Senior Director, Adult Day Services

Position Overview:
Easterseals DC MD VA is seeking an experienced and strategic Senior Director of Adult Day Services to provide leadership and operational oversight for our Adult Day Services programs.
The Senior Director is responsible for the overall performance, quality, compliance, financial sustainability, and growth of Adult Day Services operations. This position provides leadership across multiple program locations and works closely with Center Directors, clinical and program staff, Human Resources, Finance, Operations, community partners, regulatory agencies, participants, and families.
The ideal candidate is an accomplished human services or healthcare leader with strong knowledge of adult day programming, regulatory compliance, financial management, staff development, quality improvement, and multi-site operations.
Essential Responsibilities:
Strategic & Operational Leadership:
- Provide strategic, administrative, financial, and operational leadership for Adult Day Services programs.
- Establish consistent operational standards, policies, procedures, and best practices across program locations.
- Evaluate program performance, service delivery, utilization, staffing, enrollment, and participant outcomes.
- Identify opportunities to strengthen existing services and develop new programs that support adults and seniors in remaining active and engaged within their communities.
- Conduct needs assessments and evaluate opportunities for program expansion, partnerships, and new service models.
- Lead implementation and integration of new programs, services, and operational initiatives.
Regulatory Compliance & Quality Assurance:
- Ensure Adult Day Services programs operate in accordance with applicable federal, state, local, licensing, contractual, and accreditation requirements.
- Maintain working knowledge of Maryland regulations applicable to adult day and healthcare-related programs, including COMAR requirements.
- Develop and monitor quality assurance and continuous improvement initiatives.
- Establish measurable program outcomes and performance indicators.
- Lead preparation for regulatory reviews, audits, monitoring visits, and corrective action plans.
- Ensure appropriate protection of participant confidentiality, health information, and organizational records.
- Promote a strong culture of participant safety, risk management, accountability, and regulatory compliance.
- Provide oversight of all transportation operations, including supervision of the Transportation Manager, to ensure the safe, timely, and efficient transport of participants; oversee fleet management, regulatory compliance, risk mitigation, and continuous improvement of transportation services.
Financial & Business Management:
- Develop and oversee annual operating budgets for assigned programs.
- Monitor financial performance, revenue, expenses, staffing costs, utilization, and budget variances.
- Identify and implement opportunities for operational efficiencies and responsible cost management.
- Partner with Finance and executive leadership on forecasting, financial planning, and program sustainability.
- Evaluate revenue opportunities, payer relationships, contracts, and funding sources.
- Support negotiations and management of applicable vendor, payer, government, and community contracts.
- Provide oversight of Accounts Receivable management for the ADS centers, including review of aging reports, follow-up on outstanding receivables, resolution of payment issues, and implementation of strategies to improve collections and reduce delinquent balances.
- Grant management: Provide operational and financial management of grant-funded operations, ensuring compliance with grant requirements, monitoring performance against targets, supporting grant reporting, overseeing grant billing, and partnering with Development to pursue ongoing and additional funding opportunities to ensure program sustainability.
Program Growth & Community Partnerships:
- Monitor community needs, market trends, referral patterns, and competitive conditions.
- Develop strategies to increase program utilization, enrollment, referrals, and service capacity.
- Build and maintain relationships with healthcare organizations, government agencies, community organizations, referral partners, families, and other stakeholders.
- Represent Easterseals at community meetings, committees, professional associations, and networking opportunities.
- Identify opportunities for partnerships and wraparound services that enhance participant outcomes.
Leadership & Staff Development:
- Provide direct leadership, coaching, and supervision to Center Directors, Transportation Manager, and other assigned program leaders.
- Establish performance expectations and hold leadership teams accountable for operational and program outcomes.
- Conduct performance evaluations and provide ongoing coaching, mentoring, and technical assistance.
- Partner with Human Resources on recruitment, retention, employee relations, succession planning, and workforce development.
- Identify professional development needs and support ongoing training for Adult Day Services staff.
- Foster a collaborative, inclusive, accountable, and mission-driven workplace culture.
Participant & Family Experience:
- Promote person-centered services that respect participant choice, dignity, independence, safety, and quality of life.
- Ensure concerns from participants, families, caregivers, and stakeholders are addressed appropriately and timely.
- Support centers in resolving complex participant, family, operational, and service-delivery matters.
- Promote positive relationships among participants, families, caregivers, staff, and community partners.

Qualifications:
Education:
- Bachelor’s degree required. A degree from one of the following subject areas is preferred: Social Work, Human Services, Behavioral Sciences, Public Health, Healthcare Administration, Business Administration, or a related field.
- Master’s degree in a related field strongly preferred.
Experience:
- 7–10 years of progressive professional experience in adult day services, senior services, healthcare, disability services, human services, or a related field.
- Minimum of 5 years of leadership experience managing an adult day center, healthcare program, human services program, or portfolio of programs.
- Demonstrated experience leading staff with diverse professional and educational backgrounds.
- Multi-site leadership experience strongly preferred.
- Experience managing budgets, financial performance, vendors, contractors, and organizational resources.
- Experience with public and private funding sources, payer systems, contracts, and service agreements preferred.
- Demonstrated experience with program development, implementation, evaluation, and continuous improvement.
Knowledge, Skills & Abilities:
- Working knowledge of regulations governing Adult Day Services and healthcare-related programs.
- Ability to access, interpret, and apply applicable COMAR requirements.
- Knowledge of HIPAA protected health information, confidentiality, and participant rights.
- Strong financial, analytical, and business-management skills.
- Strong organizational and project-management abilities.
- Excellent written, verbal, presentation, and interpersonal communication skills.
