Key Responsibilities

The Utah Board of Pardons and Parole (BOPP) is seeking a dedicated and experienced Senior Clinical Consultant to complete work associated with a contract with the Utah Office for Victims of Crime. This pivotal role is focused on driving continuous improvement in victim services, embedding trauma-informed practices across BOPP decision-making processes, and fostering organizational wellness.

Day-to-day responsibilities of this position:

• Clinical Consultation & Decision Support: Provide expert clinical perspective to Board members on victim impact, trauma-informed hearing design, offender mental health assessments, and hearing material evaluation to support informed decision-making.
• Staff Wellness & Secondary Trauma: Offer crisis intervention, consultation, and individual-level assistance to BOPP staff and Board members facing secondary trauma. Actively participate in the BOPP Wellness Initiative to guide organizational wellness initiatives.
• Victim Service Coordination: Collaborate with BOPP Victim Services Coordinators to enhance work processes, deliver in-service skill development, and facilitate community referrals for victims and survivors.
• Training & Policy Advocacy: Design and conduct training for victim advocates and criminal justice partners on BOPP processes, trauma-informed care, and the Victims' Bill of Rights. Participate in policy discussions regarding victim notification, rights, and system coordination.
• Interagency Collaboration: Partner with the Utah Department of Health and Human Services, the Utah Department of Corrections, and behavioral health partners to streamline mental health service coordination for offenders. Partner with criminal justice partners to ensure warm handoffs for victims.

Qualifications

Preferred or trainable/on-the-job qualifications: 

• Licensed, Clinical Expertise: Strong background in clinical psychology, social work, counseling, or a related field with specialized knowledge in trauma-informed care, secondary trauma, and crisis intervention.
• System Knowledge: Familiarity with criminal justice processes, victims' rights, and interagency collaboration.
• Consultative Skills: Ability to deliver high-level clinical perspectives to executive decision-makers, staff, and interagency partners.
• Communication & Training: Exceptional skills in developing and delivering training, leading policy discussions, and managing sensitive communications with empathy and professionalism.

Preferences:
Preference may be given to individuals with at least one year of professional experience working in the criminal justice system or other demonstrated knowledge of Utah’s post-conviction processes.
