Overview

FLSA: Exempt. This supervisory position serves as a key leadership role within the Integrated Support & Recovery Services (ISRS) Division. The Supervisor provides policy oversight and ensures compliant, effective service delivery for youth with Severe Emotional Disturbance (SED), Developmental Disabilities (DD), Physical Disabilities (PD), and other qualifying needs across programs including the Children’s Long-Term Support Waiver (CLTSW), Comprehensive Community Services (CCS), the Children’s Community Options Program, and Birth to 3 Services.

A primary responsibility of this role is leading and developing teams of social work staff through clear administrative direction, program consultation, established procedures, and ongoing professional development. The Supervisor oversees workflow coordination and ensures continuity of services across a growing and dynamic service area. This position requires strong leadership skills and a thorough understanding of State and Federal rules and policies, along with the ability to apply regulatory requirements to deliver compliant, mission‑aligned services that advance Human Services and County goals.

 Essential Job Functions

The Supervisor provides strategic leadership for the youth CLTS/CCS programs by overseeing daily operations and guiding a team of social workers to deliver highquality, compliant, and coordinated services. This role plans, directs, and aligns unit activities to support effective workflow, service continuity, and missionaligned practice. The Supervisor ensures all services comply with State and Federal regulations, WI DHS rules, Medicaid policies, Critical Incident Reporting requirements, and agency procedures related to children’s longterm support and mental health.

The Supervisor, in partnership with fellow unit supervisors, leads the development and maintenance of unit policies, program procedures, and SOPs to ensure consistent and efficient operations. This role oversees program and policy review, supports community education and outreach, and contributes to strategic planning, budgeting, and contracting coordination. The Supervisor also works closely with other program supervisors and with local and state partners to support program operations, reporting requirements, staff training, waitlist management, enrollment timeline compliance, appeals, and the implementation of updated administrative policies and procedures.

Key responsibilities include providing case consultation; approving services; overseeing new referrals; managing client eligibility lists and waitlists; monitoring program budgets; and ensuring overall service quality. The Supervisor supports social workers through professional guidance, problem‑solving, and exploration of service alternatives to improve case outcomes.

The Supervisor hires, trains, and supervises Social Work and Case Management Staff. Responsibilities include coordinating staff development, facilitating training opportunities, monitoring monthly performance indicators, and conducting performance evaluations to ensure accountability, growth, and high‑quality practice.

The position requires ongoing development of professional and supervisory skills to maintain strong leadership and support evolving program needs.

In this public service position, employee is required to be courteous, cooperative and respectful at all times, with the public and clients. Also establishes and maintains a courteous, cooperative and respectful working relationship with other employees, supervisors and public ocials.

Employee is expected to report to work when scheduled, with minimum use of sick leave, to build up sick leave balance for income protection for unexpected illness.

Physical demands: Large percentage of time is spent sitting at desk, using oral communication, judgment, hearing, near vision, ngering for keyboarding and calculators, reading, writing. Handles papers and manuals, etc., lifts les, copy paper and other oce materials. Sits, stands, bends and reaches intermittently throughout the day. Occasionally moves about the oce building and travels to other oces or sites for meetings.

Extensive knowledge of approved social casework principles and methods in the eld of welfare, child development, children's disabilities, child and adolescent mental health, person centered planning, and motivational interviewing.

Thorough knowledge of current social and economic problems and the way in which these problems aect families and individuals.

Extensive knowledge of community welfare and health resources and ways in which these resources may be available to people in need.

Considerable knowledge of community organization principles and methods as well as organizational eectiveness.

Ability to direct and supervise the work of others.

Ability to establish and maintain eective working relationships with the general public, County ocials, management and employees.

Ability to collaborate with community partners.

Ability to stimulate sta growth and development and to give eective casework consultation.

Ability to compute and analyze statistical information of services provided by the Unit. Ability to understand and navigate Medicaid authorizations, Electronic Health Records, Code Crosswalks and State Provider Registries. 

Ability to present concise oral and written reports.

Ability to communicate ideas eectively, both orally and in writing.

Ability to apply and incorporate evidence-based leadership principles and work eectively as part of a supervisory and management team.

Training, Experience and Other Requirements

Graduation from an accredited college or university with a Master's Degree in Social Work or a related eld, and two years recent related experience

Or Bachelor's Degree and five years experience.

Preference will be given to applicants who possess administrative experience within State Home & Community‑Based Waiver programs and experience supporting children with developmental, mental health, or physical disabilities.

Preference for individual with two years in an administrative/leadership roles (such as budgeting, supervision of sta, strategic services planning, and overseeing contracted services) in a human services-related eld.

Valid driver's license.

Successful completion of background check under the Wisconsin Caregivers Law.
