Housing, Advocacy, Vocational, and Employment Support Incorporated (HAVE Support, Inc.) is a Maryland Developmental Disabilities Administration (DDA) provider committed to delivering person-centered, clinically appropriate, and community-based supports to children and adults with intellectual and developmental disabilities.

HAVE Support provides Behavioral Support Services, Meaningful Day Services, Residential Services, Personal Supports, Nursing Support Services, and other DDA-authorized services throughout Maryland.

We are seeking a Maryland Licensed Certified Social Worker-Clinical (LCSW-C) to join our Behavioral Support Services team and provide behavioral assessments, behavior plan development, consultation, caregiver and staff support, and clinical oversight consistent with Maryland DDA requirements.

Position Summary

The LCSW-C – Behavioral Support Services is responsible for assessing individuals with behavioral, psychological, emotional, and social support needs and developing individualized, person-centered behavioral interventions.

The clinician will work collaboratively with participants, families, guardians, Coordinators of Community Services (CCS), Direct Support Professionals (DSPs), Residential and Meaningful Day teams, nursing professionals, other clinicians, and community providers.

The LCSW-C will complete Behavioral Support Services in accordance with the participant's Person-Centered Plan (PCP), Maryland DDA requirements, applicable regulations, and HAVE Support policies.

Primary services may include:

  • Behavioral Assessment
  • Behavior Support Plan development
  • Behavioral Consultation
  • Behavioral Support Implementation and monitoring
  • Staff and caregiver training
  • Data review and clinical recommendations
  • Participation in interdisciplinary team meetings
  • Standing Committee preparation and clinical follow-up, when applicable
Essential Duties and Responsibilities

Behavioral Assessment

  • Conduct comprehensive behavioral assessments for individuals receiving DDA services.
  • Review the individual's Person-Centered Plan, medical information, psychological or psychiatric information, behavioral history, incident reports, HRST information when available, previous behavior plans, and other relevant records.
  • Interview the participant, family members, guardians, staff, caregivers, CCS, and other members of the interdisciplinary team.
  • Conduct direct observations across relevant settings when clinically appropriate.
  • Identify behavioral patterns, antecedents, triggers, consequences, environmental variables, communication needs, and possible functions of behavior.
  • Evaluate psychological, emotional, social, environmental, and behavioral factors contributing to the participant's support needs.
  • Establish measurable behavioral baselines using available data.
  • Determine additional data collection requirements when existing information is insufficient.
  • Develop clinically appropriate recommendations based on assessment findings.
Behavior Support Plan Development

  • Develop individualized, person-centered Behavior Support Plans based on behavioral assessment findings.
  • Clearly define target behaviors in measurable and observable terms.
  • Establish prevention and proactive support strategies.
  • Develop functional replacement skills and teaching strategies.
  • Establish reinforcement strategies appropriate to the individual.
  • Develop clear response strategies for staff and caregivers.
  • Address crisis prevention, health and safety considerations, and escalation/de-escalation strategies when applicable.
  • Ensure plans emphasize dignity, choice, autonomy, least-restrictive practices, and positive behavioral supports.
  • Identify any restrictions or rights-related interventions requiring additional review or approval.
  • Revise Behavior Support Plans based on clinical data, participant needs, team feedback, and changes in circumstances.
Behavioral Consultation

  • Provide ongoing behavioral consultation to participants, families, guardians, DSPs, residential staff, day program staff, and other members of the support team.
  • Review behavioral data and determine whether interventions are producing the intended results.
  • Make recommendations regarding changes to behavioral interventions.
  • Participate in Person-Centered Planning meetings, interdisciplinary team meetings, clinical meetings, and case conferences as needed.
  • Collaborate with psychiatrists, physicians, nurses, psychologists, BCBAs/LBAs, therapists, and other treating professionals.
  • Assist teams with identifying behavioral risks and appropriate preventative strategies.
  • Provide consultation following significant behavioral events, incidents, hospitalizations, environmental changes, or other changes in condition.
Staff and Caregiver Training

