RISE Services LLC is growing, and we are seeking a highly organized, hands-on leader who can oversee employment services while helping move complex provider applications and expansion projects across the finish line.

The Regional Director of Employment Services & Expansion will provide operational leadership for employment programs in Delaware, Maryland, and Rhode Island while coordinating provider enrollment and expansion initiatives in additional states.

This is a unique role for someone who is equally comfortable leading employees, solving operational problems, building referral relationships, interpreting government requirements, and managing detailed projects with multiple moving parts.

The position may be based in Columbia, Maryland; Frederick, Maryland; or Dover, Delaware. The final base location will be determined based on the selected candidate’s location and organizational needs.

This is not a fully remote position. Regular in-person leadership and regional travel are essential components of the role.

Full-Time or Part-Time Opportunity

RISE Services is open to both full-time and part-time candidates.

Full-Time: The full-time role combines regional program leadership with approximately 15–20 hours per week focused on Medicaid waiver, vocational rehabilitation, provider enrollment, and state expansion projects. Remaining hours will focus on supervision, program operations, compliance, service quality, referral development, and regional growth.

Part-Time: The position may initially be structured for approximately 10–20 hours per week, with the opportunity for hours and responsibilities to increase as RISE adds clients, employees, programs, and service areas.

The final structure will be discussed during the interview process based on the candidate’s experience, availability, location, and organizational needs.

  • Coordinate information and documentation across multiple departments
  • Track numerous deadlines and outstanding items without losing momentum
  • Follow up persistently until projects are completed correctly
  • Recognize when a question requires executive, legal, financial, clinical, or compliance review rather than guessing

This is not a desk-only management position, nor is it simply an administrative application-coordinator role.

We need a leader who can move comfortably between people, programs, compliance, community relationships, and complex projects.

Primary Responsibilities

1. Regional Employment Services Leadership

The Regional Director will help oversee RISE Services’ employment programs throughout Delaware, Maryland, and Rhode Island.

Responsibilities include:

  • Directing day-to-day employment-service operations within the assigned region
  • Supervising Employment Program Managers, Lead Employment Specialists, Employment Specialists, and other assigned employees
  • Establishing expectations for service delivery, productivity, communication, documentation, and professional conduct
  • Conducting individual supervision, team meetings, field observations, and performance follow-up
  • Monitoring caseloads, staffing capacity, authorizations, service utilization, and program outcomes
  • Reviewing documentation for accuracy, timeliness, quality, compliance, and billing readiness
  • Addressing documentation deficiencies, staffing gaps, performance concerns, and service interruptions
  • Ensuring compliance with vocational rehabilitation requirements, funding-source expectations, company policies, and applicable CARF standards
  • Supporting recruitment, interviewing, onboarding, training, performance management, and employee retention
  • Building relationships with vocational rehabilitation agencies, schools, employers, families, community organizations, and referral partners
  • Conducting outreach and presentations to strengthen referral pipelines and community awareness
  • Preparing accurate reports regarding staffing, referrals, service delivery, compliance, and regional performance
  • Escalating significant employee, client, safety, ethical, or compliance concerns appropriately
  • Providing limited direct program support when necessary to maintain continuity of services

2. Provider Enrollment & Multi-State Expansion

The Regional Director will also coordinate provider enrollment and expansion projects for RISE Services.

Initial projects may involve Maryland, Delaware, Rhode Island, Kentucky, and other states or programs identified by the organization.

