Job Responsibilities & Criteria 

Program Director 

Job Description – 

A Program Director plays an essential role in the success and the effectiveness of the agency. The Program Director connects supply with demand by ensuring that the agency has competent and qualified service providers who are ready and available to meet the needs of incoming clients who are referred to the agency for services. This position is a leadership position that collaborates with multiple departments within the agency to coordinate manpower and resources to ensure that a client enrolled in services has their clinical needs fully met in a manner that is state-compliant, efficient, and profitable.

As a Program Director, you must possess or acquire a keen knowledge of the following three documents:

1)  Texas Resilience and Recovery Utilization Management Guidelines Child and Adolescent Services
2) The Behavioral Health and Case Management Services Handbook within the Texas Medicaid Provider Procedures Manual
3) Title 1 Part 15 Chapter 353 Subchapter P of the Texas Administrative Code (TAC) on Mental Health Targeted Case Management and  Mental Health Rehabilitation.

To achieve success in this role one must identify and create resources to supports the Field Supervisor role, and the Qualified Mental Health Professional (QMHP-CS) position. Field Supervisor reports directly to the Program Director, and the Qualified Mental Health Professional is supervised and supported by the Field Supervisor. The Program Director provide oversight to both the Field Supervisor and the QMHP-CS.

Daily Tasks: 

  • Manage up to four (4) assigned AOC Sites to achieve 50-55 clients per site
  • Monitor site growth and progression using tracking tools and AOC systems such as Lauris Online/HubSpot 
  • Collaborate with Administrative team to project number of available clients for service and client location
  • Partner with Human Resources to steer recruiting efforts to ensure clients have eligible service providers
  • Create and present site performance reports for executive team and/or leadership meetings
  • Assign client caseload for Field Supervisors and QMHP-CS's  
  • Monitor Field Supervisor/QMHP-CS field hours to ensure clients receive appropriate hours of service weekly
  • Review, approve/reject documentation such as Progress Notes, Individual Service Plans, Quarterlies, within 24-hrs of the date it was submitted in Lauris Online
  • Maintain accurate and updated client records within Lauris Online to ensure that client assigned to your site are eligibility for services
  • Conduct records audits to verify all necessary documents are current and complete prior to issuing authorizations for service within Lauris Online. This includes verifying accurate Individual Service Plans guardian signature, Updated CANS 1.0, Active Insurance Policy, current annual assessment is on file
  • Confirm that all client discharges from AOC Outreach Services have an appropriate discharge plan with recommended services
  • Collaborate with QMHP-CS/Field Supervisor to develop discharge celebration for client who successful discharge
  • Oversee Field Supervisor weekly office hours to keep a balance ratio of field hours and office hours. Field Supervisor office hours should not exceed field hours. 10 office hours are permitted when Field Supervisors achieve 100% (10 hours) of field hours. If 100% of field hours are not achieved, Field Supervisor office hours should be limited to 75% of achieve weekly field hours
  • Coordinate mental health services with AOC contracted Group Home and Residential Treatment Center staff

Education:

  • Master’s degree in Social Work (MSW), Counseling, Psychology, Marriage and Family Therapy, or a closely related behavioral health field (required)
  • Bachelors in Psychology or related field
  • Formal education or coursework in clinical program development, case management, or behavioral health systems (preferred)
  • Training in client-centered care models and therapeutic intervention planning
  • Continuing education in ethics, mental health regulations (HIPAA compliance), and clinical supervision
  • Additional certification in behavioral health leadership or healthcare administration (preferred)
