Program Director II

The Program Director provides overall leadership, administrative oversight, and strategic management for the ASAM Level 3.1 residential treatment program at the Brother Francis Shelter Campus. The Program Director ensures the program achieves its goals and objectives on time and within budget while maintaining compliance with SAMHSA grant requirements, federal regulations, Medicaid standards, and applicable organizational policies. This position supervises treatment staff, manages day-to-day program operations, supports quality and safety standards, and works collaboratively with CSS leadership, and community partners to strengthen access to low-intensity residential substance use treatment services for adults experiencing homelessness or housing instability.

Catholic Social Services is launching a new 10-bed ASAM Level 3.1 low-intensity residential substance use disorder treatment program located on the Brother Francis Shelter campus in Anchorage, Alaska. This voluntary program will serve adults experiencing homelessness or at imminent risk of homelessness who are seeking support for substance use disorders, co-occurring behavioral health needs, and long-term recovery.

The program is designed to reduce barriers to treatment by bringing residential recovery services directly into a trusted shelter-based setting. Participants will have access to a coordinated team providing substance use treatment, behavioral health support, peer support, case management, recovery planning, and housing-focused services. By integrating treatment with shelter, medical, behavioral health, and housing supports, the program creates a practical and compassionate pathway from crisis and homelessness toward recovery, stability, and long-term wellness.

The Program Director must demonstrate the following competencies to effectively lead the ASAM Level 3.1 residential substance use treatment program:

Program Leadership and Operations: Ability to lead day-to-day operations, implement new programs, manage workflows, and ensure services are delivered safely, consistently, and effectively.

Staff Supervision and Development: Ability to supervise, coach, train, and support multidisciplinary staff, including clinical, case management, peer support, and direct service team members.

Regulatory and Grant Compliance: Knowledge of and ability to apply SAMHSA grant requirements, Medicaid standards, HIPAA, 42 CFR Part 2 confidentiality requirements, clinical documentation expectations, and applicable federal, state, and organizational policies.

ASAM and Substance Use Treatment Knowledge: Understanding of ASAM Level 3.1 services, substance use disorder treatment, recovery planning, relapse prevention, and co-occurring behavioral health needs.

Trauma-Informed and Recovery-Oriented Care: Ability to promote a respectful, strengths-based, person-centered, culturally responsive, and trauma-informed service environment.

Clinical Quality and Risk Management: Ability to monitor service quality, support appropriate clinical documentation, respond to safety concerns, and address program risks in a timely and professional manner.

Collaboration and Communication: Ability to communicate clearly and professionally with staff, CSS leadership, shelter operations, community partners, funders, and participants.

Problem Solving and Decision Making: Ability to assess complex situations, prioritize competing needs, make sound decisions, and respond effectively to urgent or challenging circumstances.

Housing and Homeless Services Knowledge: Understanding of barriers faced by adults experiencing homelessness or housing instability and ability to coordinate treatment with housing-focused supports.

Cultural Humility and Ethical Practice: Ability to work respectfully with people from diverse backgrounds while maintaining professional boundaries, confidentiality, and ethical standards.

Data, Documentation, and Outcome Monitoring: Ability to use data, documentation, and program outcomes to support compliance, reporting, service improvement, and grant deliverables.

Stress Tolerance and Professional Resilience: Ability to remain calm, professional, and compassionate in a shelter-based residential setting where crises, conflict, or high participant needs may occur.

The Program Director is responsible for leading implementation and daily operations of the ASAM Level 3.1 residential substance use treatment program. Essential responsibilities include:

Provide overall leadership and day-to-day operational oversight for the ASAM Level 3.1 residential substance use treatment program.

Lead implementation of the new residential treatment program, including development of workflows, staffing structures, service expectations, and program procedures.

Supervise, support, and evaluate program staff, including clinical, peer support, case management, and direct service team members.

Ensure services are delivered in accordance with ASAM Level 3.1 standards, SAMHSA grant requirements, Medicaid requirements, HIPAA, 42 CFR Part 2 confidentiality requirements, CSS policies, and applicable state and federal regulations.

Promote high-quality, trauma-informed, recovery-oriented, culturally responsive, and person-centered care.

Coordinate with CSS leadership, Brother Francis Shelter operations, behavioral health providers, medical partners, housing providers, and other community partners to support integrated participant care.

Monitor program quality, participant outcomes, service delivery, documentation compliance, and grant deliverables.

Support appropriate clinical documentation, billing readiness, data collection, and reporting requirements.

Develop and maintain systems for participant referral, admission, service planning, discharge planning, and connection to ongoing recovery and housing supports.

Respond to program concerns, participant incidents, safety issues, and staff needs in a timely and professional manner.

Support budget management, resource planning, and responsible use of program funds in coordination with CSS leadership.

Represent the program in internal meetings, community partner discussions, funder meetings, and other collaborative settings.

Identify opportunities for program improvement and help strengthen access to residential substance use treatment for adults experiencing homelessness or housing instability.

Performs other duties as assigned. 

Minimum Education Qualification: Bachelor’s degree in Counseling, Education, Rehabilitation, Social Work, or related field. Four (4) years of experience may be substituted for the required education. 

Minimum Experience Requirement: Three (3) years of experience working in a therapeutic residential, addictions, and/or mental health outpatient setting. 

A relevant combination of education and experience may be considered. 

Obtain Qualified Addiction Professional (QAP) approval within (3) years of the Provisional Provider Application approval date with the State of Alaska. 

A valid drivers license, auto insurance, and personal vehicle are required. 

Work environment: Work is performed primarily in a residential treatment setting located within the Brother Francis Shelter campus. The position regularly interacts with participants experiencing substance use disorders, behavioral health concerns, and homelessness, and may involve responding to crises, participant conflicts, or other situations requiring sound judgment and professional leadership.

Travel out of Alaska is rare. Occasional travel within Anchorage is required.
