Direct Supervisor: Becoming ONE Program Supervisor

FLSA Status: Non-Exempt (Hourly)

Supervisory Responsibilities: None. This is a non-supervisory position.

Starting Salary Range: $48,000-$55,000

Job Summary:

As part of Agape’s place-based, Two-Generation (2Gen) poverty-reduction strategy, carried out through Powerlines Community Network (PCN), the Becoming ONE Recruitment and Enrollment Specialist finds, engages, screens, and enrolls eligible participants in the Becoming ONE local evaluation. The evaluation is a randomized study. It tests whether HopeHub enhanced case management improves hope, family stability, and economic stability compared with Becoming ONE’s standard case management. Married couples and single adults age 18 and older in Memphis and greater Shelby County take part.

The Recruitment and Enrollment Specialist makes sure participants understand the evaluation, the consent process, how assignment by chance works, and what the 6-month follow-up involves. The Recruitment and Enrollment Specialist works closely with the local evaluator, Washington Park Research and Evaluation, and with the Data Manager. Together they keep tracking accurate, communication timely, and the experience positive and participant-centered from enrollment through follow-up.

The Recruitment and Enrollment Specialist also takes on a larger role in the Becoming ONE Program. They serve as the team’s go-to resource for recruitment, enrollment, consent, and evaluation procedures, and they help peers carry out those procedures consistently. This position does not supervise staff. It does not hire, discipline, or complete performance evaluations, and it does not assign or approve time. Formal supervision of Becoming ONE staff stays with the Program Supervisor.

Aligned with Agape’s mission, this role helps ensure that every family who comes to Becoming ONE is welcomed with respect, given clear and honest information, and supported on a path toward relational, social, and economic well-being.

Key Responsibilities:

Recruitment & Outreach

Recruitment Planning: Help the Program Supervisor develop and carry out a recruitment plan with monthly targets for married couples and single adults that keeps enrollment on pace with the evaluation’s goals.
Community Outreach: Recruit participants through Agape’s existing pathways. These include faith-based host sites and partner churches, schools where Agape is embedded, neighborhood hubs, Powerlines Community Network partners, HopeHub and other no-wrong-door referrals, partner organizations, prior participants, and direct inquiries. Focus on Frayser, Raleigh, Hickory Hill, Whitehaven, Orange Mound, North Memphis, and South Memphis.
Referral Partner Relationships: Build and maintain relationships with pastors, church leaders, school staff, and community partners. Provide them with approved recruitment materials and keep them updated on upcoming cohorts.
Consistent Recruitment: Recruit the same way for everyone. Do not suggest or promise either case management condition during recruitment, so that the randomized design stays intact.
Approved Materials: Use only recruitment and participant communication materials approved by the Institutional Review Board (IRB). Work with the local evaluator when materials need to be created or revised.

Screening, Consent & Enrollment

Eligibility Screening: Screen interested adults for Becoming ONE and evaluation eligibility using approved screening tools, and record screening results accurately. Make eligibility decisions on behalf of Agape. The local evaluator does not determine eligibility.
Informed Consent: Explain the evaluation in plain language and in a neutral way before any random assignment or evaluation data collection. Cover these points:

the purpose of the study
the two case management approaches
that assignment is by chance
what data are collected and when (baseline and 6-month follow-up)
privacy protections, risks, and benefits
incentives
the participant’s right to decline or withdraw without losing access to Becoming ONE services

Check for understanding, and answer questions honestly and patiently.

Coordinated Care Consent: For participants assigned to HopeHub enhanced case management, help obtain the required consents for coordinated case management. Explain what information may be shared, with whom, and how participants can limit sharing.
Enrollment & Baseline: Complete program enrollment and support baseline survey completion. Offer secure electronic, tablet-based, paper, or staff-assisted options as needed.
Random Assignment Support: Follow the evaluation team’s randomization protocol, for example in REDCap. Make sure every consenting participant is randomized at the correct point in the enrollment process. Never influence, predict, or change an assignment.
Warm Handoff: Share each participant’s assignment with them as the protocol directs. Connect them promptly to their Relationship Connector and first program activities.

