Overview:

Pay Range: $38.12 - $48.35 per hour (Non-Bargaining Pay Plan C44 Step 1-13)
Hiring Range: $38.12- $40.46 per hour (Non-Bargaining Pay Play C44 Step 1-4 DOQ)

There is one Manager I opening in the Yakima County Department of Corrections. This position is responsible for managing all aspects of the revenue cycle, ensuring compliance with Medicaid and other payer regulations, and optimizing financial performance. The role oversees billing, coding, collections, denial management, and process improvement initiatives to maximize reimbursements and maintain operational efficiency. Additionally, this position provides leadership, training, and guidance to staff while managing stakeholder communications and project deliverables related to the Washington Demonstration Initiative.

Responsibilities:

Job Description

Essential Duties:

Revenue Cycle Oversight: Manage the complete revenue cycle process, including billing, coding, collections, denial management, and compliance with payer requirements.

Billing Accuracy: Monitor and ensure the accuracy and efficiency of patient billing information; review and resolve issues related to claim generation, rejections, and denials.

Coding and Compliance: Implement coding changes and provide education to clinical and billing staff; ensure adherence to Medicaid and regulatory standards.

Revenue Optimization: Develop and execute strategies to increase reimbursements, optimize cash flow, minimize bad debt, and improve overall financial performance

Medicaid Program Support: Conduct monthly Medicaid analysis; assist the State with Medicaid billing programs; review and assess current claiming policies and procedures; provide recommendations for improvement

Consulting and Reporting: Deliver consulting services, data transfer, and claims processing to increase federal Medicaid revenues; prepare and present reports and data analyses to State stakeholders.

Project Management: Manage time, deliverables, and budgets within the scope of the Washington Reentry Demonstration Initiative; develop and implement project documentation templates and methodologies.

Stakeholder Communication: Communicate project expectations to team members and stakeholders; facilitate meetings, create agendas, and track action items; escalate issues to upper management as needed.

Process Improvement: Identify and implement process enhancements related to revenue cycle management, including automation and system upgrades. Prepares related reports to ensure compliance with program guidelines and legal requirements.

Documentation and Compliance: Maintain comprehensive project documentation; ensure adherence to Medicaid Reentry Initiative regulations and standards.

Other duties as assigned. May be required to travel to other work sites and meetings.

Education and Experience:

Bachelor's degree: Bachelor's of Arts / Sciences degree in field related to position. Social Work or counseling AND Three (3) years of experience related to Medicaid billing with a solid understanding of healthcare billing practices, Medicaid regulations, and familiarity with medical billing software, such as electronic health records and coding systems.

Required: Employee must provide proof that he/ she is a United States veteran, per RCW 73.08. Valid US State Driver’s License and proof of insurance, if requested 7 Form Revised 10/2016 Successful completion of a criminal and financial background investigation and general employment verification Active member in good standing with one of the following: American Academy of Professional Coders (AAPC)

Preferred: Resident of Yakima County HIPPAA compliance training Active member in good standing with one of the following: American Medical Billings Association (AMDA) or Certified Professional Coder (CPC)

This position operates within a correctional facility, where security restrictions, limited access, and technology constraints may affect timelines and data availability. The role involves handling sensitive health and justice information, requiring strict compliance with HIPAA, Medicaid regulations, and facility protocols. Failure to maintain compliance can result in claim denials, financial loss, and reputational risk. Mitigation includes robust access controls, encryption, compliance audits, standardized documentation, and adherence to safety and communication protocols.
