Job Description
 
Under assigned Director, the Intensive Placement Stabilization, IPS Senior Supervisor is a licensed or licensed eligible professional responsible for providing a high-level of clinical oversight, operational leadership, supervision and mentorship to clinical supervisors, coordinators and leads. In both the Northern and Southern Intensive Placement Stabilization areas of coverage; Collinsville, Mt. Vernon, Effingham, Mattoon, Kankakee and Pilsen.  The IPS Senior Supervisor will ensure programmatic compliance with IPS procedures, while assuring ethical client care and service delivery. Providing oversight of multiple teams or specialized programs.  IPS Senior Supervisor’s are responsible for guaranteeing compliance with all programmatic and funder guidelines, organizational and funder CQI and budgetary processes.  Confirming implementation of evidence-based clinical practices and treatment protocols for IPS clients and their families.
 
The IPS Senior Supervisor will ensure full compliance with HIPAA, state licensing boards, and accreditation standards. While managing oversight of crisis intervention and escalation support and protocols for complex or high-risk patient cases. The IPS Senior Supervisor will provide a high-level coordination of assigned activities that will assist in achieving program and/or agency goals. Traveling at minimal to IPS sites for in person clinical supervision and oversight. Managing the IPS referral process to ensure caseload distributions and tracking to balance productivity, meeting funder and client requirements for services.
 
Essential Duties and Responsibilities
  • Reports to the Child Abuse Hotline as directed by the Mandated Reporter Act.
  • Will provide exceptional customer service to parents, foster caregivers, referring case agencies, community partners and other team members.
  • Will Maintain discretion, as entrusted with client’s personal information and knowledge of their unique situation. This confidentiality extends to ensure client data is secure both virtually, while in person and in office.
  • Reports any exposure to communicable diseases.
  • Conducts frequent regional and all-state in-person and virtual team meetings with staff.
  • Participates in frequent agency management meetings and work groups.
  • Submits expense vouchers, bi-weekly timesheets, renewed driver's licenses, and automobile insurance coverage on the due date as determined by the funder, program/organization.
  • Support the creation and maintenance of programmatic information in Microsoft Teams and on the SharePoint site.
  • Works to ensure quality-of-service delivery and the achievement of programmatic outcome goals as outlined in the IPS contract.
  • Attends hearings, administrative case reviews (ACR), clinical staffing, CIPP, CFTM, and Provider meetings as needed.
  • Oversight with Supervisors, IPS Coordinator, and Case Aides to ensure that the required documents are in the client’s case file.
  • Oversight of significant incident reporting is completed within the 12-hour reporting period by .
  • Participates and presents information in various collateral, internal and community groups to promote agency programs and to network with the community as needed.
  • Inputs and ensures oversight of SDS outcomes for CQI reports as required.
  • Ensures adherence to contractual obligations with the funding source.
  • Will ensure oversight of weekly filing of all IPS documents, notes in client files.
  • Provide oversight of on-call support after hours on a rotation with all IPS offices in Central, Southern, and Northern regions.
  • Provide oversight and onsite support to prevent placement disruption, meeting with clients and their families as required.
  • Provide oversight of all external and internal Trackers and Documents.
  • Conduct in home and community visits as required to promote and ensure quality service delivery by funder guidelines.
  • Maintain positive relationships with other agencies and community members as applicable.
  • Prepare documentation for court proceedings, as needed.
  • Researches and suggests options for excursions and sightseeing opportunities.
  • Collaborates with clients and publishers to ensure information packets and other promotional and registration materials are accurate and completed in a timely manner.
  • Collaborates with the Catering Manager and other appropriate staff to plan for meals and entertainment.
  • Assists with room reservations and, as appropriate, travel arrangements in alignment with contract.
  • Provides on-site support during the event as needed to provide services or resolve problems.
  • Performs other related duties as assigned.
  • Advanced leadership skills with the ability to motivate, mentor, and de-escalate high-pressure team environments.
  • In-depth knowledge of diagnostic criteria, therapeutic interventions, and clinical compliance protocols.
  • Collaborate on budget management and optimize fiscal resource allocations for Intensive Placement Stabilization.
  • Liaise with community partners, referral networks, and external stakeholder agencies.
  • Analyze clinical metrics to continuously improve workflows and programmatic care systems.
  • This position will require day and overnight travel for training opportunities, advocacy for youth and families in community meetings, or staffing, clinical supervision and programmatic oversight.
  • Provide regular individual and group clinical supervision required for staff licensure.
  • Collaborate with Clinical Supervisors and Recruitment, interview, hire, and onboard qualified supplemental and Clinical team members.
  • Evaluate staff performance annually and as required, conduct reviews, and implement performance improvement plans.
  • Design and facilitate continuing education workshops, clinical trainings, and seminars.
  • Participate in weekly and monthly CQI and finance discussions and or meetings.
  • Conduct and provide oversight of regular case reviews and file audits to maintain absolute documentation accuracy.
  • Reviews intake information of clients referred to for IPS services and determines if the referral will be accepted.
  • Utilizes DCFS CQI Trackers to document received and waitlisted IPS referrals.
  • Oversight of DCFS database management system with AOA’s and Case Aids.
  • Oversees case responsibilities and provide guidance in case planning.
  • Staffs all cases with appropriate staff weekly or less frequently if warranted.
  • Provides supervision to Clinical supervisors, Supplemental and Clinical staff on therapeutic approaches with clients.
  • Reviews and approvals of all written documents generated by staff.
  • Mentors and supports Interns and new counseling staff.
  • Reviews funding source policies and procedures and training staff on the implementation of these procedures
  • As required, work with staff to ensure permanency for clients
  • Provides oversight, selects and administers Columbia Suicide Severity Rating Scale (C-SSRS) to youth aged 7 to 21, along with other evidence-based tests and assessments as needed and skilled in administration.
  • As required, Inputs weekly SDS notes documenting client, caregiver, referring agency and collateral interactions and communications.
  • As required, completes monthly progress reports which upon supervisory approval are sent to the referring case agency.
  • As required, completes twice monthly DCFS database tracking of client/family sessions, outings, communications and strength-based purchases as outlined programmatically and per the funder.
  • Monitors program expenditures to ensure compliance with budgetary constraints
  • Ensures adherence to contractual obligations with the funding source
  • Ensures billing accuracy and timeliness; completes billing procedures for private contracts when necessary
  • Handles client, staff, caretaker, and/or collateral complaints and grievances
  • Conducts regular unit meetings with staff
  • Maintains the highest ethical standards in keeping with professional affiliations and demonstrates the ability to perform strength-oriented practice.
  • Provides oversight ensuring conservation of comprehensive client file with progress reports/session notes, assessments and CANS/IM CANS outcomes, closing summaries.
  • Develops collaborative relationships with staff and other programs both within and outside of the agency and assume initiative in developing and overseeing therapeutic groups.
  • Represents the agency at court hearings, attends required staff and senior leadership meetings as required.
  • Adhere to an Evidence-Based/Informed program: ARC.
  • Additional Duties as Assigned.

Qualifications

Education 

  • Master’s Degree

Experience 

  • 2 to 5 years of Intensive Placement Stabilization ( IPS) and leadership experience. With a degree in the field of Social Work, Psychology, Mental Health Counseling, or related field.

Certifications/Licensure 

  • LPC, LSW, LCPC, LCSW

Other Requirements 

  • Driving: A valid driver’s license and acceptable driving record are required only if driving is an essential function of the role.