Retention & Follow-Up Support

Contact Information: Collect multiple contact methods and preferred communication channels at enrollment. Keep contact information current throughout participation.
Follow-Up Expectations: Make sure participants understand the 6-month follow-up survey and incentive from the start. Send reminder texts, calls, and emails as the follow-up window approaches.
Follow-Up Completion: Support the evaluation team in reaching at least an 80% response rate on the 6-month follow-up survey. Use flexible options for completing the survey, along with warm handoffs from trusted staff.
Incentive Tracking: Distribute and track participant incentives, such as the $50 gift card for the 6-month follow-up survey, according to approved procedures, and keep accurate incentive logs.
Qualitative Activities: Help schedule and coordinate participant and staff interviews or focus groups when the evaluation team requests them.

Evaluation Coordination & Data Tracking

Local Evaluator Liaison: Serve as Agape’s day-to-day contact with the Washington Park Research and Evaluation team on recruitment, enrollment, consent, and follow-up. Prepare for and take part in regular evaluation coordination meetings.
Data Manager Partnership: Work closely with the Data Manager on these items:

study IDs
enrollment logs
consent records
the participant tracking system

Together, keep data in nFORM, REDCap, CaseWorthy, and HopeHub accurate and consistent.

Enrollment Monitoring: Track recruitment sources, screening, consent and decline rates, enrollments, and follow-up completion. Track these by condition, program track, referral pathway, and other subgroups. Flag shortfalls early and recommend course corrections.
Protocol Fidelity: Follow IRB-approved procedures exactly. Report any protocol deviations, participant concerns, or adverse events to the Program Supervisor and the local evaluator right away.
Data Security & Confidentiality: Protect participant privacy at all times. Limit the use of identifiers, store consent forms and study records securely, and follow Agape’s and the evaluation’s data security procedures.
Federal Reporting: Supply accurate enrollment, participation, and response-rate data for required reports to the Office of Family Assistance (OFA) and for local evaluation templates.

Expanded Program Role & Peer Support (Non-Supervisory)

Procedures Resource: Serve as the Becoming ONE team’s go-to resource for recruitment, screening, consent, randomization, and follow-up procedures.
Peer Training: Working with the local evaluator, help train Relationship Connectors and other staff to explain the evaluation neutrally and follow consent and data procedures. Escalate personnel and performance matters to the Program Supervisor.
Stakeholder Input: Help gather input from Relationship Connectors, facilitators, host sites, community partners, and participant or alumni advisors. This input helps refine recruitment approaches, participant materials, and HopeHub workflows.
Program Enrollment Support: Support overall Becoming ONE recruitment, intake, and cohort launches, including retreat-style sessions, weekly workshops, and make-up sessions, as assigned.
Continuous Quality Improvement: Share lessons learned about recruitment barriers, referral patterns, and participant experience to strengthen Becoming ONE and Powerlines Community Network programs.

Partnership & Community Engagement

Interagency Collaboration: Work in partnership with all Agape departments and other agencies involved in the Becoming ONE Program, led by Agape Child & Family Services.
Representation: Attend and represent Agape at community events, church and school gatherings, partner meetings, and trainings, including Multidisciplinary Team Meetings and other agency-sponsored training.

Organizational Engagement

Complete internal reports and provide information on recruitment, enrollment, and follow-up progress.
Attend regular supervisory and team meetings.
Participate in staff meetings, in-service training, conferences, and approved workshops, seminars, and training events.
Participate in other agency functions, such as community awareness events, advocacy activities, and fundraising events.

Must be able to work a flexible schedule, including evenings and weekends, to meet participant and program needs.
Perform other duties within the general scope of this position as assigned by the Program Supervisor, Program Director, or other members of the Agape Leadership Team.

Record Keeping

Maintain accurate and timely screening, consent, enrollment, and follow-up records according to Agape procedures, IRB requirements, and grant standards through data entry into nFORM, REDCap, CaseWorthy, HopeHub, and other required systems.
Be prompt in initiating and responding to correspondence and inquiries.
Submit timely recruitment, enrollment, and follow-up reports to the Program Supervisor and, as agreed, to the local evaluator.
Use required data for reporting, evaluation, and continuous quality improvement.
