Job DetailsJob Location: SBIRT - Screening, Brief Intervention & Referral to Tx - Hainesport, NJ 08036Position Type: Full TimeEducation Level: 4 Year DegreeSalary Range: $45,000.00 - $45,000.00 SalaryThe Project Evaluator leads evaluation, performance measurement, data quality, fidelity monitoring, and continuous quality improvement for the SBIRT project. The Project Evaluator develops and maintains project data collection processes; coordinates client-level and administrative reporting; validates data completeness and accuracy; supports required GPRA/SPARS data collection and reporting; monitors indicators related to screening, Brief Intervention, Brief Treatment, Referral to Treatment, partnership activity, access, engagement, and outcomes; and maintains dashboards and analytic reports. The Project Evaluator identifies trends, gaps, and implementation barriers and works with the Project Director and project team to use findings for program improvement, Quality Improvement Plan activities, required progress reports, and grant monitoring. The primary assignment during time charged to the SBIRT award is SBIRT evaluation, reporting, fidelity, and quality improvement. Because the project is integrated into Legacy's outpatient system, evaluation and quality activities may include outpatient data and workflows when they directly support SBIRT implementation, participant outcomes, integration, or sustainability. During scheduled time not allocated to the SBIRT award, the employee may perform other outpatient evaluation, quality, data, or administrative duties; the grant-funded and non-grant portions of effort must be separately allocated and documented.
Legacy’s Screening, Brief Intervention, and Referral to Treatment (SBIRT) Program is funded through a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). The program provides early identification and intervention for substance use concerns for individuals age 12 and older, with a particular focus on youth and young adults ages 12–21. The program operates across Atlantic, Burlington, and Camden Counties and integrates SBIRT into outpatient behavioral health, healthcare, school, mobile outreach, and community-based settings.
Services include evidence-based substance use screening, brief intervention and brief treatment when indicated, and referral to treatment for individuals needing more intensive substance use services. The program also provides care navigation, warm handoffs, follow-up, peer and recovery support, and coordination with behavioral health, primary care, substance use treatment, and community resources to reduce barriers and improve continuity of care.

Education/Experience:
Bachelor's degree in psychology, public health, social work, statistics, evaluation, or a related field required; Master's degree preferred. Minimum five years of experience in behavioral health program evaluation, quality improvement, federal performance measurement, GPRA/SPARS reporting, implementation science, data collection, statistical analysis, and administrative oversight required. Knowledge of accreditation standards and state and federal behavioral health requirements required. Clinical behavioral health experience and clinical licensure preferred.
