Social Work Supervisor (Per Diem)

PROGRAM OVERVIEW: The Refugee Foster Care (RFC) program provides culturally and linguistically appropriate child welfare, foster care, and independent living services to unaccompanied youth in the Unaccompanied Refugee Minors (URM) Program. The URM Program served youth in the U.S. who are refugees, Cuban/Haitian entrants, asylees, victims of human trafficking who have an ORR eligibility letter, U-visa holders, and youth who have received Special Immigrant Juvenile Status. RFC supports youth with housing, education, health, medical, immigration, mental health, independent living services, and with family reunification efforts when possible. RFC uses strength-based, trauma-informed, and culturally relevant models to build and expand on a youth's natural resources. 

GENERAL NATURE OF POSITION: The Per Diem Social Work Supervisor supports the Division Director in overseeing a team of social workers dedicated to promoting the growth, well-being, and successful development of clients in the Refugee Foster Care (RFC) Program. This role empowers clients in their social, educational, recreational, cultural, and psychological functioning, while ensuring services are delivered in accordance with professional and ethical standards, organizational policies, and contractual requirements. Operating with a high degree of independence and accountability, the primary responsibilities of this position will be providing clinical supervision to social workers, conducting case consultations, and supporting a multidisciplinary team in crisis assessment and intervention. This position requires strong leadership, sound clinical judgement, adaptability, flexibility, and a collaborative approach to effectively meet the evolving needs of clients, staff, and program operations.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Supervision

• Oversee social workers, including but not limited to, providing weekly 1:1 supervision.
• Provide clinical supervision for BBS eligible staff.
• Supervise the development of Services Plans that identify clients’ overall needs and goals, as needed.
• Supervise staff as they conduct monthly home visits to determine the appropriateness of current placement or the need to change placement.
• Supervise staff in the coordination of services with other professionals and agencies involved with the clients, e.g. teachers, pastors, physicians, employers, social workers, partner agencies, Administrative Review panel, etc. 
• Provide consultation to on-call staff and support staff with crisis intervention.
• Review significant incident reports and coordinate with the Division Director to submit them to the appropriate agencies.
• Coordinate with the Division Director to ensure assigned staff performs their duties in compliance with applicable laws, regulations, policies and procedures, including but not limited to, maintaining meticulous files on clients to ensure completion of all core services and contract requirements.
• Supervise and review home studies to determine the suitability of potential resource parents and foster care placements, as necessary.

Management

• Oversee the welfare of children and youth in the program by working collaboratively with the child, resource parent(s), service providers, and RFC team members.
• Provide consultation to the Placement Team regarding referrals and make recommendations for client care.
• Make best interest determinations for clients in the program that are related but not limited to physical health, placement, mental health, education and housing.
• Work with an interdisciplinary team (social workers, mental health clinicians, educators, doctors, legal representatives, etc.) to promote the best interest of clients.
• Respond to child abuse and neglect allegations in accordance with CA state laws.
• Provide support services to resource parents.
• Assist or participate in program-related meetings and events, as needed.
• Participate in the on-call rotation, as needed.
• Other duties as assigned.

REQUIRED QUALIFICATIONS:

• Active California licensure as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or equivalent professional field recognized by the California Board of Behavioral Sciences (BBS).
• Qualified and approved by the BBS to provide clinical supervision.
• Minimum of 2 years of supervisory experience in social services, behavioral health, foster care, child welfare, refugee services, or a related field.
• Minimum of 1 year of experience working with immigrants or refugees in a multicultural environment.
• Knowledge of CA State child welfare laws and mandated reporting requirements.
• Knowledge of and ability to comply with Foster Family Agency Interim Licensing Standards (version 6) Sec. 88265.2, and all applicable state and federal regulations.
• Experience conducting risk assessments, crisis intervention, case consultation, and best-interest determinations for children and youth.
• Excellent oral and written English skills.
• Automobile and valid CA driver’s license.
• Auto liability coverage according to agency requirements.
• Excellent computers skills: MS Office (Outlook, Teams, OneDrive, etc.)

PREFERRED QUALIFICATIONS:

• Experience working in a Foster Family Agency (FFA), Unaccompanied Refugee Minors (URM) program, Unaccompanied Children’s (UC) program, Intensive Services Foster Care (ISFC) or other child welfare setting.
• Five plus years of full-time social work or casework employment in the field of family or child welfare services, licensed foster family or adoption agency.
• Knowledge of or experience with refugee resettlement or psychosocial, development or protection programs.
• Extensive cross-cultural experience and ability to work well with diverse population.
• Multi-lingual in one or more language commonly spoken by youth in the URM Program (Spanish, Arabic, French, Tigrinya, Amharic, Kiswahili, Hindi, Turkish, Farsi)

HOURS: Approximately 10-15 hours/week. Hours will be based on client and resource family availability, which may include occasional hours in the evening and weekend. All program staff might be expected to work at least one evening per month and at least one Saturday per month.

TRAVEL: Travel within the Bay Area counties served by the RFC Program and occasional out-of-state travel, as needed.
