Program Manager
Center for Victims of Torture Human Resources Team
The Center for Victims of Torture is hiring a Program Manager to provide leadership and program management for CVT’s Hope & Belonging program in St. Paul, Minnesota, and will ensure the smooth operation and delivery of services for clients at the Hope & Belonging Program. They will foster and maintain cohesive interdisciplinary care teams as they provide rehabilitative care to survivors of torture & war trauma at H&B, and support the design, development and implementation of new program partnerships or models at H&B. The Program Manager will also oversee the billing and other fee for services programs.
Position open to:
- Candidates located in the St. Paul, MN area who are authorized to work in the U.S. and will not need CVT to sponsor them on a work visa.
Remote status:
- Position is partially remote. 80% in-office in St. Paul, Minnesota and 20% remote.

Responsibilities:
- Program Management: Develop the annual budget and manage program expenditures within budget parameters. Create and maintain positive relationships with program stakeholders. Coordinate with HR, Finance and health information management team to ensure the smooth running of the program day to day and troubleshoot collaboratively on issues as they arise.
- Staff Management: Supervision of program supervisors, client services coordinator, insurance case manager and interpreters. Build a strong and cohesive team. Oversee the hiring, training, coaching, and developing staff members through ongoing feedback as well as formal performance management systems. Hold regular supervisory meetings with direct reports. Coordinate and facilitate team meetings. Ensure achievement of goals of direct supervisees. Develop and maintain annual work plans for direct supervisees. Ensure a flow of communication between the program and the rest of the agency.
- Program Outreach: Manage community outreach activities in an effort to build and maintain relationships with relevant refugee communities. Assist with development of additional community programming. Provide representation as the project leader at various community and stakeholder meetings.
- Volunteer program: PM will hire, train and supervise program volunteers, leads and coordinate the volunteer program.
- Coordinate training and speaking: Build awareness of CVT’s clinical programs in Minnesota. Provide training on torture and war trauma to schools, community programs and immigrant/refugee service providers. In collaboration with External Relations staff, speak to visitors and media about clinical services and torture treatment.
- Internship Program: Develop and manage clinical internship program for master’s and bachelor’s level social work and counseling students.
Qualifications:
Required education, experience, certificates, licenses or registrations
- Advanced degree in social work, psychology, counseling, public administration, or related field
- Minimum 5 years of progressively responsible experience related to trauma and mental health and psychosocial support (MHPSS) or related fields
- 2 years of experience successfully managing clinical and administrative professionals
- Previous experience with medical billing
- Demonstrated success building strong, cohesive teams
- Demonstrated success providing remote supervision to direct reports working in a hybrid environment
Preferred education, experience, certificates, licenses or registrations
- 5 years of experience providing mental health services to survivors of trauma
- Licensure as an LP, LICSW, LMFT and LPCC, or license-eligible
- 4 years of experience successfully managing clinical and administrative professionals
- Demonstrated experience developing and implementing new programs
- Demonstrated experience developing grant proposals and participating in creation of reports for funder

- Ability to manage direct reports effectively; including ability to develop rapport, build strong, trusting relationships and work cross-culturally. Team is interdisciplinary and works in high-intensity trauma.
- Superior interpersonal skills and demonstrated ability to collaborate and communicate effectively with individuals across an organization
- Ability to develop relationships and communicate effectively (in writing and verbally) with colleagues working both in the U.S. and internationally, as well as with other stakeholders
- Ability to successfully create and manage a grant-funded program budget
- Interest and ability to create a safe, inclusive work environment within the organization
- Excellent skills in organization, attention to detail and time management (including the ability to meet deadlines)
- Working knowledge of Microsoft Office suite (Outlook, Word and Excel)
- Interest in or commitment to human rights
- Ability to travel to a variety of locations in the Twin Cities metro area
Supervisory Responsibilities: Provides supervision to the program team, including volunteers and interns, plus contract medical providers
