SCOPE OF WORK

The purpose of this position is to provide residents with vocational counseling and career planning assistance. The incumbent of this position is responsible for recruiting potential customers or employers, providing outreach in low-income communities, and determining program eligibility and enrollment.

ACCOUNTABILITIES

  • Collects, organizes, and analyzes information about individuals through records, tests, interviews, and professional sources to appraise their interests, aptitudes, abilities, and personal characteristics for vocational planning
  • Maintains case management files, documents contact with customers, employers, school staff, and other partners, and provides all required documentation in a timely manner
  • Monitors and maintains program enrollments to ensure full crews and a robust list of potential candidates
  • Maintains attendance and safety records
  • Prepares and modifies documents, including correspondence, reports, memos, and emails
  • Serves as a customer liaison, responding to customer problems, questions, or concerns, and coordinates with the proper agency personnel to provide timely and accurate answers for customers
  • Follows up with customers and agencies as appropriate to document use/success of referral
  • Provides documentation to partnering agencies
  • Inputs accurate and complete data for all customer contacts into the agency database
  • Facilitates one-to-one counseling, case management, orientations, and workshops to assist in preparation for job readiness, resume building, and navigating the labor market
  • Travels to local one-stop centers, partner sites, etc. to meet with trainees and/or market our programs
  • Provides support and coverage for outer offices when needed
  • Remains updated on occupational and local labor market information, program requirements, and regulations affecting participants and employers
  • Refers customers to other program resources as applicable
  • Compiles and studies occupational, educational, and economic information to aid in making and carrying out vocational and educational objectives
  • Participates in outreach events and meetings with partner agencies as assigned
  • Participates in training and professional development to build required knowledge for the position
  • Performs other duties including but not limited to fulfillment of work schedules, adherence to attendance policies, and other applicable operating rules, policies, and procedures

  • Knowledgeable in modern office procedures and methods; proficient in the use of a computer, Windows operating system, Microsoft Office applications (Word, Excel, and Access), and program database

  • Knowledge of the local labor market and employer expectations
  • Excellent organizational skills and attention to detail
  • In-depth knowledge of all aspects of the various company programs and the ability to communicate policy information in a clear and detailed manner

  • Ability to communicate effectively both verbally and in written form

EDUCATION AND EXPERIENCE

Possession of a Bachelor's Degree (B.A.) from a four-year college or university; and/or one to two years of related experience and/or training, or an equivalent combination of education and experience. Minimum one year of experience providing services to low-income persons.

LANGUAGE SKILLS

Ability to read and interpret documents; ability to write routine reports and correspondence; ability to speak effectively with groups of customers or employees of the organization.

MATHEMATICAL SKILLS

Ability to calculate figures for recording and tracking purposes; ability to apply basic recordkeeping principles.

REASONING ABILITY

  • Ability to apply common sense understanding to carry out instructions furnished in written and oral form
  • Ability to deal with problems involving several concrete variables in standardized situations

CERTIFICATES, LICENSES, REGISTRATIONS

California Driver's License and proof of auto insurance required.

WORK CONDITIONS & ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Must be able to sit, walk, and stand for long periods.

  • Must have the visual ability to perform detailed work at close distances (computer screens)
  • Must be able to bend, stoop, and reach; must be able to exert physical effort in light to moderate work involving lifting up to 25 lbs., carrying, pushing, and pulling
  • Must be able to read, understand, and explain various forms of written material

COMPENSATION

Pay Range: $21.36 – $22.11 per hour, depending on qualifications and experience. This position is classified as Non-Exempt under the Fair Labor Standards Act (FLSA) and is eligible for overtime pay in accordance with California and federal law.
