Position Summary

The Recuperative Care Operations Manager provides overall leadership and strategic oversight for WPCC’s recuperative care program, ensuring high-quality client services and operational excellence across the site. This position combines direct site management with administrative program duties, including budgeting, reporting, and cross-department coordination. The Operations Manager supervises staff, oversees day-to-day site operations, manages program

resources, ensures regulatory compliance, and builds strong relationships with community partners and funding agencies.


Key Responsibilities

Program Administration & Operational Leadership

  • Maintain a clean and professional site by ensuring staff are aligned and understand their roles and responsibility for the overall cleanliness and maintenance of the site including the dorm, individual rooms as they come online, bathrooms, common areas and all external areas. Community Care Campus Sacramento hosts many stakeholder tours from agencies across the state. The site needs to be maintained at the highest level so the team is prepared for any tour or visitor at any time.
  • Provide overall operational leadership for the recuperative care program and ensure day-to-day activities align with WPCC goals, policies, and contractual requirements.
  • Help develop and implement program goals, operational objectives, performance measures, and improvement strategies.
  • Work with leadership to oversee program budgets, monitor expenses, and maintain fiscal accountability in collaboration with leadership and finance.
  • Lead operational planning, policy implementation, and continuous quality improvement initiatives.
  • Ensure program operations meet applicable healthcare, regulatory, contractual, and funding requirements.

Site Operations & Safety

  • Work with the Senior Operations Manager to help manage the daily operations, staffing, logistics, and overall functionality of the recuperative care site.
  • Ensure the facility remains clean, safe, secure, and welcoming for clients, staff, and visitors.
  • Work with the Senior Operations Manager to help oversee client admissions, discharges, transfers, bed assignments, and overall site capacity.
  • Monitor facility needs and coordinate maintenance, supplies, equipment, and other operational resources.
  • Work with the Clinical Director of Integrated Care and thre Senior Operations Manager to ensure compliance with infection prevention and control practices, health and safety regulations, emergency preparedness plans, and WPCC policies.
  • With leadership team, identify operational risks and implement timely corrective actions to maintain a safe and effective care environment.

Staff Supervision & Development

  • With collaboration under the Senior Operations Manager, coordiinate the direct supervision of interdisciplinary site staff including Client Support Specialists, Case Managers, Medical Team members, Peer Support Workers, and other assigned personnel.
  • Participate in recruitment, interviewing, hiring, onboarding, training, and staff development.
  • Participate in ongoing coaching, performance feedback, and performance evaluations.
  • Manage staff schedules, timekeeping, attendance, coverage, and staffing levels to meet program and client needs.
  • Work collaboratively with the Senior Operations Manager and Human Resources to address employee performance, attendance, conduct, and workplace concerns in accordance with WPCC policies and HR procedures.
  • Foster a trauma-informed, culturally responsive, accountable, and collaborative workplace culture.

Client Care & Service Coordination

  • In tandem with The Leon Institute Clinical Director and the Senior Operations Manager, support the delivery of client-centered services and ensure individualized recovery and care plans are developed, implemented and monitored by the case management team. the delivery of client-centered services and ensure individualized recovery and care plans are developed, implemented, and monitored.
  • Monitor client needs, progress, transitions, and barriers to successful discharge.
  • Support the coordination of services among Case Management, Medical, Behavioral Health, Peer Support, and Client Support teams.
  • Collaborate with hospitals, healthcare providers, shelters, referral agencies, and other community partners to support continuity of care.
  • Provide leadership and support during client crises, grievances, behavioral concerns, and other emergent situations.
  • Ensure client concerns are addressed promptly and in accordance with WPCC policies and applicable requirements.

Program Oversight & Quality Assurance

  • Ensure adherence to the organizational data platform Chorus across all staff members required to use the system. This includes training, knowledge checks and any new program training and new features that may be rolled out.
  • Review program performance and identify operational gaps, trends, and opportunities for improvement.
  • Develop and implement corrective actions and solutions to address identified service or operational gaps.
  • Ensure accurate and timely completion of required program documentation, reports, and records in Chorus.
  • Ensure compliance with WPCC policies, healthcare standards, contractual obligations, licensing or regulatory requirements, and funding requirements.
  • Assist with billing processes, documentation reviews, audits, and resolution of identified discrepancies.
  • Conduct or support routine site and program audits and follow through on corrective actions.

Stakeholder Communication & Community Engagement

  • Serve as a primary operational contact for NHHA facilities team and external vendors supporting the site.
  • Represent WPCC as needed at organizational wide meetings, site visits, case conferences and other operational related meetings.
  • Develop and maintain strong working relationships with hospitals, shelters, healthcare providers, referral agencies, and community organization in tandem with the Senior Operations Manager.
  • Communicate program updates, operational expectations, policies, performance metrics, and client outcomes clearly and professionally.
  • Respond to stakeholder concerns and coordinate appropriate follow-up and resolution.
  • Identify opportunities to strengthen partnerships, improve referral processes, and expand access to recuperative care services.

 

REQUIREMENTS & QUALIFICATIONS

Education

  • Bachelor’s degree in public health, healthcare administration, social work, or related field (or equivalent experience).

Experience

  • Minimum 4–6 years in healthcare, shelter operations, or human services program management.
  • Demonstrated experience supervising multidisciplinary teams and managing budgets.
  • Strong knowledge of recuperative care, homelessness, and public health systems.

Certifications or Licenses

  • Basic Life Support (BLS) (required within 30 days of hire).
  • Valid CA Driver’s License and ability to travel locally.
