The Human Resources Director is responsible for leading the Agency’s people strategy and promoting a person-centered, trauma-informed organizational culture that integrates diversity, equity, inclusion, and belonging (DEIB) values. This role provides strategic leadership across all HR related functions, including employee engagement, performance management, training and development, employee relations, and organizational development. The Direct ensures policies, programs, and practices support a positive, productive work environment and enhance employee experience and well-being. 

Supervision:

Reports directly to the Chief Financial Officer.

Duties/Responsibilities:


Strategic & Organizational Development


Set and lead the Agency’s People Strategy in alignment with organizational goals. 
Design, implement, and continuously improve performance management systems aligned with Agency values and competencies. 
Use employee engagement data and workforce metrics to inform decision-making and drive organizational improvements. 


Employee Engagement & Culture

Oversee and guide the Staff Engagement & Belonging Committee to develop and implement initiatives that promote employee well-being and engagement. 
Coordinate Trauma-Informed Leadership Team (TILT) efforts to embed trauma-informed practices across the Agency.  
Develop and manage employee recognition programs to acknowledge and reward outstanding employee performance, boosting morale and motivation.
Manage the employee engagement budget and ensure effective use of resources. 


Training, Development & Onboarding

Assess organizational needs and develop a comprehensive training strategy, including technical skills, leadership development, and inclusive workplace practices. 
Create and support career pathing opportunities that encourage both horizontal and vertical growth.
Develop or procure effective training materials using a variety of delivery methods. 
Oversee new hire orientation and onboarding to ensure consistent and positive employee experience


Employee Relations & HR Operations

Oversee staff meetings, including crafting agendas, sending out calendar invites, and facilitating discussions. 
Lead employee relations efforts, including coaching managers, supporting performance improvement processes, and ensuring consistent application of policies. 
Provide guidance on employee concerns and workplace issues, escalating complex or sensitive matters as appropriate. 
Attends and participates in employee disciplinary meetings, terminations, and investigations, ensuring a fair and legally sound approach.  
Partner with legal counsel as needed to maintain compliance and minimize organizational risk. 
Develop a customized recruitment strategy that focuses on diverse slates, hard to fill roles and relationship building with external partners that house sought after candidates.


Culture, Collaboration& External Engagement

Promote and model the Agency’s culture, values, and leadership expectations. 
Stay informed of trends and best practices in HR and employee engagement to continuously improve strategies. 
Lead and support internal committees related to culture, engagement, and safety. 
Build and maintain relationships with external partners and represent the Agency in relevant community and professional settings. 


Performs other related duties as assigned.

QualificationsKnowledge, Skills, and Abilities: 


Excellent verbal and written communication skills.  
Strong presentation and facilitation abilities. 
Thorough understanding of HR principles, employee relations, and organizational development. 
Demonstrated ability to build relationships and influence across all levels of the organization. 
Experience in designing and implementing employee engagement, training, and development initiatives. 
Proficiency in Microsoft Office Suite, HRIS platforms (e.g. Paycom), and related systems. 


 

Education and Experience:


Bachelor’s degree in Human Resources, Human Services, Pubic or Business Administration, or related field required.
At least five years of progressively responsible experience in HR, organizational development, or a related field. 
SHRM-CP or SHRM-SCP certification preferred.  


Physical Requirements: 


Prolonged periods sitting at a desk and working on a computer.
Ability to lift up to 15 pounds occasionally.
