Summary / Objective

The HR Recruiter & Community Outreach Specialist is responsible for managing the full-cycle recruitment process for both exempt and non-exempt positions across the organization. This role serves as the primary talent acquisition partner for operations and administration, while also building and sustaining relationships with local and regional community organizations, educational institutions, and workforce development programs to build a strong and diverse candidate pipeline. This position requires a self-motivated, people-oriented professional who is comfortable working in a fast-paced environment and representing the company in the field.


Essential Functions

• Manage end-to-end recruitment for all exempt and non-exempt open positions, including job posting, sourcing, application review, interview scheduling, candidate communication, offer extension, and pre-employment processing.

• Develop and implement proactive sourcing strategies using job boards, social media, employee referrals, career fairs, and community partnerships to build a qualified and diverse talent pipeline.

• Conduct initial screening calls and coordinate interviews between candidates and hiring managers; provide guidance to managers on effective interviewing techniques and legal compliance.

• Partner with the HR team and department heads to understand workforce needs and develop position-specific recruitment plans and timelines.

• Maintain all applicant and recruitment documentation in accordance with applicable regulations and company policy, including EEOC and OFCCP compliance requirements.

• Build and maintain relationships with local and regional workforce development agencies, community colleges, high schools, vocational programs, tribal organizations, and other community partners to promote employment opportunities at Milford Mining.

• Represent the company at local and regional job fairs, career events, community outreach functions, and industry networking events.

• Travel regularly to company operational sites and worksites to connect with employees, assess workforce needs in the field, and support on-site hiring events.

• Coordinate with the HR team to maintain and update job descriptions to ensure accuracy and compliance.

• Track and report on key recruitment metrics including time-to-fill, source effectiveness, and applicant flow; use data to continuously improve the recruiting process.

• Maintain and distribute the employee phone list and ensure new hire records are accurately created in company systems upon onboarding.

• Will conduct new-employee orientations as needed to ensure new hires gain a foundational understanding of company culture, policies, and benefits enrollment provisions.

• Support the coordination and maintenance of employee recognition programs as they relate to onboarding and early employment engagement.

Supervisory Responsibility

This position has no supervisory responsibilities.


Work Environment

This position operates in both an office setting and in the field. The recruiter will regularly travel to company operational sites, mine facilities, and off-site community and recruiting events. While at operational sites, the employee may be exposed to dirt, slurry, mud, hazardous chemicals, noise, dust, and other conditions normally found in active mining and industrial mineral processing environments. The employee must be able to wear proper personal protective equipment (PPE) as required.


Physical Demands

The employee is regularly required to use hands and fingers to handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is frequently required to stand, sit, talk, and hear. The employee must be capable of driving to local and regional locations and navigating active worksites.


Position Type / Expected Hours of Work

This is a full-time, non-exempt position. Standard hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional evening or weekend hours may be required to attend community and recruiting events.


Travel

Frequent local travel is required. This includes regular travel to company operational properties and mine sites, as well as local and regional community outreach functions, job fairs, career events, and workforce partner meetings. A valid driver’s license and reliable transportation are required.


Required Education and Experience

• 1–2 years of full-cycle recruiting experience, including exempt and non-exempt hiring

• Bachelor’s degree in Human Resources, Business Administration, or a related field, or equivalent years of experience

• Experience with community outreach, workforce development partnerships, or campus recruiting preferred


Preferred Education and Experience

• Human resources or recruiting experience in mining, industrial, or operations-focused industries

• 3–5 years of full-cycle recruiting experience

• Familiarity with applicant tracking systems (ATS) and HRIS platforms


Additional Eligibility Qualifications

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification preferred.


Work Authorization

Authorized to work in the United States.
