CarePoint Response, Inc. (CPR) is a nationally recognized nonprofit and Baltimore’s only comprehensive behavioral health crisis response system. Since 1992, CPR has delivered timely, community-based services for individuals experiencing mental health and substance use crises.

Our continuum of care includes crisis hotline services, mobile crisis teams, residential programs, detoxification, and community-based supports—serving as a lifeline for individuals and families across Baltimore City.


Program Overview

CPR’s Substance Use Urgent Care Center provides 24/7, walk-in access to care for individuals experiencing substance use and behavioral health crises. Services include screening, clinical assessment, stabilization, medication support, and connection to ongoing treatment and recovery services.

Using a trauma-informed, harm reduction, and person-centered approach, the program serves as a critical entry point into Baltimore’s behavioral health system, working closely with hospitals, EMS, law enforcement, and community providers to ensure timely intervention and continuity of care.


The Opportunity

CPR is seeking a dynamic and mission-driven Program Director to lead the Substance Use Urgent Care Center.

This role provides strategic oversight, operational leadership, and staff supervision for a high-impact, 24/7 program serving individuals in crisis. The Program Director will shape program development, ensure clinical and operational excellence, and strengthen partnerships across the behavioral health system.

What You’ll Do

Leadership & Supervision


Supervise and mentor clinical supervisors, nursing staff, peer support staff, and multidisciplinary team members
Ensure clear roles, expectations, and accountability through training, supervision, and performance management
Promote a trauma-informed, harm reduction, and recovery-oriented culture of care
Partner with medical leadership to ensure high-quality clinical services


Program Operations & Development


Oversee day-to-day operations of a 24/7 urgent care model for substance use crises
Ensure delivery of services including screening, assessment, stabilization, MAT linkage, and referrals
Develop and implement policies to ensure quality, compliance, and operational efficiency
Use data and feedback to continuously improve program performance


Community Engagement & System Coordination


Build and maintain partnerships with hospitals, EMS, law enforcement, and community providers
Serve as a liaison across Baltimore’s behavioral health system
Represent the program in community forums, interagency meetings, and public health initiatives
Promote awareness of urgent care services as a diversion and early intervention resource


Data, Compliance & Reporting


Monitor program metrics (admissions, referrals, outcomes) to drive decision-making
Ensure compliance with all regulatory, licensing, and funding requirements
Provide accurate and timely reporting to leadership and stakeholders


Fiscal & Resource Management


Manage program budgets, contracts, and funding streams in collaboration with finance and grants teams
Oversee staffing models and resource allocation to support efficient 24/7 operations
Support grant development and sustainability efforts


Crisis & Risk Management


Lead response to clinical and operational emergencies, including overdose and behavioral health crises
Ensure implementation of safety protocols and incident review processes
Coordinate with medical staff and emergency responders during critical incidents

QualificationsQualifications

Education


Master’s degree in Psychology, Social Work, Human Services, or related field required
Additional advanced degrees (MBA, MPA, Nonprofit Management, or clinical credentials) preferred


Licensure (Preferred)


Licensed in Maryland (LCSW-C, LCPC, CRNP, or MD)
Supervisory credential preferred


Experience


Minimum 3 years of leadership experience managing human service or behavioral health programs
Experience supporting nonprofit operations and managing contracts
Experience in crisis services, substance use treatment, or urgent care settings strongly preferred


Skills & Competencies


Strong knowledge of behavioral health systems, regulations, and accreditation standards
Expertise in program management, quality improvement, and stakeholder engagement
Excellent leadership, communication, and organizational skills
Ability to manage complex operations in a fast-paced, 24/7 environment
