The Health and Human Services Operations Leader provide day-to-day leadership, management, and operational oversight for the County’s Health and Human Services Department. This position ensures continuity of services, supports staff and supervisors, oversees departmental operations, and advances strategic priorities while maintaining compliance with federal, state, and local requirements.

The County is currently exploring a shared leadership model with a neighboring county. Under the current structure, this position serves as the primary operational leader for the department. If a shared leadership model is implemented, the position will function as an Assistant Director/Deputy Director, providing local operational leadership and administrative oversight while partnering with a shared Health and Human Services Director who provides strategic and executive leadership across participating counties.

In either model, the Operations Director serves as a key member of the leadership team, ensuring effective service delivery, staff support, organizational stability, and strong relationships with community partners and stakeholders.





Essential Duties and Responsibilities

Operational Leadership and Program Administration


Provide day-to-day leadership and oversight of Health and Human Services operations.
Ensure continuity, quality, and effectiveness of programs and services.
Coordinate activities across divisions, programs, and service areas.
Monitor operational performance and identify opportunities for improvement.
Assist in development and support implementation of strategic initiatives and organizational priorities
Directs the planning, implementation, and evaluation of health and human services programs and staff
Reviews and approve county policies and plans that support individual and community health efforts.
Provide leadership, coaching, and support to supervisors and staff.
Foster a positive, collaborative, and accountable workplace culture.
Assist with workforce planning, recruitment, retention, and employee professional development efforts.
Address operational challenges and support problem-solving across teams.
Promote employee engagement and effective communication.
Ensure compliance with applicable federal, state, and county regulations, policies, and procedures.
Monitor program outcomes, performance measures, and reporting requirements.
Support quality improvement efforts and implementation of best practices.
Coordinate responses to audits, reviews, and compliance activities.
Build and maintain effective working relationships with county leadership, other county departments, community partners, state agencies, providers, and stakeholders.
Attends, participates, and serves on committees, professional associations, and state advisory boards.

Public Health – Community Health Board


Maintains awareness of and collaborates on the community health assessment and planning process to address local health priorities in collaboration with Prairie Lakes; considers available funding and public health service capacity and alignment.
Reviews of annual public health reports and performance information.
Supports alignment of county services with local health priorities based on assessment of community health needs and assets.

Financial and Resources Management and Shared Services Support


Assist with budget development, monitoring, and management.
Monitor expenditures and resource utilization.
Identify operational efficiencies and opportunities for responsible stewardship of public resources.
Support grant administration and reporting activities as assigned.
Reviews inputs, outputs, expenses, and revenues available from Prairie Lakes and other funding sources.
Collaborate with county leadership regarding evaluation and implementation of shared leadership or shared-services models.
Assist in developing operational processes and structures that support inter-county collaboration.
Ensure service continuity and staff support during organizational transitions.
Contribute to change management and communication efforts.

Health and Human Services Operations DirectorQualifications

Education: Bachelor’s Degree in Human Services, Public Administration, Social Work, Business Administration,  Health Care Administration or related field and at least six (6) years of related experience with three (3) years of supervisory experience including leading teams, managing operations, and implementing organizational improvements.

Requirements:


Valid MN Driver's License.


 

Physical Demands and Working Conditions


Regularly read and interpret documents and other written material.
Regularly communicate and exchange information with others in person, over the telephone, and using written communication methods.
Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery.
Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone.
Occasionally move or transport items weighing up to 20 pounds and occasionally lift and/or move up to 50 pounds.
Infrequently exposed to hazardous materials (chemicals, blood, and other body fluids, etc.), extreme temperatures and atmospheric conditions (fumes, odors, dusts, gases, poor ventilation)
Seldom exposed to as environmental issues (challenging behaviors, imminent danger, threatening environment) or travel.
