SUMMARY
The Housing Services Program Manager (HSPM) has the responsibility to work collaboratively with the Director for Housing Services, primarily focusing on Transitional Housing services, and administering aspects of the department including operations, service delivery, and grant management. Collaborate with the Director for Housing Services to assure program capacity is managed in strict adherence to monthly census projections and planned/unplanned discharges. Collaborate with the Director for Housing Services and Director for Clinical Counseling Services to facilitate and participate in trauma-focused clinical consultation. Apply and coach direct reports to appropriately utilize suggested trauma-informed strategies and interventions in decision-making and interactions with program participants.


RESPONSIBILITIES
• Regularly and consistently monitor for the timely receipt and management of inquiries for service/applications. Ensure applicants are selected from waitlists based on vulnerability and the order in which applications are received as defined in Program policy and procedure.
• Ensure internal tracking mechanisms are updated immediately after a status change occurs. A status change includes but is not limited to entry, admission and exit dates, income and income source at entry and exit, and lease-up dates.
• Manage services within the parameters of grant/contract, outputs, and outcome measures, budget. Regularly and consistently track and monitor grant expenditures. Review and analyze profit and loss statements. Attend and actively participate in monthly budget review meetings. Communicate contract compliance obstacles to the Director for Housing Services timely.
• Demonstrate a deep understanding of trauma and its impact on adults and children as evidenced by the implementation of trauma-informed care principles through the provision of services and decision-making.
• Coach and evaluate direct reports on the use of Motivational Interviewing techniques designed to address ambivalence to change and promote engagement and motivation.
• Promote and support cross-collaboration with internal and external programs and services to ensure women and their children are referred and linked to need-driven supportive services.
• Provide oversight of assessment activities used to identify the strengths and needs of both women and their children (e.g., Transforming Lives Scale, ACE Questionnaire, etc.). Ensure assessment activities are completed timely and compiled into a trauma-informed, strength-based, culturally competent comprehensive assessment, which drives service planning. Ensure all documentation is completed within Salesforce.
• Ensure women are treated as the experts and are actively engaged in all aspects of service planning and decision-making directly impacting their lives. Oversee development and implementation of service plans/safety plans and service plan reviews.
• Facilitate regular Multidisciplinary Team Meetings (MDT) designed to determine program admission; monitor for progress; discharge readiness; identify areas of continued need; and recommend self-sufficiency, permanent housing stability, and mental health-focused interventions.
• Supervise direct reports for the provision of high-quality, intensive case management services. Make caseload assignments based on the complexity of need, family size, case management experience, and funder requirements.


EDUCATION AND EXPERIENCE
Master’s degree in social work or related field and at least two (2) years of direct experience administering an integrated, holistic model of care through implementation of evidence-based practices.

• Manage public and private grants, and track and report contract outputs and performance measures. Read and interpret data reports. Use data to improve program performance and service quality.
• Assess for the provision of quality services; excellent written and oral communication skills; excellent interpersonal skills and the ability to work well with all levels of management, staff, women and children.
• Demonstrate cultural competency through the ability to understand, communicate with and effectively interact with people of various cultural backgrounds.
• Attention to detail and the ability to prioritize and execute multiple projects under demanding deadlines.
• Valid driver’s license and willingness to travel in the community.