  • Train staff and caregivers on implementation of the individual's Behavior Support Plan.
  • Demonstrate behavioral strategies and interventions in the participant's natural environment when appropriate.
  • Ensure staff understand target behaviors, prevention strategies, replacement skills, reinforcement procedures, response procedures, and documentation expectations.
  • Assess staff understanding and implementation of behavioral interventions.
  • Provide retraining or coaching when implementation concerns are identified.
  • Coordinate with HAVE Support's Learning & Development team regarding required participant-specific training.
Data Collection and Clinical Monitoring

  • Develop appropriate ABC data collection, frequency tracking, duration tracking, intensity tracking, or other behavioral monitoring tools.
  • Review behavioral data at clinically appropriate intervals.
  • Analyze trends and changes in behavioral frequency, intensity, duration, and circumstances.
  • Evaluate whether behavioral interventions are effective.
  • Document progress toward behavioral goals.
  • Modify treatment recommendations based upon objective data and clinical observations.
  • Ensure behavioral documentation supports continuity of care and DDA service requirements.
Standing Committee and Rights-Related Review

  • Identify behavioral interventions that may require Standing Committee or other rights-related review.
  • Prepare appropriate clinical documentation for Standing Committee review.
  • Present behavioral recommendations and supporting clinical rationale when required.
  • Respond to requested revisions or recommendations from the Standing Committee.
  • Monitor approved interventions to ensure continued clinical necessity and appropriateness.
  • Recommend reduction or discontinuation of restrictive interventions when clinically indicated.
Documentation and Compliance

  • Complete clinical documentation accurately and within required timelines.
  • Maintain behavioral assessments, Behavior Support Plans, consultation notes, training documentation, data reviews, progress summaries, and related clinical records.
  • Ensure documentation supports authorized services and billed units.
  • Maintain confidentiality in accordance with HIPAA and organizational requirements.
  • Follow Maryland DDA policies, applicable COMAR requirements, Medicaid requirements, professional licensing standards, and HAVE Support policies and procedures.
  • Participate in internal audits, quality assurance reviews, DDA reviews, and other compliance activities when requested.
  • Assist with corrective actions involving Behavioral Support Services when appropriate.
Required Qualifications

  • Master's degree in Social Work from an accredited institution.
  • Current and unrestricted Maryland Licensed Certified Social Worker-Clinical (LCSW-C) license.
  • Must remain in good standing with the Maryland Board of Social Work Examiners.
  • Clinical experience assessing and treating behavioral, emotional, psychological, or social needs.
  • Knowledge of behavioral assessment, positive behavioral supports, trauma-informed practices, person-centered planning, and least-restrictive interventions.
  • Ability to develop clear, measurable, and clinically appropriate behavioral recommendations.
  • Strong clinical documentation and report-writing skills.
  • Ability to work collaboratively with individuals with disabilities, families, guardians, support staff, and interdisciplinary teams.
  • Ability to maintain professional boundaries and confidentiality.
  • Ability to complete required criminal background and credential verification requirements.
  • Ability to complete required DDA orientation, training, and participant-specific training.
Preferred Qualifications

  • Previous experience working with individuals with intellectual and developmental disabilities.
  • Previous experience providing services within the Maryland Developmental Disabilities Administration system.
  • Experience developing Behavioral Assessments and Behavior Support Plans.
  • Experience providing Behavioral Support Services under a Medicaid HCBS waiver.
  • Knowledge of Maryland DDA Person-Centered Plans.
  • Experience working with Coordinators of Community Services.
  • Experience reviewing ABC data and other behavioral data.
  • Experience providing staff and caregiver training.
  • Experience supporting individuals with complex behavioral or clinical needs.
  • Knowledge of DDA rights protections and Standing Committee processes.
  • Experience collaborating with residential, Meaningful Day, Personal Supports, nursing, and other interdisciplinary service teams.

Work Environment

This position may include a combination of:

Travel throughout assigned Maryland service areas may be required depending on caseload.
