Job Description:

The State of Nebraska, Department of Health and Human Services Medicaid and Long-Term Care team is seeking a highly motivated leader for the Medicaid Projects & Delivery Administrator role. This position serves as the operational lead for the Medicaid Project and Performance Management team and works closely with the Deputy Director.

Under administrative direction, the Administrator II administers, directs, and coordinates a major unit within the Department of Health and Human Services, overseeing multiple complex and diverse statewide programs that significantly impact agency operations.

As the Medicaid Projects & Delivery Administrator, you will:

  • See to the direct supervision of the DHHS Administrator I, who leads the Medicaid BA team.
  • Ensure oversight of UAT testing coordination across Medicaid system releases.
  • Give project and portfolio management support, including alignment with the broader DHHS PMO.
  • Provide vendor and contractor oversight for assigned technology projects.
  • Drive continuous improvement in how the team manages delivery, documentation, and reporting.
  • Exercise independent judgment on day-to-day operational matters.

Hire Rate: $37.891 per hour – Exempt

Location: Statewide pending space availability


 

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related fields AND four years of experience in a field related to the assigned program area including supervisory experience. OR Master’s degree in any of the above-mentioned fields AND two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications:

  • Preferred candidates will have experience managing or coordinating complex projects, ideally within health and human services or Medicaid programs.
  • Familiarity with Medicaid policy, eligibility systems, or federal compliance requirements is highly valuable.
  • Project management experience, including managing timelines, vendors, and cross-functional stakeholders, is central to this role.
  • Strong candidates will have experience in systems implementation, emerging technology, and have strong written and verbal communication skills.
  • Direct supervisory experience, particularly managing a team of analysts or project staff.
  • Familiarity with Nebraska DHHS systems (NFOCUS, iServe, MMIS) or equivalent state Medicaid enterprise systems.
  • A track record of building or scaling internal capability such as team development, process improvement, or program expansion.

Knowledge, Skills, and Abilities:

Knowledge of: federal and State laws and regulations relevant to the directed program; quality assurance/performance improvement principles and programs and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.

Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.

Ability to: learn, apply and interpret agency policies and procedures; identify and relate pertinent pieces of information to form conclusions; establish program objectives or performance goals and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals or objectives; respond to changes in direction, priorities and agency values; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments; identify and integrate concrete and abstract variables to formulate approaches to major problems; exercise.
