Job Title: Program Director, Licensed Child Placing Agency Administrator (LCPAA) 
Reports To: Executive Director 
FLSA Status: Full Time, Exempt 


Summary 
The Program Director, LCPAA is responsible for overall administration, operation and management of the 
shelter program.  
Essential duties and responsibilities include the following. Other duties may be assigned as 
necessary. 


• Have daily supervision and overall administrative responsibility for all Life Enhancement Services offices, 
including our main office and any branch offices which may be developed; and
• Be responsible for or assign responsibility for:
o Administering and managing Life Enhancement Services according to our policies;
o Ensuring that the Life Enhancement Services complies with applicable rules of this chapter, Chapter 
42 of the Human Resources Code, Chapter 745 of this title (relating to Licensing), and other 
applicable laws;
o Personnel matters, including hiring, assigning duties, training, supervision, evaluation of employees, 
and terminations;
o Developing and maintaining an on-call schedule to ensure awake, continuous coverage can be 
provided throughout the night to meet the particular needs of a child if needed.
o Ensuring persons whose behavior or health status presents a danger to children are not allowed at 
the agency or foster homes; and
o Administering and managing our approved agency plans These plans:
Evaluate the effectiveness or our system for meeting the rules of this chapter; and
Ensure the investigation of reports of minimum standards violations, upon our request.
• Designating an employee to be responsible for the overall administration of the agency while the 
administrator is absent from the agency on a frequent and/or extended basis.
• Responsible to ensure employees are in place to handle emergencies and that all youth in care are properly 
supervised.
• Represents agency programs at community events and functions.
• Maintains confidentiality and other responsibilities listed in governmental laws and regulations, as well as 
agency policies and procedures.
• Staying abreast, making recommendations, and implementing new standards into Life Enhancement 
Services policies and procedures.
• Monitoring and maintaining records regarding state compliance for audit.
• Evaluation and recommendation of employees.
• Negotiating conflict between all parties affected. Developing and maintaining positive staff morale. 
Completing and maintaining personnel information.
• Evaluating staff needs and developing a staff development plan.
• Overseeing development of trainings.
• Be aware of trends in the child welfare industry.
• Develop a positive relationship with state, regional, and local referral entities.
• Develop, recommend, and control branch budget.
• Monitor and approve petty cash expenditures and reports.
• Regularly attend and conduct staff meetings. 


PROGRAM DIRECTOR, LCPAA 
Job Description 

• Supervise treatment planning and progress of children in placement.
• Responsible for corrective action when needed.
• Ensure all deadlines are met by all staff members.
• Attends trainings and meetings as required.
• Shares/transmits the mission and vision of Life Enhancement Services to staff and to clients and 
families. 
SUPERVISOR RESPONSIBILITIES 
Responsible for direct and indirect supervision of Staff Supervisors, Therapists, Clinical Support Specialists, 
Counselors, Respite Care Givers, and Mentors. Responsibilities may include interviewing, recommendations 
for hiring, and training employees; planning, assigning and directing work; appraising performance, recognizing 
staff performance and disciplining employees; addressing complaints and resolving problems. 
QUALIFICATIONS

The Program Director, LCPAA must be a full time employee of the agency, and be present at an agency office 
to provide on-site administrative oversight. If acting as the administrator for two residential child-care operations under 
§749.633 of this title, the administrator must split a full-time schedule between the two operations as described in the 
professional staffing plans for each operation. At least one agency must have 25 or fewer homes and both operations 
must be in good standing with licensing.
EDUCATION, LICENSURE AND/OR EXPERIENCE 
The Program Director must be a Licensed Child Placement Agency Administrator.  Master’s Degree in social 
work or related field.  At least five (5) years of experience working with children in the child welfare industry and 
three (3) years of progressive supervisory and administrative experience. 
LANGUAGE SKILLS 
Ability to read and comprehend simple instructions, short correspondence, and memos.  Ability to 
communicate effectively both verbally and in writing with superiors, colleagues, and individuals inside and 
outside the ministry. 
MATHEMATICAL SKILLS 
Ability to apply basic mathematical concepts such as fractions, percentages, ratios, and proportions to practical 
solutions.  
REASONING ABILITY 
Ability to apply common sense understanding to carry out simple one or two-step instructions. Ability to deal 
with standardized situations with occasional variables.  
OTHER REQUIREMENTS 
Valid driver's license, appropriate insurance and reliable car. 
Must submit to and pass a pre-employment drug test. 
Must submit to and pass random drug tests during employment.  
Must successfully pass all background screens as required by the state.
