As Aegis continues to expand throughout Northeast Pennsylvania, we are seeking an experienced, mission-driven Regional Executive Director to strengthen regional operations, develop leaders and community partnerships, maintain strong quality and compliance, and lead responsible organizational growth.

Position Summary

The Regional Executive Director provides strategic and operational leadership across Schuylkill, Berks, Carbon-Monroe-Pike (CMP), Lehigh, and Northampton Counties. This executive-level role is accountable for regional operations, quality and regulatory compliance, financial performance, workforce development, service utilization, stakeholder relationships, and sustainable program growth.

The successful candidate will be both a strategic and operational leader—able to translate organizational priorities into measurable regional goals while remaining connected to the day-to-day realities of delivering high-quality community-based services.

Key Responsibilities

Regional Leadership & Operations

Provide executive oversight and accountability for programs and operations throughout the Northeast Pennsylvania region.

Translate organizational priorities into measurable regional goals, scorecards, and outcomes.

Monitor program performance, service utilization, staffing stability, authorizations, documentation, productivity, quality indicators, and operational effectiveness.

Identify operational barriers and implement practical, sustainable solutions in partnership with regional and organizational leadership.

Establish clear performance expectations and accountability for regional leaders and teams.

Support consistent implementation of Aegis policies, procedures, systems, and service standards across counties.

Participate in organizational strategic planning, leadership meetings, and continuous quality improvement initiatives.

Quality, Compliance & Risk Management

Ensure regional programs operate in accordance with applicable Pennsylvania DHS and Office of Developmental Programs (ODP) requirements, HCBS requirements, Chapters 6100 and 6400, applicable licensing requirements, incident management requirements, contractual obligations, and organizational standards.

Maintain readiness for licensing reviews, monitoring, audits, investigations, and other regulatory activities.

Partner with Quality, Clinical, Administrative, and Program leadership to identify trends and implement corrective or preventive actions.

Promote strong documentation, incident management, health and safety, and quality-management practices.

Maintain accountability while preserving person-centered, least-restrictive approaches to service delivery.

Growth & Regional Development

Identify opportunities for responsible expansion of Aegis services throughout the assigned region.

Assess community needs, referral trends, service gaps, and underserved populations.

Develop relationships with county Administrative Entities (AEs), Supports Coordination Organizations (SCOs), referral sources, housing partners, healthcare and behavioral health systems, community organizations, and other stakeholders.

Support new program implementation, new service locations, strategic partnerships, and responsible census and revenue growth.

Represent Aegis professionally at regional meetings, collaboratives, community events, conferences, and professional organizations.

Financial & Performance Management

Partner with executive and fiscal leadership to develop and monitor regional budgets.

Monitor revenue, expenses, staffing costs, service utilization, authorizations, productivity, and other key performance indicators.

Evaluate program and regional financial performance and implement corrective strategies when necessary.

Identify operational efficiencies and support responsible allocation of organizational resources.

Balance growth with service quality, workforce capacity, compliance, and long-term financial sustainability.

Workforce & Leadership Development

Recruit, coach, develop, and retain strong regional leaders.

Establish clear expectations and hold leaders accountable for measurable outcomes.

Partner with Human Resources and Training leadership to strengthen recruitment, onboarding, retention, training, and employee development.

Monitor staffing capacity and workforce needs across the region.

Identify future leaders and support succession planning and leadership-pipeline development.

Promote a culture of accountability, collaboration, communication, professional growth, and ethical leadership.

Person-Centered Services

Ensure services remain focused on individual choice, autonomy, independence, stability, community inclusion, and meaningful outcomes.

Promote transitions to community-based and less restrictive settings whenever appropriate.

Support innovative approaches to housing stability, independent living, community participation, and individualized supports.

Ensure the voices of individuals receiving services remain central to program development and operational decision-making.

Minimum Qualifications

Bachelor’s degree in Human Services, Healthcare Administration, Business Administration, Psychology, Social Work, Public Administration, Organizational Leadership, or a related field.

Minimum of five years of progressively responsible leadership experience in ID/A, behavioral health, human services, healthcare, or another highly regulated service environment.

Demonstrated experience supervising managers and/or multidisciplinary teams.

Experience with regulatory compliance, quality management, budgeting, workforce management, and program operations.

Strong organizational, analytical, problem-solving, written, verbal, interpersonal, and public-speaking skills.

Ability to develop productive relationships with governmental agencies, community partners, individuals, families, and professional stakeholders.

Valid driver’s license and ability to travel regularly throughout the assigned region.

Preferred Qualifications

Master’s degree in a related discipline.

Pennsylvania ODP and HCBS waiver experience.

Knowledge of Chapters 6100 and 6400 and applicable program-specific regulations.

Experience working with county AEs and SCOs.

Multi-site or multi-county leadership experience.

Experience with residential, community-based, housing, or supportive-living services.

Demonstrated experience developing or expanding programs across multiple counties or geographic markets.
