Job Title: Program Manager (In-Home Services and Consultation Services)

 

Location: Golden Valley, Minnesota

 

Schedule: Monday-Friday regular daytime business hours; Eligible for hybrid schedule after 90 days of employment

 

Salary: $63,000 annual salary including Full-Time benefits and PTO

 

About the Role
The Orion ISO Manager provides leadership and operational oversight of the CFSS Consultation Services and In-Home Services programs within Orion ISO. This role ensures services are delivered in compliance with the Department of Human Services, CFSS Consultation program requirements, and applicable federal regulations.

The position is responsible for supervising staff, managing daily operations, ensuring regulatory compliance, and driving quality and performance outcomes across the program.

 

Key Responsibilities:

  • Lead CFSS Consultation Services operations and supervise Consultation Coordinators to ensure effective, person-centered service delivery.
  • Ensure compliance with DHS, state, and federal requirements through audits, reviews, corrective actions, and ongoing monitoring.
  • Oversee Service Delivery Plans for accuracy, timeliness, and compliance with person-centered practices.
  • Conduct quality assurance activities, monitoring documentation, timelines, and program performance.
  • Serve as escalation point for complex participant and stakeholder issues, ensuring timely resolution.
  • Maintain relationships with counties, case managers, managed care organizations, and external partners.
  • Oversee incident reporting, risk management, and maltreatment compliance, including trend analysis.
  • Ensure accurate data entry, reporting, and system integrity
  • Support staff training and development on CFSS policies and procedures.
  • Collaborate with leadership on SOPs and program improvements.
  • Perform additional duties as assigned by the Program Administrator.

 

Required Education:

  • Associates degree or Higher required (Human Services, Human Behavior, Human Skill Development, Cultural Behavior, Human Condition, Social Work, Therapy, Psychology or a human service-related field) 

 

Required Experience:

  • Minimum of two (2) year in the self-direction service field.
  • Minimum of two (2) year of experience in HCBS, disability services, case management, or related fields.
  • Minimum of one (1) year of supervisory or program management experience preferred.
  • Strong understanding of CFSS, PCA, waiver services, and person-centered planning practices.
  • Knowledge of Minnesota DHS CFSS Consultation Services requirements and compliance standards.
  • Ability to pass DHS background study.

 

Preferred Experience:

  • Experience in compliance monitoring, auditing, and quality assurance activities
  • Experience managing teams in a human services or waiver-based service environment.
  • Familiarity with DHS systems, reporting processes, and service documentation standards.
