Senior Program Manager, HIV Care Innovation and Rapid Start (HIV/STI Division - Infectious Diseases Bureau)

The Ending of the HIV Epidemic (EHE) initiative supports high-impact strategies to diagnose, treat, prevent, and respond to HIV. Rapid Start is a key treatment strategy that connects people newly diagnosed with HIV and people re-engaging in care with timely HIV medical care and antiretroviral therapy (ART).

Rapid Start relies on coordinated clinical and community systems to support linkage, navigation, treatment initiation, retention in care, and viral suppression. The HIV/STI Division provides programmatic oversight of EHE-funded Rapid Start activities, including contract management, provider coordination, technical assistance, performance monitoring, fiscal oversight, and compliance with federal grant requirements.

Under the direction of the Director of Prevention and Early Intervention, the Senior Program Manager manages the day-to-day programmatic and operational activities of the Rapid Start initiative. The position oversees implementation of the service model, assigned staff, contracted providers, performance management, quality improvement, community engagement, and required grant reporting. The Senior Program Manager works across clinical and community settings to reduce barriers and improve timely linkage to care, ART initiation, retention, and viral suppression.

Duties

• Works to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy
• Supervise and provide guidance to assigned staff supporting Rapid Start and related EHE activities.
• Collaborate with clinical providers, community-based organizations, testing programs, public health partners, people with lived experience, and other stakeholders to plan, implement, monitor, and evaluate Rapid Start activities.
• Work with program, fiscal, grants, contracts, data, evaluation, quality management, and subrecipient management staff to ensure programmatic and fiscal accountability.
• Develop and maintain standard operating procedures, referral workflows, service standards, escalation pathways, and implementation tools.
• Oversee contracted services, provider deliverables, expenditures, and data related to referral, linkage, ART initiation, retention, and viral suppression.
• Provide technical assistance to funded providers on program implementation, grant management, performance expectations, and reporting requirements.
• Ensure compliance with applicable EHE, HRSA, federal grant, privacy, and BPHC requirements.
• Establish and monitor performance indicators and outcome measures across the HIV care continuum, including timeliness, service quality, and equity in outcomes.
• Develop and coordinate procurement processes and Requests for Proposals for Rapid Start and related services and participate in negotiations with selected vendors.
• Coordinate performance monitoring, fiscal review, site visits, corrective action, technical assistance, and compliance reporting for implementing partners.
• Convene provider meetings and learning collaborative activities and lead cross-system problem-solving to address barriers to linkage, treatment initiation, re-engagement, and retention.
• Exercise independent judgment and discretion in decisions affecting Rapid Start operations, contracted services, staff, and implementing partners.
• Work in a confidential capacity and operate with significant independence.
• Make and recommend management and personnel decisions for assigned staff, including promotion, transfer, assignment, and discipline.
• Prepare grant applications, progress reports, presentations, and other required program and federal submissions.
• Perform other duties as required.

• Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
• Commitment to health equity and racial/social justice
• Bachelor's Degree required. Master’s degree in public health, Public Administration, Health Care Administration, Social Work, or an advanced degree in a closely related field preferred.
• Five (5) years experience in Public Health, health care, HIV services, community health, or grant-funded program administration working with low income and diverse cultural groups.
• Experience working on HIV prevention, HIV care, Rapid Start or rapid ART, linkage to care, or related health issues strongly preferred.
• Significant years of relevant experience may be substituted for a degree.
• Experience managing a major project, federal grant, cross-organizational initiative, or contracted provider portfolio.
• Two (2) to five (5) years experience managing a major project or grant preferred.
• Two (2) to five (5) years of formal supervisory experience preferred.
• Must be able to work with significant autonomy and limited supervisory direction.
• Experience in community capacity development and partnership management, including coalitions, advisory committees, provider networks, or learning collaboratives.
• Experience organizing, planning, developing, implementing, managing, and evaluating complex public health or health care programs across multiple organizations.
• Demonstrated ability to work within urban communities, particularly with racially, ethnically, culturally, and linguistically diverse, low income, and special needs populations.
• Knowledge of the Boston region's HIV, health care, and community service landscape preferred.
• Extensive knowledge of public health issues. Experience utilizing public health and program data for project planning, quality improvement, evaluation, performance monitoring, and reporting (written and oral).
• Excellent written and verbal communication, facilitation, relationship management, problem-solving, and public speaking skills.
• Knowledge of applicable federal and state data privacy laws and regulations, including HIPAA and requirements governing confidential HIV-related information.
• Experience with HRSA or comparable federal grants, EHE, resource development, fiscal and contract management, procurement, grant writing, technical assistance, and policy development and implementation is strongly desired.
