EightCAP is launching a new Outreach & Navigation Department—and we are looking for a collaborative, strategic leader to help bring the vision to life.
People seeking help should not have to understand program names, funding structures, or organizational boundaries to know where to begin. Our new department will create a more coordinated, household-centered way for individuals and families to access EightCAP services, navigate community resources, overcome barriers, and move toward greater stability and self-sufficiency.
As the Outreach & Navigation Program Manager, you will have the opportunity to help build this initiative from the ground up. You will shape the department’s service model, workflows, performance measures, partnerships, staff development, and community-access strategy. This is an opportunity for an experienced human services leader who enjoys developing people, creating effective systems, using data to guide decisions, and turning a strong vision into sustainable operations.
What You’ll Do
In this leadership role, you will:
- Provide strategic and operational leadership for the new Outreach & Navigation Department.
- Help design and implement coordinated outreach, intake, eligibility, resource-navigation, financial-counseling, case-planning, and follow-up services.
- Establish department goals, service standards, policies, procedures, workflows, and performance expectations.
- Supervise, coach, and develop the Outreach & Navigation Coordinator while providing overall leadership to department staff.
- Build a collaborative, participant-centered team culture grounded in accountability, communication, compassion, and empowerment.
- Oversee program compliance, quality assurance, budgets, participant-assistance expenditures, data integrity, and funder requirements.
- Use program data, participant outcomes, and community trends to identify needs and continually improve services.
- Develop partnerships, referral pathways, community office hours, co-location opportunities, and other strategies that make EightCAP services easier to access.
- Collaborate with agency leaders and program managers to integrate new programs and funding opportunities into the department.

Represent EightCAP in community partnerships, collaboratives, meetings, and initiatives.
What You’ll Bring
The successful candidate will have:
- A bachelor’s degree in human services, social work, public administration, community development, business administration, or a related field.
- At least five years of progressively responsible experience in human services, community services, housing, energy assistance, resource navigation, case management, or a related area.
- At least two years of supervisory or program-management experience.
- The ability to build programs, lead through change, develop employees, and create practical systems from emerging ideas.
- Demonstrated experience analyzing information and using data to improve program performance.
- Experience developing community partnerships and coordinating services across organizations.
- Experience managing or monitoring grant-funded programs and budgets is preferred.
- Nationally Certified ROMA Implementer certification—or the ability to obtain certification within 12 months.
- A valid Michigan driver’s license and the ability to travel throughout EightCAP’s service area.
