Position Summary
Works under general supervision of the Judge of Memphis Shelby County Environmental Court to plan, carry out and evaluate Court outreach activities, engage community organizations to actively participate in blight elimination across Shelby County, build and foster relationships with community leaders educating them on the Court’s activities and successes in blight reduction, develop new programs to assist the court in outreach activities, and to coordinate public policies, activities, and programs of special emphasis. May require working evenings or weekends.
Pay Grade: 56
Salary Commensurate with Experience and Education
Minimum Qualifications
- Four (4) years of experience performing work in an investigative field; AND
- Bachelor's degree from an accredited college or university in community development, public relations, social work, community outreach, marketing, or governmental relations or related field; OR
- An equivalent combination of education, and/or experience.
- Master’s degree in community development or public administration and Law Degree is preferred.
- PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE REQUIRED.
Duties and Responsibilities
- Serves as a liaison between the Environmental Court and Memphis and Shelby County citizens, community organizations, and local agencies and officials.
- Designs, develops, and evaluates educational programs and informational seminars, procedures, and activities for community organizations regarding the Environmental Court.
- Works with other official agencies, individuals, and groups in promoting the Environmental Court.
- Promotes awareness of community services available to citizens such as blight eradication assistance, adult protective services, homeless shelters, veterans’ services, and mental health counseling services.
- Educates citizens and organizations in the resolution of environmental problems and concerns and encourages them to get involved with the Court’s initiatives.
- Conducts research on specific assigned topics/areas.
- Participates in community events and outreach efforts such as neighborhood cleanups, block parties, town hall meetings, neighborhood watch programs, or other events.
- Shares information with community groups via social media channels or other communication avenues.
- Coordinates with non-profit organizations to aid low-income citizens, senior citizens, or other vulnerable populations.
- Encourages citizens, churches, and/or other organizations through community outreach to assist the Environmental Court to fight blight.
- Performs other related duties as required or directed.

- Possess knowledge of strong verbal communication skills leading to successful collaboration with individuals or in large groups and from diverse backgrounds.
- Ability to communicate clearly and concisely in written form.
- Possess extensive knowledge of Environmental Court functions, programs, policies, and practices.
- Ability to effectively listen to citizens’ needs and concerns, respond appropriately, and relay them to the Court.
- Ability to utilize effective networking skills when interacting with community organizations to develop and implement community outreach initiatives and encourage community participation.

Shelby County Resident Disclaimer
All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment. The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department.
