Catholic Charities of Baltimore, Weinberg Housing and Resource Center is seeking a Housing Specialist to coordinate and manage housing placement, leasing, housing stability, and community resource services to ensure safe, stable, and quality housing opportunities for individuals and families. The position supports clients through housing readiness activities, housing search and placement, lease administration, landlord engagement, property compliance activities, and housing retention services. The Housing Specialist delivers services in a manner consistent with the organization's mission, values, policies, and procedures while promoting positive relationships with clients, landlords, community partners, and service providers relationships. The work schedule is Monday- Friday 9 AM - 5 PM.

Weinberg Housing and Resource Center is a low-barrier emergency shelter that provides homeless services to over 275 adult men and women each night in the City of Baltimore. Our services include shelter, convalescent care, breakfast and dinner, showers, laundry, case management and a variety of life skills and empowerment classes – with a focused goal of assisting residents in obtaining permanent housing.

JOB DUTIES & RESPONSIBILITIES:

  • Coordinates housing services and housing placements for clients, including housing search assistance, housing applications, lease negotiations, occupancy agreements, and housing retention activities.
  • Develops and maintains collaborative relationships with landlords, property owners, management companies, and community partners to support housing opportunities for clients.
  • Assists clients in identifying and overcoming barriers to housing stability through advocacy, resource coordination, education, and referrals.
  • Collaborates with case managers and multidisciplinary teams to support successful housing placement and retention outcomes.
  • Maintains accurate client, housing, and program records and ensures timely data entry, reporting, and documentation.
  • Meets regularly with supervisors to review housing outcomes, program performance, compliance requirements, and client-related concerns.
  • Performs other duties as assigned.

PROGRAM SPECIFIC DUTIES:  

Employees working in the following program(s) have responsibilities that are in addition to the above core duties and responsibilities. These include, but are not limited to:

Weinburg Housing and Resource Center (Shelter):

  • Conducts housing readiness assessments and assists clients in developing plans to secure permanent housing.                              
  • Facilitates housing-focused educational sessions and supports clients in obtaining required documentation, completing housing applications, and participating in coordinated access processes.
  • Encourages client participation in housing stabilization and case management activities in accordance with program requirements.
  • Collaborates with shelter staff to support successful transitions from emergency shelter to permanent housing.
  • Builds relationships with senior living, assisted living, and other housing providers to expand housing options for eligible clients.

    EDUCATION & EXPERIENCE REQUIREMENTS:

    • Bachelor's degree in Human Services, Social Work, Sociology, Psychology, or a related field.
    • Two (2) years of experience in housing services, social services, case management, property management, community services, or work with vulnerable populations.
    • Experience working with affordable housing, HUD-funded programs, homelessness services, supportive housing, or related housing programs preferred.

    • Demonstrates outstanding interpersonal skills, maintaining a courteous, professional demeanor while interacting patiently and effectively with staff, clients, visitors, property owners, and managers.
    • Demonstrates excellent verbal and written communication skills, ensuring clarity and effectiveness in all interactions.
    • Displays excellent organizational skills and meticulous attention to detail, ensuring accuracy and efficiency.
    • Demonstrates accountability by working independently, requiring minimal direction or supervision.
    • Requires proficiency in using computer systems and software to perform job function, including but not limited to, basic Windows PC, web browsing (i.e., Chrome, Internet Explorer, etc.), and Microsoft Outlook. Knowledge of other Microsoft Office applications, such as Word, Excel PowerPoint, Teams, and OneDrive is preferred.

    PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

    • No remote or hybrid work availability based on core and essential functions of the position.
    • Flexibility may be required to work beyond standard hours, including weekends and holidays, as needed.
    • Must be accessible and responsive by phone during scheduled work hours and return calls promptly.
    • Moving about to accomplish tasks or transitioning between different work sites, which may involve walking, standing, or traveling to various locations as required by the role.
    • Adjusting or moving objects up to 20 pounds in all directions, which may include lifting, carrying, pushing, pulling, or repositioning items as necessary to perform job duties.
    • Engaging in communication with others to exchange information, which may involve speaking, listening, writing, or using electronic communication methods to ensure clear and effective understanding. This includes both verbal and non-verbal interactions with colleagues, clients, or external parties.
    • Repetitive motions involving the wrists, hands, and/or fingers, including tasks such as typing, data entry, or handling small objects. These repetitive activities may occur throughout the workday and require attention to ergonomics to ensure comfort and minimize strain.
    • Assessing the accuracy, neatness, and completeness of assigned work to ensure it meets quality standards and adheres to established guidelines.
    • Hearing and vision abilities, with or without correction, sufficient to drive safely and effectively observe and communicate with others.
    • Driving a personal vehicle is required for this position. Driver must be at least 21 years of age, with a minimum of 2 years of driving experience, and a valid driver’s license issued by the state of residence.  There can be no state issued restrictions on the licenses that would impede drivers’ ability to operate the vehicle as required by the Agency, and there must not be more than three (3) points on their driving record.
