What You’ll Do

As the Military and Veteran Services Manager, you will provide day-to-day leadership, management, coordination, and operational oversight of Veterans Forward – Texas. Reporting to the Director of Military and Veteran Services (Easterseals Maine), you will oversee the implementation of assigned programs and services, including the Texas Workforce Commission (TWC) Veterans Workforce Outreach contract.

In this role, you will lead frontline staff responsible for outreach, participant engagement, employment services, supportive services coordination, and case management. You will translate program strategy into effective daily operations by supervising staff, monitoring contract performance, ensuring regulatory compliance, maintaining high-quality participant services, and fostering collaborative relationships with workforce partners, employers, Veteran-serving organizations, and community agencies.

As the operational leader for Veterans Forward, you will be accountable for achieving contract performance goals while ensuring services are delivered with professionalism, accountability, compassion, and adherence to the Veterans Forward service delivery model. Serving as the primary liaison between program staff and the Program Director, you will drive continuous quality improvement and support exceptional outcomes for Veterans and program participants.

 

Your Responsibilities Will Include

Program Leadership and Operations

  • Direct daily operation of Veterans Forward – Texas. 
  • Implement policies, procedures, and service delivery standards established by Easterseals Lone Star and the Program Director. 
  • Ensure consistent implementation of the Veterans Forward service model. 
  • Coordinate program activities across all assigned geographic service areas. 
  • Develop operational plans that support contract objectives. 
  • Recommend operational improvements that enhance participant outcomes. 
  • Ensure consistent participant-centered service delivery. 

 

Staff Supervision

  • Directly supervise Veteran Peer Specialists and assigned program staff. 
    • Recruit, interview, onboard, and train new employees. 
    • Conduct coaching, mentoring, and professional development activities. 
    • Complete annual performance evaluations. 
    • Conduct routine case conferences and staff meetings. 
    • Monitor staff productivity and workload distribution. 
    • Establish individual performance goals. 
    • Develop corrective action plans when necessary. 
    • Foster a positive, collaborative, mission-driven work environment. 

 

Contract Performance Management

  • Monitor all contract performance measures including:
  • Outreach activities 
  • Eligibility determinations 
  • Enrollments
  • Employment placements 
  • Credential attainment 
  • Employment retention 
  • Supportive service coordination 
  • Case documentation 
  • Follow-up services 
  • Participant outcomes 
  • Develop corrective action plans whenever performance targets are not being achieved.

 

Program Quality Assurance

  • Develop and implement quality assurance processes to ensure:
    • Complete participant files 
    • Accurate eligibility documentation 
    • Timely case notes 
    • Required participant documentation 
    • Compliance with TWC requirements 
    • Audit readiness 
    • Data integrity 
    • Consistent participant service standards 
    • Conduct routine case reviews and file audits.

 

Contract Compliance

  • Ensure compliance with:
  • Texas Workforce Commission requirements 
  • Federal workforce regulations 
  • Veterans program guidance 
  • Organizational policies 
  • Equal Opportunity requirements 
  • Confidentiality regulations 
  • Data security requirements 
  • Record retention policies 
  • Contract deliverables 
  • Prepare for monitoring visits, audits, and compliance reviews.

 

Performance Reporting

  • Oversee collection and validation of program data.
    • Review and approve:
  • Monthly reports 
  • Performance dashboards 
  • Outreach reports 
  • Enrollment reports 
  • Outcome reports 
  • KPI reports 
  • Corrective action reports 
  • Provide operational analysis and recommendations to the Program Director.

 

Budget and Resource Management

  • Assist the Program Director with:
    • Budget monitoring 
    • Resource allocation 
    • Staffing plans 
    • Equipment needs 
    • Operational expenditures 
    • Procurement requests 
    • Contract utilization 
    • Financial forecasting 
    • Promote efficient utilization of program resources.

 

Community Partnerships

  • Develop and maintain collaborative relationships with:
    • Texas Workforce Solutions Offices 
    • Veteran Service Organizations 
    • VA Medical Centers 
    • Community Based Outpatient Clinics 
    • County Veteran Service Officers 
    • Employers 
    • Community colleges 
    • Apprenticeship programs 
    • Housing providers 
    • Behavioral health providers 
    • Faith-based organizations 
    • Community organizations 
    • Local government agencies 
  • Represent Veterans Forward at community meetings, employer events, workforce councils, and stakeholder meetings.

 

Employer Development

  • Support employer engagement activities by:
    • Developing employer partnerships 
    • Promoting veteran hiring initiatives 
    • Coordinating hiring events 
    • Assisting staff with employer relationships 
    • Expanding employment opportunities 
    • Supporting work-based learning opportunities 

 

Participant Services Oversight

  • Ensure participants receive coordinated access to:
    • Career services 
    • Employment placement 
    • Occupational training 
    • Apprenticeships 
    • Supportive services 
    • Benefits navigation 
    • Housing resources 
    • Transportation assistance 
    • Financial assistance 
    • Healthcare 
    • Behavioral health services 
  • Monitor participant engagement throughout enrollment and follow-up.

 

Continuous Quality Improvement

  • Develop operational improvement strategies through:
    • Data analysis 
    • Staff feedback 
    • Participant satisfaction 
    • Community partner feedback 
    • Performance trend analysis 
    • Best practice implementation 
    • Lead continuous improvement initiatives.

 

You’re a great fit for this role if you have or are:

  • Bachelor's degree in Human Services, Social Work, Public Administration, Business Administration, Workforce Development, or related field. 
  • Minimum five (5) years of progressively responsible experience managing workforce development, employment, veterans services, or human service programs. 
  • Minimum three (3) years of supervisory experience. 
  • Experience administering publicly funded contracts. 
  • Experience managing staff performance. 
  • Experience developing community partnerships. 
  • Valid Texas driver's license, reliable transportation, and automobile insurance. 
  • Experience with Texas Workforce Commission programs. (preferred)
  • Certified Workforce Development Professional (CWDP). (preferred)
  • Military cultural competency training. (preferred)
  • Project Management certification. (preferred)
  • Experience using workforce case management systems. (preferred)
  • Veteran of the United States Armed Forces. (preferred) 

 

Compensation & Benefits

  • Compensation:  $64,000 - $70,000 Per year
