Location & Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work three (3) days in office. For your in-office days, you can expect to work on-site at the Wellington E. Webb Municipal Office Building (201 W. Colfax Ave, Denver, CO 80202).

Who We Are & What You’ll Do
The Department of Finance (DOF) is responsible for the fiscal health of the city. The DOF leads fiscal analysis and guidance, property assessments, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio. The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes.
The Return‑to‑Work Coordinator supports injured employees, City agencies, and agency leadership through early outreach, collaborative communication, and proactive coordination of modified duty opportunities. The role documents claim activity in Riskonnect, the City’s Risk Management Information System (RMIS) and helps employees progress toward full duty status by staying connected with supervisors, adjusters, nurse case managers, medical providers, and agency leaders.
A key part of this position involves identifying modified duty placements, starting within the employee’s home agency and, when needed, exploring opportunities across other City departments. This includes reviewing the employee’s transferable skills, identifying the appropriate agency personnel and independently conducting outreach to find suitable temporary assignments when a department cannot accommodate restrictions. The RTW Coordinator also supports the claims team by contributing to Citywide goals that include reducing lost time, improving case progression and strengthening the accuracy of return‑to‑work reporting and related performance metrics.
Specifically, as the Modified Duty Coordinator you will:
Initial Outreach & Injury Support
- Participate in initial outreach when restrictions are received to build rapport, gather essential details, and provide high‑level guidance on next steps following a workplace injury.
- Offer general support on the authorized treating physician (ATP) process, early modified duty expectations, and the importance of communicating restrictions or changes to supervisors and the Workers’ Compensation team.
- When medical questions arise, assist the employee and then direct them to the nurse case manager for clinical guidance.
- Document initial outreach details in RMIS to support clean claim setup, routing, and early recognition of cases requiring closer attention.
Return‑to‑Work Communication
- Confirm work status and medical restrictions through communication with adjusters, nurse case managers, treating providers, employees, supervisors, and agency leadership.
- Obtain missing releases or clarify restrictions as needed.
- Communicate professionally by phone and email, using templates where appropriate.
Documentation
- Maintain organized, accurate documentation reflecting communication, restrictions, follow‑up appointments, modified duty details, and any changes in work status.
- Enter consistent information to support agency reporting, Citywide metrics, and compliance with return‑to‑work requirements.
Modified Duty Coordination
- Discuss restrictions with supervisors to identify tasks that can be accommodated within the employee’s home agency.
- When internal options are limited, proactively identify modified duty placements across City agencies by determining appropriate contacts, conducting outreach independently, and matching employee transferable skills with departmental needs.
- Track assignments, communicate placement details to employees, and coordinate adjustments as restrictions evolve.
Case Progress Monitoring & Recovery Support
- Conduct regular case reviews to identify claims where recovery is not progressing as expected, including stalled, plateaued, or slow‑moving restrictions.
- Collaborate with nurse case managers and alert adjusters when cases show signs of stagnation, barriers, or potential complications.
- Use modified duty creatively to support recovery by exploring alternative tasks or placements across agencies.
- Assist employees in navigating appointments, restrictions, and next steps toward returning to full duty.
Rule 6 – Colorado Workers’ Compensation Modified Duty Offers
- Prepare formal modified duty offers when required under Rule 6 of the Colorado Workers’ Compensation Rules of Procedure, which outlines how employers must issue written modified duty offers when medically supported restrictions exist.
- Work collaboratively with adjusters, nurse case managers, supervisors, and treating providers to refine and finalize written offers as restrictions evolve.
- Document all related communications and file activity.
Trend Monitoring & Program Support
- Observe general patterns such as recurring injuries, prolonged restrictions, or modified duty placement challenges.
- Share observations with Workers’ Compensation Program Managers, the Claims Supervisor, and the Safety Team to support program improvement, operational planning, and safety‑related discussions.
Assignment Review and Administrative Support
- Review initial injury reports, early medical details and any documented restrictions to determine the appropriate adjuster assignment based on work status, anticipated complexity, severity indicators and treatment needs.
- Provide backup support to the administrative team during higher‑volume periods or staffing gaps.
- Assist as needed with agency project deadlines and reports with a team-based approach.

- Experience in customer service, medical settings, insurance, or workers’ compensation environments (preferred).
- Strong documentation and organizational abilities.
- Ability to manage multiple cases and maintain consistent follow‑up.
- Ability to learn and navigate RMIS platforms (training provided).
- Demonstrated initiative; comfortable conducting outreach independently and building collaborative working relationships to locate modified duty opportunities.
- Familiarity with workers’ compensation rules and procedures, including Colorado Rules of Procedure.
- Familiarity with ODG (Official Disability Guidelines) or willingness to learn.
- Valid driver’s license, for possible occasional agency visits.
Required Minimum Qualifications
- Education requirement: Graduation from high school or the possession of a GED, HiSET or TASC Certificate.
- Experience Requirement: Five (5) years of technical experience in career, vocational or educational counseling, social work or a closely related field.
- Education/Experience Equivalency: Additional appropriate education may be substituted for the minimum experience requirement.
