Description

If you are, this Human Services Program Branch Manager position, with the Cabinet for Health and Family Services’ medical cannabis program may be the right fit for you.

This position will manage enforcement and compliance over Kentucky’s medical cannabis program by providing branch oversight and direction to employees, while also performing, and approving completed investigations related to enforcement and compliance of medical cannabis laws.

This Human Services Program Branch Manager will provide direction, advice, and assistance to branch and executive leadership, develop policies and procedures, and complete specials projects. The position will allow you to use your leadership, managerial, and communication skills to perform and assist employees in the branch providing a crucial service to the Commonwealth by ensuring enforcement and compliance with medical cannabis laws.

This position will report to an office in Frankfort, Kentucky. This position may require in-state travel, and overtime.

Responsibilities include, but are not limited to:
  • Manages and coordinates the work of staff performing enforcement and compliance work.
  • Interprets Kentucky Medical Cannabis polices and regulations and shares program knowledge with employees, providers, the general public and others.
  • Recommends and implements branch operational policies and procedures.
  • Ensures accurate reporting of branch statistics.
  • Conducts investigations as required.
  • Provides training on processes and procedures.
  • Reviews final enforcement and compliance reports for accuracy and legal adherence to applicable laws and regulations.
  • Completes detailed reports, and other written correspondence.
  • Reviews reports for accuracy.
  • Completes special projects.
  • Represents the branch at meetings and may serve on committees as assigned.
  • Conducts training and serves as a mentor.
  • Compiles and drafts written reports and communications.
  • Delivers presentations to groups of varying sizes.
  • Assists in development, evaluation and interpretation of agency program policies, procedures, and guidelines.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in the administration of human services programs, emergency management services, emergency medical technician, paramedic, or related field.

Substitute EDUCATION for EXPERIENCE: A master's degree in social work, health administration, labor relations, public or business administration or related field will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Administrative or business experience, or professional, subprofessional, or clerical work in a human services area, emergency management services, emergency medical technician, paramedic, or related field will substitute for the required education on a year- for-year basis.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
