materials, and PCC’s annual training calendar to support required and developmental learning opportunities.
  • Use data, employee feedback, manager input, program outcomes, changing business needs, and emerging trends to identify capability gaps, improve training effectiveness, and continuously evolve learning programs.


Stakeholder Collaboration

  • Build trusted relationships with agency leaders, program teams, and other relevant stakeholders to align learning initiatives with PCC’s strategic objectives, workforce priorities, compliance requirements, and program needs.
  • Partner with leadership and program teams to assess current and future workforce needs, identify talent, skill, and competency gaps, and recommend learning solutions that support workforce readiness, service delivery, and employee development.
  • Collaborate with program leadership to support statutory audit preparation, annual state audit requirements, Residential licensing reviews, Day Program certification, IDD/DOE inspections, and related investigations.
  • Develop and maintain relationships with external professional development providers to ensure access to current learning resources, training methods, subject matter expertise, and relevant IDD-focused development opportunities, including the College of Direct Support (CDS).
  • Partner with HR, IT, and business leaders to integrate technology and systems into talent, learning, and workforce processes, including ADP, KnowBe4, and other current or emerging learning platforms.


Measurement and Analysis

  • Track, analyze, and report learning metrics, program outcomes, attendance, completion rates, training effectiveness, and employee participation to assess impact and identify areas for improvement.
  • Maintain accurate LMS records, course registrations, completion data, and documentation needed for annual IDD audits and other compliance reviews.
  • Compile and present key findings to department leadership and stakeholders, with recommendations to improve training methods, learning programs, workforce development outcomes, and continuous improvement efforts.


Training Administration & Reporting

  • Maintain organized training documentation and supporting materials required for Residential licensing, annual audit preparation, and other compliance-related reviews.
  • Provide train-the-trainer support, guidance, and resources to internal presenters to promote consistent delivery of agency training programs.
  • Perform other duties and responsibilities as assigned to support the Training Department and the agency’s operational needs.
  • Ability to work a flexible schedule, including evenings and weekends, as needed to support training initiatives and agency operations.


Qualifications/Skills Required

  • Bachelor’s degree in Education, Business Management, Human Resources, Social Work, Healthcare Administration, Psychology, Public Administration, or a related field required.
  • Minimum of five years of progressive experience in Learning and Development, Talent Development, Organizational Development, program management, or a related field, including experience designing, delivering, and evaluating employee training programs.
  • Experience working in an IDD environment and supporting programs for individuals with intellectual and developmental disabilities is required.
  • Proven ability to design learning strategies, leadership development programs, career development resources, scalable training solutions, curricula, and evaluation processes aligned with organizational priorities.
  • Strong program and project management skills, with the ability to manage multiple priorities, concurrent initiatives, timelines, and deadlines while maintaining organization, attention to detail, and follow-through.
  • Excellent oral and written communication, facilitation, collaboration, and stakeholder management skills, with the ability to build trust and work effectively with leaders, managers, and staff across programs and levels.
  • Ability to use data, employee feedback, learning metrics, and business trends to assess program effectiveness and recommend continuous improvements.
  • Proficiency with Microsoft Office applications, Learning Management Systems, and related learning or workforce technology platforms, with the ability to quickly learn new systems and technologies.
  • Ability to think strategically while remaining hands-on in a fast-paced, performance-driven environment and contributing to PCC’s continued success and growth.

Compensation: 

Salary: $ 85,000.00 to $90,000.00 Annually

Pillar Care takes into consideration a combination of candidate’s work experience and qualifications as well as the scope of the role, complexity and external market and internal market value when determining salary level.
