Reports to:                           Housing Programs Manager

Location:                               Denver

 

Salary Rate:

Level 1 (Entry level up to 2 years of direct experience): $23.81 per hour

Level II (3+ years of direct experience):  $25.95 per hour

 

Bilingual premium for qualifying languages is 3.5% higher than starting salary if pass bilingual exam on first week of hire.

Position Summary: 

The Tenant-Based Rental Assistance (TBRA) Program will provide housing assistance to eligible households. TBRA meets the needs of participants by subsidizing the difference between total rent and the monthly tenant rent (based on Tenant Rent Calculation Worksheet or other approved form), to be calculated and tracked by staff at CHN, or the referring agency, and paid out by CHN.  The goal of TBRA is to support participants’ long-term wellbeing through safe and affordable housing options. The Housing Occupancy Coordinator administers the TBRA program.

Essential Job Functions:


Coordinate all occupancy aspects of TBRA, a scattered-site housing subsidy program, across the Denver metro area.
Schedule and perform Housing Quality Standards and/or NSPIRE inspections for every participant annually. Follows up with tenant and landlords to ensure any deficiencies are remedied.
Complete TBRA intake and recertification paperwork with clients, including collecting necessary eligibility documents.
Accurately and efficiently coordinate client meetings, waitlist maintenance, eligibility screenings, file upkeep, documentation, recertification, trainings, reporting and all other responsibilities associated with subsidy programs.
Provide support to TBRA participants navigating challenging housing situations and during moves between units.
Submit monthly subsidy checks to be paid to TBRA participants’ property managers with accuracy and timeliness.
Serve as liaison and technical support for other AIDS Service Organizations participating in the TBRA program.
Coordinate database updates and check distribution for the TBRA program.
Develop and assist in the maintenance of resources for staff and clients in all areas of affordable housing.
Collaborate with Case Management to ensure the provision of housing accessibility for all clients, and the development of long-term housing plans for program participants.
Track and submit appropriate documentation, billing and reports to the Housing Programs Manager and appropriate partners/grantors.
Develop and maintain ongoing working relationships with local landlords, housing authorities and affordable housing providers.
Participate in team meetings, case conferences, clinical supervisions and all appropriate CHN staff meetings and other partner meetings in the community.
Assist with agency program audits, as needed.
Must be able to work in a diverse setting with diverse populations, including people living with HIV, the LGBTQ+ community, persons of various ethnic backgrounds, and disenfranchised communities.
Participate in training related to HIV, substance use, harm reduction, trauma informed care, Cultural Competency/Sensitivity, and related issues.

QualificationsQualifications:

Experience providing case management services in a social service or supportive housing setting preferred. Experience with harm reduction, motivational interviewing, cultural inclusivity, and trauma-informed care. Proven ability to apply crisis intervention and de-escalation skills. Knowledge/experience of housing subsidy programs preferred. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education:

Bachelor’s degree in Human Services, Social Work, Psychology, and/or equivalent combination of education and experience required.

 

 

 

 

Software Utilized:

Proficiency with Microsoft Office applications such as Word, Excel, Outlook, and Teams is required. Candidates should be comfortable working with client database systems and learning new software tools as needed.

 

Knowledge, Skill and Ability:

Previous experience in the delivery of evidenced-based programs is highly preferred, as well as excellent communication, client services, and data collection skills.  The appropriate person will be highly organized and detail-oriented.  This position requires personal and professional accountability; self-management and initiative; dedication to quality improvement; professional integrity; research ethics, and cultural competency.  Must demonstrate accuracy, efficiency and superior organizational skills.  Must demonstrate effectiveness in the following areas: task and time management; teamwork; and communication with teams, managers, clients and participants, and company consultants.

 

Material and Equipment Directly Used:

Works with computer workstations, laptops, servers, and standard office equipment. Works with software, including electronic health records, client/patient data systems, word processing, spreadsheet and presentation software as well as with online systems. Communicates with partner organizations and vendors using the telephone, e-mail, the Internet, and fax.

 

Physical Demands and Work Conditions:

Works in an office environment. May travel via automobile or airplane to offsite locations or for CHN business. Must have and maintain a valid Colorado driver’s license and auto insurance on personal vehicle. Works with standard office equipment including computer work station, printers, copiers, scanners and fax machine. Communicates with clients and vendors using the telephone, e-mail, the Internet, and fax.  Requires clear speaking ability and the ability to use a telephone for extended periods. Requires ability to view a computer screen (near acuity). Requires fingering agility for keyboarding.  The ability to sit, stand, and engage in extended periods of screen time or communication by phone is necessary to perform the essential duties of the role.
