 Job Purpose

The Project Evaluator is responsible for the oversight, coordination, and continuous improvement of all evaluation and performance measurement activities for the Project AWARE initiative. Working collaboratively with the Project Director, LEA Project Managers, Tier 2 Interventionists, participating school districts, and FCCBH leadership, the Project Evaluator ensures accurate collection, analysis, reporting, and utilization of project data to monitor implementation, measure outcomes, support continuous quality improvement, and demonstrate achievement of project goals and objectives. The Project Evaluator also ensures compliance with all SAMHSA evaluation and reporting requirements, including SPARS performance reporting.

Qualifications

  • Bachelor’s degree in public health, psychology, education, social work, statistics, evaluation, behavioral health, or a related field required; master’s degree preferred.
  • Experience in program evaluation, data management, quality improvement, or performance measurement.
  • Experience collecting, analyzing, and interpreting quantitative and qualitative data.
  • Experience preparing reports for federal, state, or grant-funded programs preferred.
  • Proficiency in Microsoft Office applications, database management, and data analysis software.
  • Experience working in behavioral health, education, or school-based services preferred.

Core Job Duties 

  • Develop, implement, and maintain the Project AWARE evaluation plan.
  • Coordinate the collection, validation, analysis, and reporting of all required project data.
  • Oversee submission of required SAMHSA Performance Accountability and Reporting System (SPARS) data.
  • Monitor project implementation fidelity, process measures, outcome measures, and performance benchmarks.
  • Analyze project data to identify trends, strengths, challenges, and opportunities for quality improvement.
  • Prepare quarterly, annual, and final evaluation reports for the Project Director, FCCBH leadership, SAMHSA, and project partners.
  • Collaborate with participating school districts to collect attendance, behavioral, referral, and other project outcome data.
  • Assist with the development of measurable objectives, performance indicators, dashboards, and data visualization tools.
  • Support continuous quality improvement (CQI) activities by presenting evaluation findings and recommendations to project leadership and the Project AWARE Advisory Board.
  • Ensure compliance with all federal, state, CARF, Missouri Department of Mental Health, HIPAA, FERPA, and FCCBH data management requirements.
  • Maintain accurate project documentation and evaluation records.
  • Participate in grant monitoring activities, workforce development, technical assistance, and other Project AWARE activities as assigned.
  • Adherence to all applicable evidence-based practice models. 
  • Orally communicate information effectively and accurately. 
  • Assure program operates within the constraints of the agency’s certification (CARF, DMH) standards and strategic plan related to clinical care. 
  • Abide by program and agency policies and procedures.
  • Other job duties and special projects as assigned.

  • Apply quantitative and qualitative data analysis to support evidence-informed decisions.
  • Use databases, spreadsheets, data visualization tools, and written reports to communicate evaluation findings.
  • Understand SAMHSA performance measures, SPARS reporting, and applicable HIPAA, FERPA, CARF, and Missouri Department of Mental Health standards.
  • Collaborate effectively with educators, behavioral health professionals, community partners, and project leadership.
