Job DetailsJob Location: Skagit Valley Family YMCA Mount Vernon Hoag Road - Mount Vernon, WA 98273Salary Range: $25.00 - $31.00 HourlyJob Shift: DayPOSITION SUMMARY:  The MV Hope Coalition Coordinator provides leadership, coordination, and administration of the MV Hope Coalition, a community-based substance use prevention coalition serving the Mount Vernon School District through Washington State's Community Prevention and Wellness Initiative (CPWI).

The Coordinator is responsible for planning, implementing, evaluating, and sustaining coalition activities using the Strategic Prevention Framework (SPF) and evidence-based prevention practices. This position builds partnerships across multiple community sectors, facilitates coalition development, oversees prevention planning and evaluation, manages contract deliverables, and coordinates community-wide prevention initiatives that improve youth behavioral health outcomes.

Working collaboratively with community leaders, schools, youth-serving organizations, healthcare providers, law enforcement, behavioral health agencies, businesses, local government, parents, youth, and other partners, the Coordinator promotes environmental prevention strategies, strengthens protective factors, and supports long-term community capacity to prevent youth substance use and promote mental wellness.

The Coordinator functions with a high degree of independence while maintaining close collaboration with YMCA leadership, Health Care Authority Prevention System Managers, prevention providers, subcontractors, and coalition members to ensure successful implementation of grant requirements and measurable community impact.

ESSENTIAL FUNCTIONS: 

Coalition Development & Leadership


Coordinate and facilitate the MV Hope Community Coalition, ensuring representation from all required community sectors.
Recruit, orient, train, and retain diverse coalition members reflective of the Mount Vernon community.
Build coalition capacity through education, leadership development, and technical assistance.
Coordinate coalition committees, workgroups, strategic planning sessions, and annual action planning.
Foster collaboration among schools, healthcare providers, youth organizations, law enforcement, local government, businesses, faith communities, parents, and youth.
Represent MV Hope at local, regional, statewide, and national prevention meetings, conferences, and collaborative initiatives.
Collaborate with neighboring coalitions and regional prevention partners to strengthen community prevention efforts.
Recruit and supervise volunteers, interns, and community partners as appropriate.


Strategic Prevention Framework (SPF) Implementation

Lead coalition implementation using the Strategic Prevention Framework by:


Conducting community assessments and reviewing local prevention data.
Identifying community strengths along with risk and protective factors.
Facilitating strategic planning based on data-driven community priorities.
Guiding coalition selection of evidence-based prevention strategies.
Supporting implementation fidelity and continuous quality improvement.
Developing sustainability plans for coalition efforts.


Assist coalition members and community partners in understanding:


Prevention science
Risk and protective factors
Environmental prevention strategies
Evidence-based prevention practices
Population-level prevention approaches
Community mobilization strategies


Prevention Program Coordination

Coordinate coalition-supported prevention initiatives, including but not limited to:


PAX Good Behavior Game
Positive Action
SPORT Prevention
Youth leadership programming
Parent education
Community awareness campaigns
Environmental prevention strategies
Community education and training events


Responsibilities include:


Coordinating implementation partners
Monitoring work plans and timelines
Supporting program fidelity
Tracking participation and outcomes
Ensuring contractual compliance


Community Outreach & Partnership Development


Build and maintain collaborative relationships with community organizations, schools, healthcare providers, behavioral health agencies, civic organizations, businesses, and local government.
Identify community resources and emerging prevention needs.
Facilitate community engagement activities and educational events.
Develop culturally responsive outreach strategies that increase participation among underserved populations.
Coordinate bilingual communication and facilitation in English and Spanish as needed through direct communication or interpretation services.
Support youth engagement and meaningful opportunities for youth voice in coalition planning.


Training & Technical Assistance


Develop and deliver prevention education and professional development opportunities.
Provide technical assistance to coalition members, subcontractors, community organizations, schools, and prevention partners.
Develop educational materials, presentations, workshops, and resource guides.
Stay informed on current prevention research and emerging best practices.
Serve as a community resource on prevention science, youth behavioral health, and evidence-based prevention strategies.


Data Collection, Evaluation & Reporting


Design and implement data collection methods and evaluation tools.
Collect, analyze, and interpret community data to guide prevention planning.
Conduct participant surveys and coalition assessments.
Evaluate coalition effectiveness and prevention outcomes.
Prepare monitoring reports, summaries, and presentations for coalition leadership and funders.
Maintain accurate records within required reporting systems, including Minerva and other HCA reporting platforms.
Complete monthly, quarterly, annual, and ad hoc reports within contractual timelines.
Monitor coalition benchmarks, strategic plans, logic models, work plans, and performance measures.


Grant Administration & Contract Compliance


Ensure compliance with all Washington State Health Care Authority CPWI contract requirements.
Coordinate implementation of the coalition's five-year strategic plan and annual action plans.
Monitor subcontractor performance and conduct site visits as required.
Interpret federal, state, and local prevention regulations to ensure program compliance.
Coordinate required documentation, deliverables, and reporting deadlines.
Assist with budget development and monitor expenditures in collaboration with YMCA leadership.
Assist with grant applications, sustainability planning, fundraising, and resource development.


Communications & Public Awareness


Develop newsletters, presentations, prevention messaging, and educational materials.
Maintain coalition website content and social media platforms.
Coordinate media campaigns and public awareness initiatives aligned with statewide prevention messaging.
Respond to media requests and participate in interviews, public presentations, and community forums.
Promote coalition accomplishments through community reports and stakeholder communications.


Professional Responsibilities


Attend required Health Care Authority provider meetings, trainings, and conferences.
Maintain current knowledge of prevention science, behavioral health, and public health best practices.
Obtain and maintain Certified Prevention Professional (CPP) credential if not currently certified.
Maintain confidentiality and ethical standards in accordance with YMCA policies and applicable regulations.
Perform other duties as assigned in support of MV Hope and Social Impact Programs.


 

Working Conditions

Work is performed in office, school, community, and remote settings. Frequent local travel is required throughout the Mount Vernon community and Skagit County. Occasional statewide and out-of-state travel is required for required trainings and conferences.

Evening and weekend work is periodically required to support coalition meetings, community events, trainings, and outreach activities.

Physical requirements include prolonged sitting, standing, walking, lifting materials up to 25–50 pounds, operating standard office equipment, and transporting program materials.
QualificationsMinimum Qualifications


Bachelor's degree in Public Health, Human Services, Behavioral Sciences, Social Work, Psychology, Sociology, Education, Public Administration, Health Education, or a closely related field. Equivalent combinations of education and experience may be considered.
Minimum of two years of experience in prevention, community organizing, coalition development, public health, youth development, behavioral health, education, or related fields.
Demonstrated experience coordinating community-based programs or collaborative initiatives.
Strong knowledge of prevention science, public health principles, and community mobilization.
Experience using data to guide planning, implementation, and evaluation.
Excellent organizational, facilitation, presentation, writing, and project management skills.
Ability to manage multiple priorities and meet contractual deadlines.
Strong computer proficiency, including Microsoft Office, Google Workspace, virtual meeting platforms, and data management systems.
Valid Washington State driver's license, reliable transportation, and automobile insurance.


Preferred Qualifications


Certified Prevention Professional (CPP) credential or ability to obtain within 18 months.
Experience with Washington State Community Prevention and Wellness Initiative (CPWI).
Knowledge of the Strategic Prevention Framework (SPF) and Communities That Care (CTC).
Experience managing grants and government contracts.
Experience facilitating diverse community coalitions.
Bilingual English/Spanish proficiency preferred.
Familiarity with prevention data systems including Minerva.
