Job Position Description:

Community Action is seeking a compassionate and skilled Housing Stability Resource Navigator to conduct comprehensive assessments and provide critical crisis intervention services to low-income households.

This key role operates within different systems of care across Washington County, utilizing culturally responsive, trauma-informed, and people-centered practices to provide equitable access to essential services.

Abbreviated Duties List:

  • Conduct phone-based or face-to-face comprehensive assessment interviews with low-income Washington County households.
  • Independently provide on-site crisis intervention and make immediate, independent decisions based on presenting client needs.
  • Determine eligibility and initiate referrals for a variety of critical programs, including Rent Assistance, Utility Assistance, CARE Assessment, Community Connect, and Oregon Health Plan navigation.
  • Allocate resources to households based on assessment results and in-depth knowledge of Community Action and Washington County resources.
  • Function independently as part of an interdisciplinary team with staff from partner agencies (e.g., Providence, Family Justice Center).
  • Provide services to individuals and families outside of the main office (e.g., schools, homes, community organizations) to promote equitable access.
  • Maintain real-time, accurate, complete, and confidential records, including strict data entry into multiple computer record systems/databases (statewide client databases).
  • Maintain a comprehensive understanding of eligibility requirements for all Community Action and community partner programs.

Abbreviated Requirements:

  • Minimum of a High School Diploma/Equivalent plus at least three (3) years in eligibility determination, including phone and face-to-face customer/client intake.
  • Bilingual Requirement: REQUIRED to be fully bilingual (verbal and written) in Spanish.
  • Proven experience de-escalating crisis situations and providing trauma-informed client services.
  • Experience coordinating with other professionals and social service agencies.
  • Ability to adapt quickly to changing client needs and make independent decisions based on those needs.
  • Intermediate computer literacy in MS Word, Excel, Outlook, and related software programs.
  • Demonstrated experience completing data entry with a high degree of accuracy into computer databases.
  • Ability to work effectively and collaboratively in a diverse work environment and communicate effectively both orally and in writing.
  • Must have a valid driver's license, maintain a good driving record, and provide proof of insurance for personal vehicle.

What Will Make You Stand Out:

  • Familiarity with Washington County community resources.
  • Experience with client databases, specifically OPUS and/or ServicePoint.
