The Manager, State Policy Program will be responsible for leading state-level policy related to the interests, mission, and priorities of The National Comprehensive Cancer Network. In this role, the position will work with and report to the Senior Manager, Policy & Advocacy. The Manager, State Policy Program will identify and advise NCCN senior leadership on key policy areas and states for engagement. The Manager, State Policy Program will leverage legislative and regulatory opportunities to advance the priorities and influence of NCCN and achieve equitable access to guideline concordant care. 


Additionally, the Manager, State Policy Program ensures that state-level stakeholders, elected officials, committees and agencies are made aware of the importance of guideline-concordant care, and that they are better positioned to support policy priorities that align with the overall mission of NCCN. The Manager will also be responsible for monitoring, assessing, and influencing state oncology policy, overseeing programs such as The State Oncology Society Forum(SOSF), and supporting NCCN’s Oncology Policy Summit Series. This position requires occasional overnight travel.

Requirements

MAJOR RESPONSIBILITIES:


Advocacy and Stakeholder Engagement

  • Acts as a primary point of contact for state-based policymakers, patient advocacy organizations, provider groups, industry stakeholders, and other relevant stakeholders and decision makers. 
  • Leads quarterly convenings of the State Oncology Society Forum (SOSF) by performing policy research, organizing meetings, hosting key presenters and speakers before the forum, and serving as an advisor for state society presidents and executive directors on issues relevant to ensuring patient access to guideline-concordant care.
  • Represents NCCN in regular meetings and conference calls with relevant cancer-policy and advocacy coalitions as approved by Manager and Vice President.
  • Establishes and maintains strategic partnerships with state lawmakers, professional associations, state-societies, and community-based organizations to amplify and ensure the effectiveness of advocacy initiatives.
  • Oversees the development of relevant content including legislative testimony, support letters, and issue briefs.
  • Leads relevant educational programming including policy and educational briefings to policymakers and staff at the state level and assistance in the planning and implementation of the NCCN Oncology Policy Summit Series and other policy-related programs and initiatives. 

Program Leadership

  • Identifies strategic priorities for focus within the state policy program at NCCN. 
  • Contributes to strategic planning and provides program leadership for the state policy program at NCCN.
  • Works to identify gaps in programming and identify possible solutions including through the identification of potential funding, and/or other programming resources to grow the capacity and influence of the program in collaboration with NCCN leadership.
  • Develops funding proposals and contributes to the budgeting process as relevant for state policy relevant programs.

Research and analysis

  • Leads the development of infrastructure to support NCCN’s state policy monitoring and engagement. Actively tracks state regulation and legislation pertinent to active NCCN policy priorities, mission, and vision.
  • Supports the development of the NCCN Health Policy Research Program by assisting the Health Policy Research Manager in identifying policy research opportunities across states. 
  • Attend conferences, briefings, and other cancer-policy events to monitor oncology trends and influential players within the state landscape.

Communications

  • Updates and provides counsel to NCCN leadership on relevant state cancer-policy issues and the execution of state policy priorities.
  • Regularly authors and contributes to original works including Journal of the National Comprehensive Cancer Network (JNCCN) manuscripts, white papers, and op-eds.
  • Assists in the distribution of a monthly policy update delivered to cancer center directors, relevant committees, and NCCN staff members.
  • Assists in maintaining the Policy and Advocacy content on NCCN.org.


EDUCATION/RELATED EXPERIENCE

  • 5 or more years of state lobbying/coalition building experience.
  • Successful completion of a master’s program in health policy, public policy, public health, business, economics, social work, public administration, or other related field or equivalent work experience.
  • Knowledge of national oncology policy, quality of care discussion and movement, as well as key challenges facing stakeholders.
  • Organizational ability to manage multiple tasks simultaneously and independently.
  • Strong proofreading skills and absolute attention to detail.
  • Excellent interpersonal and communication skills.
  • Excellent relationship building skills.
  • A commitment to the NCCN mission and values.


SKILLS AND ABILITIES:

  • Multiple years of professional experience working in a state legislature on health policy, or in a state policy capacity for an advocacy organization, state society, professional association, or corporation.
  • Demonstrated successes in health policy and/or coalition building.
  • Strategic thinker with strong attention to detail and excellent project management skills.
  • Policy research experience desirable but not required.


WORK ENVIRONMENT & PHYSICAL REQUIREMENTS:

  • This position operates in a professional office environment and is largely sedentary. 
  • This role routinely requires the use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • This position requires occasional overnight travel.
