1. PURPOSE OF THE POSITION:

  • Project Manager is responsible to direct and implement the Custodial and Grounds contracts at Sierra Army Depot (SIAD) while ensuring compliance with all Department of Defense (DOD) and SIAD rules and regulations.
  • Provides quality service delivery by supporting staff and employees with disabilities.

 

2. PRIMARY SCHEDULE:

  • Monday-Thursday 6:30am-3:45pm with a 30-minute unpaid lunch. Days and hours may vary and include evenings, Holidays, and weekends, as needed.

 

3. SUPERVISION RECEIVED:

  • Works under the supervision of the CES Director.

 

4. SUPERVISION EXERCISED:

  • Is responsible to supervise the NVS Sierra Army Depot-Herlong Assistant Project Manager, staff, services, and individuals with disabilities.

 

5. QUALIFICATIONS:

  • Baccalaureate degree from an approved institution in social work, rehabilitation counseling, rehabilitation administration plus 18 months’ experience, or minimum of 5 years’ experience and at least 18 months in a supervisory capacity in the human services delivery field.
  • Current California driver’s license, with an acceptable DMV printout and insurability.
  • Ability to pass a DOJ criminal background check.
  • Ability to pass CPR and First Aid courses.
  • Ability to be certified in Behavior
  • Ability to create and maintain documents using Excel and Word. Overall familiarity with computer programs.
  • Excellent organizational and time management skills.
  • Understanding of Federal Contract process and procedures.
  • Ability to effectively implement individual supported employee plans.
  • Strong communication and leadership skills.

 

6. DUTIES AND RESPONSIBILITIES:

  • Follows all procedures, policies, and guidelines of North Valley Services.
  • Motivates, supports, and trains employees to assist clients in establishing professional work ethics, social skills, and appropriate apparel for work.
  • Maintains current, accurately documented client files, completes all required paperwork and tracking reports according to deadlines.
  • Multitasks and prioritizes to meet deadlines.
  • Participates in continuous staff development and training.
  • Provides timely interventions. Returns phone calls and reacts to situations in a timely manner.
  • Works with minimal supervision and exercises independent judgment.
  • Conducts client assessment meetings and vocational planning development.
  • Communicates with Contracting Officer Representative (COR), including other Government Officials, and Funding Sources.
  • Demonstrates and maintains a positive and professional attitude and demeanor.
  • Provides staff trainings, support, and supervision.
  • Supervises and coordinates employees’ daily schedules.
  • Evaluates staff, services, and completes performance appraisals.
  • Develops Individualized Service Plans (ISP).
  • Ensures safety, quality, and regulatory compliances.
  • Reviews and approves client reports, timecards, and billing.
  • Ensures and develops plans for contract compliance (SOP).
  • Schedules and estimates costs, equipment and staffing needs, including supplies.
  • Completes and reports Monthly Manpower Report to the COR.
  • Develops and writes JHA (Job Hazard Analysis) for contracts.
  • Maintains Trouble Log.
  • Manages Safety Program, including Fire Safety, Voluntary Protection Program, Personal Protection Equipment and ensures compliance.
  • Maintains knowledge of Environmental Management Systems (EMS) and ensures compliance.
  • Performs Facility Security Officer (FSO) duties for NVS employees.
  • Performs and documents Quarterly Inspections and Drills (monthly fire drills).
  • Drives personal or NVS vehicles as needed.
  • Additional duties as assigned including filling in at other sites or departments as needed.



7. PHYSICAL DUTIES:

  • Must be able to perform the physical requirements of the job, (bending, pushing, lifting, and stooping).
  • Ability to tolerate all weather conditions (heat, cold) when working outdoors.
  • Ability to be on your feet for long periods of time.
  • Ability to reach overhead.
  • Ability to lift to 50 pounds.
