The National Health Service Core (NHSC) Loan Repayment Program is open to licensed primary care medical, dental, and mental and behavioral health providers who are employed by accredited sites.

Program Manager Pay Range:

Compensation is based on the level and requirements of the role. Salary within our ranges may also be determined by your education and experience as required by the role, as well as internal equity and alignment with market data. Typically, new team members join at the minimum to mid salary range.

Salary: $69,519 - $86,898 DOE

The Care Navigation team serves as a critical gateway to treatment, helping individuals and families access behavioral health services when they need them most. As Program Manager, you will play a key role in ensuring timely access to care while creating an environment where employees feel supported, engaged, and empowered to do their best work.

This role combines clinical leadership, operational excellence, and people development.   • Improve documentation quality through coaching, mentoring, and supportive oversight.

  • Effectively manage departmental resources and operate within budget expectations.
  • Build strong partnerships across programs and departments.
  • Ensure services are delivered in accordance with regulatory, contractual, ethical, and agency standards.

Key Responsibilities

Team Leadership & Staff Development

  • Provide direct supervision, coaching, and leadership to the Care Navigation team.
  • Conduct regular one-on-one meetings focused on support, accountability, and professional growth.
  • Be available to answer questions, provide guidance, and remove barriers to success.
  • Recruit, hire, onboard, develop, and retain high-performing employees.
  • Lead team meetings that promote communication, collaboration, and engagement.
  • Foster a culture of continuous learning, inclusion, and mutual respect.

Clinical Oversight & Quality Management

  • Provide clinical supervision and consultation to assigned staff.
  • Ensure services are delivered according to agency standards, best practices, and ethical guidelines.
  • Conduct regular chart audits, note reviews, and quality assurance activities.
  • Support clinical decision-making and problem-solving related to complex cases.
  • Promote excellence in documentation, assessment, and treatment planning.

Program Performance & Accountability

  • Monitor productivity standards, service delivery metrics, and clinical outcomes.
  • Utilize data to identify trends, opportunities, and areas for improvement.
  • Implement solutions that improve access, efficiency, and quality of care.
  • Ensure program goals, contractual expectations, and compliance standards are met.
  • Partner with leadership to advance organizational initiatives and strategic goals.

Financial & Operational Management

  • Develop and manage the Care Navigation program budget.
  • Ensure responsible stewardship of agency resources.
  • Oversee staffing plans, scheduling, and workload distribution.
  • Identify operational efficiencies while maintaining high-quality client care.
  • Support the long-term sustainability of services through sound fiscal management.

Required Qualifications

  • Ph.D., MA, MSW, or equivalent graduate degree in Psychology, Social Work, Counseling, or a related behavioral health field.
  • Qualified Mental Health Professional (QMHP) status in the State of Oregon.
  • Minimum of five (5) years of clinical experience.
  • Minimum of two (2) years of leadership, clinical supervision, or administrative experience.
  • Experience supervising professionals and managing program performance.

Preferred Experience

  • Experience leading access, intake, care navigation, or outpatient behavioral health services.
  • Experience managing budgets and departmental resources.
  • Experience utilizing performance metrics and data to improve outcomes.
  • Strong knowledge of clinical documentation and regulatory requirements.
  • Experience leading change initiatives and process improvement efforts.
