Program Manager-CPS Team

The Utah Division of Child & Family Services (DCFS) is seeking a highly motivated individual to fill the CPS Supervisor, Program Manager position in the Clearfield office in order to achieve safety, well-being, and permanency for children, and success in providing services for families in our communities

Key Responsibilities

The Program Manager performs a variety of professional activities including determining program goals and objectives, coordinating program activities, services, and program implementation with private providers, other governmental entities, etc. They communicate and work effectively with community partners such as law enforcement, the Children's Justice Center, County Attorneys and administration. They participate as a member of the region-wide administrative team and may chair committees established to support the program while directly supervising staff providing direct client services. They also perform the following tasks:

  • Monitoring and evaluating operations and program services for quality and effectiveness; making recommendations for improvement.

  • Developing and coordinating plans and policies, resources, mission as well as goals, vision, and expectations for the agency and/or the program.

  • Managing a team of child welfare professionals including: hiring, determining workloads, delegating assignments, training and development, monitoring, evaluating performance, initiating corrective actions, and terminating.

  • Coordinating program activities, services, and/or program

  • Implementation with private providers, other governmental entities, etc.

  • May include performing 24-hour on-call services as required under supervisor's direction.  24-hour on-call services assignments may be based on, and subject to, geographic employment location and/or agency demand.

Qualifications

  • Is a current employee of the Utah Department of Health and Human Services (DHHS).

  • Has three years or more of casework experience with a working knowledge of CPS, home-based, and foster care.

  • Is adept at interacting professionally with all levels of management while managing a diversified workload and challenging situations.

  • Is able to effectively communicate information and ideas clearly and concisely, both verbally and in writing.


Preferences

  • Holds a current license as a Social Service Worker, Certified Social Worker, or is licensed as a professional counselor or marriage and family therapist; or who have an active licensure in the State of Utah as a Psychologist, Clinical Social Worker, Marriage and Family Therapist or Professional Counselor (LCSW License).

  • Has three or more years experience with the Utah Department of Health and Human Services (DHHS) and/or the equivalent agency in another state.

  • Has DCFS CPS experience.

  • Department of Human Resource Management rules regarding promotions and transfers apply to current employees.

  • Travel required; you may be required to use your personal vehicle to perform the duties of this position; approved mileage is reimbursable through State Finance.

  • All DCFS job offers are contingent upon passing a Background Screening Application (BSA).

  • Must have a valid Utah driver’s license.

  • A position’s eligibility for hybrid work is established by agency management and is subject to change at their discretion at any time and for any reason.

  • The State of Utah requires all employees to physically work inside the State of Utah Boundaries.

Physical Requirements  

  • Moderate - Some of the work performed requires some physical exertion. You may be required to stand; walk over rough surfaces; bend; crouch; stoop; stretch; reach; lift moderately heavy items (up to 50 lbs.), e.g. lifting a small child in a recurring manner and/or for long periods of time.

Working Conditions 

  • High Risk - Risks found in potentially dangerous or unusual environmental stress situations, e.g. working at great heights, working in extreme outdoor weather conditions, being subject to possible physical attack, etc. 

  • Some special risks which may require the use of special safety precautions e.g., entering clients homes, maybe working around contagious diseases, i.e. parasitic infections caused by head lice, bed bugs, scabies, etc. or chemicals, i.e. illegal substances, etc.
