Residential Program Manager

Position Overview:

The Residential Program Manager is responsible for the overall management of residential services, including monitoring daily operations across all residential programs. This position oversees the recruitment, hiring, and retention of qualified residential support staff, provides supervision and guidance to Residential Coordinators, and demonstrates leadership in quality improvement initiatives.

The Residential Program Manager ensures compliance with all applicable licensure standards and regulations, including those of Virginia Medicaid Waiver Services, HIPAA, HUD, and RACS Policies and Procedures. Responsibilities include overseeing treatment plans, quarterly assessments, and all required documentation for Waiver Services. This position is also responsible for the overall quality of care and support provided to residents in the group homes. The Residential Program Manager reports directly to the Director of Developmental Services.

The successful candidate will collaborate with Residential Coordinators to develop and manage operating budgets for each residential site. Responsibilities include monitoring monthly budget reports for all residential group homes, implementing corrective actions as needed to maintain budget compliance, and providing regular budget updates to the Director of Developmental Services. The Residential Program Manager will also represent the Developmental Services Unit through participation on RACS committees and other organizational initiatives as assigned.

The Residential Program Manager must be able to work independently, demonstrate initiative, foster strong team collaboration, and effectively resolve behavioral challenges and emergency situations while maintaining a person-centered approach to service delivery.

Additional responsibilities include overseeing staff scheduling for all residential group homes and providing on-call duties as needed, in collaboration with Residential Coordinators. Because residential services operate 24 hours a day, 7 days a week, on-call responsibilities include evening, overnight, weekend, and holiday coverage as required.

Education and Experience:

  • Bachelor's degree in Human Services or a related field required; Master's degree preferred. A Registered Nurse (RN) currently licensed in the Commonwealth of Virginia may also be considered.
  • Minimum of three (3) years of experience in the human services field required.
  • Three (3) years of supervisory experience preferred.
  • An equivalent combination of education and relevant experience may be considered if the candidate demonstrates the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position.
  • Must meet the qualifications for a Qualified Developmental Disabilities Professional (QDDP) as defined by the Virginia Department of Behavioral Health and Developmental Services (DBHDS).
  • Qualification as a Qualified Mental Health Professional (QMHP) is strongly preferred.