Responsibilities include:

  • Reviewing application instructions and identifying all required components
  • Researching current requirements through official state and federal sources
  • Developing detailed application checklists, timelines, and responsibility assignments
  • Completing provider applications, enrollment forms, and online submissions
  • Coordinating Medicaid provider enrollment, Medicaid waiver, vocational rehabilitation, and other human-services applications
  • Gathering required corporate, financial, programmatic, personnel, compliance, and operational documentation
  • Organizing policies, exhibits, forms, attestations, and supporting evidence
  • Uploading documents to government portals and maintaining accurate submission records
  • Tracking submitted, pending, missing, rejected, corrected, and approved items
  • Monitoring deadlines and ensuring projects do not stall because of missing follow-up
  • Communicating professionally and persistently with government agencies and provider-enrollment representatives
  • Responding to requests for corrections, clarification, and additional documentation
  • Maintaining organized electronic files and a master expansion tracker
  • Confirming that current applications, regulations, manuals, forms, and submission procedures are being used
  • Identifying matters requiring executive, financial, legal, clinical, or compliance review
  • Obtaining accurate information from the appropriate leader rather than making assumptions
  • Providing concise written updates regarding application status, deadlines, barriers, risks, and decisions needed
  • Supporting implementation and startup activities following approval of new programs or provider enrollments

Previous Medicaid enrollment experience is helpful but not required.

RISE Services will provide the organizational and program-specific information needed to complete applications. We are looking for someone who can analyze requirements, organize complicated projects, ask good questions, independently research answers, and maintain momentum until the work is completed correctly.

In-Person & Travel Requirements

Applicants should carefully consider the travel and in-person requirements before applying.

  • Base location may be Columbia, MD; Frederick, MD; or Dover, DE
  • Initial orientation and training must be completed in person
  • Training may require attendance at the Dover office and other RISE Services locations
  • Regular travel throughout the assigned region is required
  • Travel between Maryland and Delaware will generally occur at least monthly
  • Travel to Rhode Island will generally occur at least quarterly
  • Some travel may require overnight stays
  • Additional travel may be required for agency meetings, employee support, training, program development, outreach, or urgent operational needs
  • The Regional Director must maintain a visible, accessible, and responsive leadership presence with employees and community partners

Minimum Qualifications

  • Bachelor’s degree in human services, rehabilitation, social work, psychology, education, workforce development, business administration, healthcare administration, public administration, legal studies, or a related field preferred; substantial relevant experience may be considered
  • At least three years of relevant experience in human services, supported employment, vocational rehabilitation, disability services, healthcare administration, provider enrollment, licensing, credentialing, compliance, workforce development, or a related setting
  • Previous supervisory, team-lead, project-management, or program-management experience
  • Demonstrated ability to manage employees, complex projects, documentation, deadlines, and competing priorities
  • Exceptional organization, attention to detail, and follow-through
  • Strong research, writing, proofreading, and professional communication skills
  • Ability to read, interpret, and apply detailed written requirements
  • Strong independent problem-solving skills
  • Ability to distinguish routine administrative questions from matters requiring compliance, clinical, financial, legal, or executive review
  • Ability to communicate professionally with government agencies and external partners
  • Proficiency with Microsoft Office and ability to learn electronic records systems, government portals, and project-management platforms
  • Ability to work independently and prevent projects from becoming stalled
  • Ability to provide clear status updates and promptly escalate barriers
  • Willingness and ability to complete in-person training and recurring interstate travel
  • Valid driver’s license, acceptable driving record, and reliable transportation
  • Ability to satisfy applicable background-check and employment-screening requirements

Preferred Qualifications

Preference may be given to candidates with experience in one or more of the following areas:

  • Supported employment, job development, customized employment, or Pre-Employment Transition Services
  • Vocational rehabilitation programs or state VR agencies
  • Supervising employees across multiple offices, regions, or states
  • Medicaid or Medicaid waiver programs
  • Provider enrollment, credentialing, or licensing
  • Government contracting or regulatory applications
  • Human-services compliance or accreditation
  • Multi-state program development or expansion

What Success Looks Like

A successful Regional Director does not wait for someone else to identify every next step.

They know what is happening within their programs, communicate with their employees, follow up when expectations are not met, and address problems before they become larger operational issues.

On expansion projects, they can take a complicated government application, determine what is required, organize the work, identify who has the necessary information, follow up on outstanding items, and keep the project moving.

They do not guess when they do not know an answer. They research it, ask the appropriate person, document the answer, and move the project forward.
